Will the agreement on the settlement of the Ukrainian crisis, concluded in Minsk last Thursday? How did European politics show itself, European diplomacy in the preparation and conduct of the Minsk negotiations? What can change as a result in relations between Europe and Russia, Europe and Ukraine?
We are discussing these and other issues today with Nikolai Mitrokhin , a researcher at the Center for the Study of Eastern Europe at the Bremen University (Germany), the observer of the Czech newspaper Law, Alexander Mitrofanov and participants in the European project, Alexandra Wagner (Prague) and Kirill Kobrin (London).

Theme of the week: the Minsk world - thin or kind?
Yaroslav Shimov: Every week we discuss this or that European topic. This week has not left much choice. We conduct this conversation on the day when preliminary agreements were concluded in Minsk on a peaceful settlement of a prolonged Ukrainian conflict. On the air of Radio, this conversation should be released on the day when, according to this document, the ceasefire will come into effect, which the parties agreed on. We will try not only to discuss this agreement itself, but also to look at it in the European context. After all, the leaders of the two influential countries of the European Union, Germany and France, participated in negotiations in Minsk.
One way or another, we all managed to get acquainted with the main provisions of the Minsk agreement, which was already designated as “Minsk-2” the media, since there was the previous one, last year, the agreement concluded there, which had a sad fate and in fact almost from the first day, was not observed. The main points of the current one are a truce from zero hours on February 15, the diverts of heavy weapons at a certain distance of the warring parties to form a demilitarized buffer zone between them, and a whole complex of various changes, including an amnesty for those who were involved in the armed conflict in the last months, and the transfer of control over the Russian-Ukrainian authorities within the current year and so on. What are your first impressions of concluded agreements?
Nikolai Mitrokhin
Nikolai Mitrokhin: I consider them as unrealistic, since there is nothing in the agreement about the fate of such political constructions as “DPR” and “LPR”. In this scheme, it is completely incomprehensible what gentlemen Zakharchenko and Plotnitsky will do, all structures that are currently created in this region. There are realistic aspects in the agreement, I mean primarily the exchange of prisoners and hostages and, accordingly, the possible liberation of Nadezhda Savchenko is what can be done. For pro -Russian militants in the territory of Donbass, it is also important that they are promised to remove criminal liability for crimes. This is what they can rejoice in the territory of the "DPR" and "LPR". The chances of Ukraine to take control of the border with Russia in the territory of Donbass, in my opinion, scanty, since this will mean the end of the existence of separatist pro -Russian groups in this territory. After all, they are completely dependent on the supply of ammunition and the penetration of new militants from Russia into this territory. Therefore, in spite of any local elections, this will not happen. It is amazing for me to hear that any real elections can be held in this territory, since any political opposition in this territory is crushed, with terrorist methods, the so-called separatists, and no free political discussion is impossible there. Accordingly, any elections there will be a fiction.
Yaroslav Shimov: I, preparing for our conversation, read Alexander Mitrofanov’s comment in the Czech newspaper Law. You, Alexander, are also pessimistic, consider what happened more in the context of the international, European, and write that "if there is some hope after Minsk-2 for the Euro-Atlantic community, then this is the hope that a hot war will go into a slightly different phase-into the cold phase of cold." Why do you think that a peaceful settlement leading to a long -term normalization of relations in eastern Europe is impossible at the moment?
Alexander Mitrofanov: It is necessary to proceed from how he considers the European Union Russia, how Europeans wanted to consider it and how over time they had to review their views on it. Russia before Ukrainian events was perceived in the West as a little incomprehensible, slightly uncomfortable, in some ways eccentric, eager, but still a partner. And then suddenly it turned out over the past year that it was not a partner-it was a strategic adversary, it was a potential opponent, maybe even an open enemy, for a clash with which you need to prepare in the active phase. Therefore, I write that at the moment the appearance is quite possible, the return of the psychological structures of the Cold War. Then, by and large, if there were some conflicts, clashes, then they passed either by small forces or in a foreign territory, they tried each other for the strength of the United States and the Soviet Union.
Yaroslav Shimov: Vietnam, Korea, Afghanistan - this is known.
Alexander Mitrofanov
Alexander Mitrofanov: In principle, we, people living in the West, do not have no much choice in relation to Russia. Moreover, not at our whim, but because Russia now has another course, which follows with such firmness and with the great tonnelism of the huge ocean liner, which has already gained move. The question is whether this liner can break through all the obstacles and break into our Europe or will it be possible to stop it somewhere due to the fact that you have to bear some losses. Europe is now with difficulty rebuilding in another way, it is not easy to understand the public opinion that the years are not just a completely serene, but strong world with the prospect that it will be even better - these years have ended.
Alexandra Wagner: I would like to object a little. I also had such an impression of the relationship between the European Union and the Western World with Russia before the signing of the current agreements. Of course, it is still not clear whether they will be really executed. But if they are, then it seems to me that this is one of the signs that Russia does not want to completely tear this relationship and does not want to resume the Cold War. If Russia decided to participate in these negotiations, there were already statements more than once that sanctions could be canceled if the Minsk agreements are met, it seems to me that this is a sign that Moscow is still striving for warming.

Yaroslav Shimov: I will quote French Foreign Minister Laurent Fabius. He, speaking of negotiations in Minsk, even before the agreements were concluded, quoted the ex-president of his country Francois Mitterin, the most experienced politician of the twentieth century, who once said the following: "The question in the negotiations is not whether you trust his interlocutor, but to turn everything so that he could not deceive you." Did the Western representatives, German Chancellor Angel Merkel and the French President Francois Hollande, put Vladimir Putin in such a position so that he could not deceive him more than once during the Ukrainian crisis, succeeded? Or is the scope for deception is still wide?
Kirill Kobrin: Of course, Vladimir Putin deceived, deceives and will try to deceive. Everyone knows who Vladimir Putin is. Immediately after the end of these negotiations, he came out and made a statement, and then Petro Poroshenko came out and made a statement, and if we compare these two statements, it seems that we are talking about two different documents.
Yaroslav Shimov: In fact, in one point they agreed, they said the same thing: yes, from February 15, a truce will be a truce from zero hours. Everything else was interpreted in an absolutely opposite way.
Kirill Kobrin: That's right. The audience of these statements is very important here. The audience of statements by Vladimir Putin are Russian television channels that broadcast this statement by the Russian audience. And they also broadcast to Vladimir Putin himself, who, as you know, uses information that he actually or his advisers delivers to Russian television so that it is Vladimir Putin and talks about what is happening. That is, he made a statement in a sense for himself, and he continues to deceive himself. Petro Poroshenko made a statement for citizens of Ukraine, but at the same time he does not risk lying. Purely functionally, he does not want to lie, he tries to be a European in this situation and says what European leaders say who prefer not to lie. This does not mean that they never lie, but they prefer not to lie often and brazenly. It is publicly and not to lie in public - this is one of the important distinctive features of the European and, let's call it so, non -European policy. In general, firstly, no matter what we say, this is a truce, and if we stop killing, this is good. Secondly, of course, all these negotiations were actually revolving around specific things. In particular: how to make sure that they agree with people who are formally and legally, and from the point of view of common sense, they do not represent anyone. That is why the document is the signatures of the gentlemen of Plotnitsky and Zakharchenko, but it is not written who they are.
The dialogue of Vladilia Putin and Petro Poroshenko in Minsk was, to put it mildly, difficult
Yaroplav Shimov: Like the previous agreements, because Ukraine does not recognize, and the West does not recognize any so -called people's republics.
Kirill Kobrin: That's right. And Petro Poroshenko insisted on this, and this is an important thing.
Yaroslav Shimov: He not only achieved this, but in principle, we are talking about separatism as such. I will quote you what the same gentlemen Plotnitsky and Zakharchenko said immediately after the signing of these agreements. They spoke with a loud rhetoric that Ukraine would change, we must give her a chance: "The chance is given to Ukraine to change its constitution and change their attitude towards people living in the southeast." That is, the requirements with which they so categorically acted recently, namely: no Ukraine, leave, separate, or independence, or we will join Russia, but Ukraine never - all this has evaporated and disappeared. This, it seems to me, is a very significant point.
Kirill Kobrin: In fact, the current agreement demonstrates monstrous insignificance, despite all the tragedy of what has been happening, what has happened since September. It was a bite for several tens of kilometers.
Yaroslav Shimov: Humanity knows a lot of such stories. Remember the battle of Verden, there, too, for 15-20 square kilometers were killed by hundreds of thousands of each other.
This is the last border, then the West will not retreat. And the only person who should be extremely interested in these agreements to be observed is Vladimir Putin
Kirill Kobrin: Absolutely, but still there was a world war. I do not justify the stupidity of the then generals and marshals, but nevertheless, in that context, this was clear. The Minsk Protocol emphasizes one important thing, not only psychological, but also political - the crushing defeat of Russia in everything that has happened since 2014. What began under well -known slogans, with well -known statements, turned into a binning around several tens of square kilometers. All the talk about Novorossia, about the dismemberment of Ukraine, about federalization, ended in fact about how many kilometers to take "grades", guns and so on. From a political point of view, this is a failure. Because for the sake of this, Russia went to a difficult conflict with Europe, for this Russia was under the regime of sanctions, for this, in the end, President Vladimir Putin became absolutely unacceptable for conducting normal affairs. There is no Business as usual for him in relations with the West. The degree of patience that Europe showed, what they were forced to go with all these 14-hour negotiations and shuttle diplomacy and so on, this is the last border, further European countries, the West will not retreat. And the only person who should be extremely interested in the fact that these agreements are observed, so that there is no new outbreak of military operations, is Vladimir Putin.
Yaroslav Shimov: When we are talking about any agreement regarding any conflict, the question always suggests itself, who won and who lost. In this case, who did not win, but lost less and who, on the contrary, is on the way to defeat?
Nikolai Mitrokhin: In my opinion, in this case, Ukraine and the European Union lost more, which is strongly not ready for any war with Russia. Now there are not even supplies of weapons for the Ukrainian army. The normal situation, as I see, would be that in response to the Russian occupation of Crimea, sanctions would be imposed one after another, they would demand to return the Crimea, if the sanction would have increased and so on. Now there is a dispute not about the Crimea, which remains near Russia, but about the Donbass and how to stop the military conflict for now. All the conversations about Novorossia, I think, were simply political chatter, setting much greater requirements than in practice, Russia was able to pull. We see that Russia creates a de facto in the territory of Donbass a specific education, most similar to a mixture of Transnistria and Chechnya of the 1996-99 model, the Prisia "Walking Pole". On the one hand, there are a dominance of armed gangs, terrorizing the population and fighting each other, on the other hand, in recent months there has been a sharp tightening of the internal regime, a significant part of these gangs was taken under control of the heads of these territories.
Yaroslav Shimov: Do you mean the death of the field commander Batman, are all these incidents?
Nikolai Mitrokhin: the murder of Batman, the murder of Ishchenko, the mayor of Pervomaisk, the disarmament of the so -called Cossack formations in five or six cities - this is only in the territory of the "LPR". In the "DPR" more or less all groups are taken under control, with the exception of Chechens. A certain Stalinist structure is built there, by the methods of the Stalinist repressive machine - the favorite appeal of these people to the practice of 1937. Another question is that so far it is far from perfect, so it resembles Chechnya of the 90s. Two quasi -states are built that will not want to disappear at all. Where will Zakharchenko return? It is difficult to understand what he did three years ago. Therefore, Ukraine in this way is bitten by a large piece, the European Union has demonstrated its complete military helplessness, the inability to maintain order on its own borders. The prospect of the normal European development of Ukraine is also doubtful, if only because Ukraine will now have to spend a huge part of its budget on the creation and strengthening of the army. From Europe and Ukraine, continuous losses. From the part of Putin, of course, he acquired the image of a bad guy, but, in my opinion, he did it consciously. He already visited the role of one of those who rules the planet Earth, apparently he seemed too boring to him there.
Alexandra Wagner: I want to remind you that Ukraine had experience similar to the one that has appeared now. There was no war, but in the early 90s the situation in Crimea got out of control, as was now happening in the Donetsk and Lugansk regions, the power was then divided between two very large mafia groups that killed right and left. At this time, Crimea had its own authorities, which were partly controlled by mafia structures. But Ukraine gradually coped with these problems. These people had weapons, they shot on the streets of Simferopol. Of course, there weren’t “grades”, but they shot even from a grenade launcher on the streets of Simferopol, maybe in the Donetsk and Lugansk regions it is now much tougher, but in principle, Ukraine has already encountered the resolution of such a problem.
The tragedy of Donbass pushed into the shadow the question of the Crimea
Yaroslav Shimov: Did she allow her to the end? Because in the end she has lost Crimea at the moment.
Alexandra Wagner: At the moment, yes. But the question is that if Russia now claims that it will support the unity of Ukraine, at least legal, then this may, of course, be a declaration, but perhaps it will be so. I do not think that it is possible to disconnect these territories. The second point that the settlement, which is spelled out in the Minsk documents, is based on Ukrainian legislation. The areas of the Donetsk and Lugansk regions, which are now covered by a conflict, do not leave the legislative field of Ukraine and do not receive the right to create their own laws, this is not a sovereignty.
Yaroslav Shimov: will the Ukrainian authorities have the opportunity to control the implementation of laws? Меня удивил пункт о том, что местные милиции будут: "Создание отрядов народных милиций по решению местных советов с целью поддержания общественного порядка в отдельных районах Донецкой и Луганской областей" . То есть де-факто сепаратистские отряды только поменяют название.
Александра Вагнер: В принципе так и есть. Но я хочу напомнить, что закон об особом статусе Донецкой и Луганской областей уже действует, он имеет действие ограниченное, это три года. А в документах, которые подписаны в Минске, говорится о том, что будет разработан новый закон об особом статусе. Что будет в этом законе, зависит от договоренностей, которые будут вести представители регионов с украинскими властями.
Ярослав Шимов: То есть вы считаете, что возможен такой вариант, когда те люди, которые сейчас там ходят с автоматами, и те, кто ими командует, люди типа Захарченко, Плотницкого, превратятся в таких гражданских украинских политиков типа тех, которые были когда-то в партии Виктора Януковича, в Партии регионов? Зачем им это будет нужно?
Нельзя говорить о том, что в данный момент то, что происходит в Донбассе, однозначно перечеркивает европейские перспективы Украины
Александра Вагнер: Я не думаю, что это произойдет прямо завтра – это первое. Во-вторых, есть пункт 10-й, где говорится о выводе военной техники и так далее. Я думаю, что речь идет о постепенном разоружении. Вопрос, сколько времени это займет. Николай Митрохин говорил о том, что эта ситуация хоронит членство в Европейском союзе. Я так не думаю, потому что трансформация всех стран, добивавшихся вступления в ЕС, занимала от 10 до 15 лет. Если мы сейчас говорим о том, что Украина встала на этот путь и хочет реформировать свою экономику и так далее, то этот процесс завершится, может быть, через 15 лет. Через 15 лет ситуация в Донбассе тоже поменяется. Поэтому нельзя говорить о том, что в данный момент то, что происходит в Донбассе, однозначно перечеркивает европейские перспективы Украины.
Ярослав Шимов: Ангела Меркель, Франсуа Олланд, лидеры двух наиболее влиятельных стран Европейского союза, вложили изрядный политический капитал в украинское урегулирование, ездили в Москву, провели ночь в тяжелейших переговорах вместе с Владимиром Путиным и Петром Порошенко. Ангеле Меркель и Франсуа Олланду контакты с Владимиром Путиным давно уже не очень приятны по разным вполне понятным причинам, тем не менее, эти два лидера пошли на такой шаг. Но при этом из процесса выпал Евросоюз как наднациональная организация. Если мы вспомним первые минские соглашения, то там присутствовала глава внешнеполитического ведомства ЕС Кэтрин Эштон и один из членов Еврокомиссии, там была единая Европа некая. Сейчас не было вообще никого из высших представителей Европейского союза, контакты перешли на уровень сугубо межгосударственный. Это то, к чему Кремль был всегда склонен: Москва стремилась контактировать скорее напрямую с отдельными государствами, с Берлином, с Парижем, нежели со структурами Евросоюза. Можно ли считать, что происходит определенный закат единой европейской политики? С чем связано такое "блестящее" отсутствие ЕС в нынешнем раунде переговоров? Может быть с тем, что ряд членов ЕС в последние месяцы показали себя довольно ненадежными партнерами? Высказывались, особенно в странах Центральной Европы, таких как Венгрия, Чехия, ведущими политиками откровенно пророссийские взгляды...
Александр Митрофанов: Мне кажется, что существует единое отношение Европейского союза к России. То, что вы вспомнили высказывания разных политиков, то это высказывания или на уровне людей, которые в политике ничего не решают, или на уровне людей, которые позволяют себе такие высказывания дома, а потом, когда приезжают на переговоры или на совещания руководителей стран Евросоюза, ведут себя по-другому. Что же касается отсутствия представителей Евросоюза на этих переговорах, не знаю, как это было обставлено, но мне кажется, это решение "не по правилам, но по понятиям". Это для Путина более понятно и вразумительно, чем игра строго по правилам. Потому что правила Евросоюза, выработка общих решений – это тягомотина, которую понять можно, но душа к этому у него не лежит. А лежит к переговорам с людьми, которые действительно что-то значат. В какой-то степени такой формат изначально более результативен, чем если бы там сидели люди из Евросоюза как свадебные генералы. К тому же нынешний глава Европейского совета, "президент ЕС" Дональд Туск – представитель Польши, и тут совсем другая нота вносилась бы во все эти переговоры, это могло бы сильно повысить градус неприязни со стороны России. Я считаю, что здесь были предприняты шаги, которые нарушили целомудренные правила Евросоюза, но повысили возможность результативности переговоров.
Несмотря на Минские соглашения, бои в районе Дебальцева продолжались и 13 - 14 февраля
Ярослав Шимов: То есть сугубая прагматика была пущена в ход. Посмотрим, какие она принесет результаты. Другой момент, который представляется довольно существенным, – то, как в этом кризисе присутствуют Соединенные Штаты Америки. Перед минскими переговорами высшие представители Соединенных Штатов, включая и вице-президента Байдена, и госсекретаря Керри, говорили о том, что если эти переговоры сорвутся, совершенно не исключено, что будут начаты поставки оборонительных видов вооружений украинской армии Соединенными Штатами, Европа между тем от этого открещивалась. Ангела Меркель, в частности, сказала, что она категорически против такого рода поставок, хотя, по некоторым сведениям, она пригрозила Владимиру Путину, что если он не будет конструктивен, то в конце концов и Германия вынуждена будет смириться с возможностью американских военных поставок Украине. Что, по вашему мнению, идет за игра? Это намеренное разыгрывание ролей доброго и злого следователя перед Путиным – или действительно у Европы и Америки разные позиции, разная заинтересованность?
Кирилл Кобрин: Мне кажется, что Соединенные Штаты, Германия и Франция действительно разыгрывают злого и хорошего копа. Европейский союз в целом тут не может играть никакой роли, потому что хороший полицейский должен быть полицейским все-таки. Европейский союз устроен так, что от него требовать единой позиции невозможно, потому что это объединение независимых государств, каждое из которых имеет свое мнение и свою политику. Поэтому, конечно, эту игру могли вести только крупные европейские страны, такие, как Франция и Германия. Но зазор, расстояние между "добрым" полицейским и "злым" полицейским все время сокращается. Если мы сравним позицию Германии, Франции в меньшей степени, и Соединенных Штатов еще несколько месяцев назад и сейчас, то мы увидим, что эти позиции сильно сблизились. Вот это главная дипломатическая и политическая опасность и для Путина лично, и для российского государства, которое управляется Путиным и его людьми. Раньше, еще несколько месяцев назад было поле для маневров, можно было апеллировать к Европе против Америки и так далее. Сейчас эта возможность становится все меньше и меньше. Гарантией того, что еще останется разница между хорошим и плохим копом, является как раз выполнение Москвой протокола, подписанного в Минске. Сейчас наступает момент истины. Либо российская дипломатия, российское государство пытается вести себя как ответственное и понимает всю сложность ситуации, в которую оно само себя загнало, и пытается каким-то образом выйти из этой ситуации. Надо заметить, что европейские страны еще пытаются ей в этом помочь, ведь второй главной темой минских переговоров было дать возможность Путину выбраться из этой ситуации, не потеряв лицо.
Ярослав Шимов: Николай, вы согласны с тем, что если минские договоренности не будут соблюдаться Кремлем, так или иначе окажутся сорванными, то возможно ужесточение европейской политики, какой-то новый раунд санкций или сближение европейских взглядов на украинский кризис с взглядами той части американских политиков, которые, в частности, выступают за оказание военной помощи Киеву?
Николай Митрохин: Я думаю, что взгляды США и большинства европейских политиков совпадают в общем и целом. Немножко разная у них тональность – поставлять ли оружие сейчас, или сначала привести украинскую армию в порядок и потом ей вручить оружие. Хорошо подчеркивает тот факт, что взгляды совпадают, интенсивное расширение инфраструктуры НАТО прежде всего за счет американских ресурсов на европейской территории. Объявили о поставке американских истребителей для того, чтобы они встали на дежурство в странах Восточной Европы. Принято решение об интенсивном развертывании сил быстрого реагирования в восточноевропейских странах. Все, чего Путин опасался, то есть разворачивание военных структур НАТО на границах России, происходит буквально сейчас. Другой вопрос – это санкции. Мы реально не знаем, что Меркель и Олланд говорили Путину, какие санкции могут быть в перспективе. Вопрос в балансе, насколько у России хватит внутренних финансовых резервов на сохранение той экономической модели, которая есть сейчас, то есть приоритетного финансирования программ обновления вооружений, армии и правоохранительных органов. Второй вопрос: готова ли Европа ограничить поставки российской нефти и газа? Я думаю, что самый серьезный аргумент, который мог Путину явно или неявно предъявляться – это просто сокращение Европой 30-50% потребления российской нефти. Такого финансового удара, конечно, российская экономика не выдержала бы. Возможно, сейчас это является наиболее серьезным ограничителем путинской активности во внешней политике.
Ярослав Шимов: Тем не менее сам факт, что еще говорят ведущие западные политики с Кремлем, говорит о том, что Россия не списана совсем туда, где находятся лидеры типа Ким Чен Ына, которому, как известно, никто из западных политиков не предлагает прямых переговоров, понимая абсолютную бессмысленность и абсурдность этой идеи. Что должно произойти – просто ли строгое соблюдение Россией и ее сторонниками на востоке Украины пунктов Минского соглашения – для того, чтобы отношения между европейскими странами и Россией все-таки пошли вспять в сторону постепенной нормализации? Какова должна быть "дорожная карта" в этом смысле?
Александр Митрофанов: Во-первых, это вопрос Украины, вопрос Донбасса и того, как там будет развиваться все. Если действительно будет мир и то, что было предметом договоренностей, удастся все-таки воплотить в жизнь – это один фактор. Фактор второй – если перестанут демонстративно летать российские боевые самолеты с провокационными целями, из-за чего приходилось в прошлом году столько раз поднимать в воздух ВВС разных стран НАТО. Фактор третий, очень важный для дальнейшего развития – то, что происходит в самой России, какова инерция развития, которая была задана самим Путиным. Иными словами, будет ли Россия в своей политике столь же открыто антизападной, враждебной по отношению к тому, что составляет ценности Запада, как сейчас, или в этом отношении смягчится. Есть еще проблема под названием Крым, которой никто не коснулся сегодня. И если комплекс этих вещей будет решаться в направлении, которое для Запада будет приемлемо, тогда возможно смягчение. Я хочу на пессимистичной ноте закончить: мне кажется, пока нет никаких сигналов, что по этим направлениям у Путина в голове наметилось улучшение. У него есть свои планы, мы их не знаем, но если даже он решит их изменить, инерция того, что происходит сейчас в России, огромна.
Российской политической элите следует все больше и больше думать о том, как и что делать в отношениях с Европой и Западом не вместе с Путиным, а после Путина или вместо Путина
Александра Вагнер: Я думаю, что если действительно будут выполнены все пункты, которые прописаны в сегодняшнем документе, это будет значительным сигналом того, что есть какое-то желание России восстановить более приемлемые отношения со странами Запада. Но непонятно, будут ли они выполнены, потому что очень много Владимир Путин делал заявлений и обещаний, которые не выполнялись до настоящего времени.
Кирилл Кобрин: Мне кажется, есть две разные проблемы. Первая: будут ли работать эти соглашения, заложат ли они основу под прогресс в этой ситуации. Мне кажется, здесь как раз надежда есть. Теперь все зависит от искусности украинской власти, от настойчивости европейской дипломатии и от остатков здравого смысла у российской власти. Что касается отношений между Россией и Европой, Западом, то тут уже ничего не исправить. До тех пор, пока у власти находится нынешний режим, никаких отношений, кроме "приемлемых", а это значит, что друг друга дураками не обзывают и по лицу не бьют, иных отношений быть не может. Потому что все плохое, что могло произойти, уже произошло. Я думаю, российской политической элите следует все больше и больше думать о том, как и что делать в отношениях с Европой и Западом не вместе с Путиным, а после Путина или вместо Путина.
