
The general director of Mostovik, Oleg Shishov, fully pleaded guilty to theft during the construction of the oceanarium in Vladivostok. According to Kommersant , Shishov concluded a pre -trial deal with the investigation and testified to another person involved - the head of the Federal State Unitary Enterprise "Directorate for Construction in the Far Eastern Federal District" Andrei Poplavsky.
Poplavsky’s enterprise, which was the customer of the construction of the oceanarium, is subordinate to the Presidential Administration. The case also appears "faces not established by the investigation."
According to investigators, Shishov, with the knowledge of Poplavsky, concluded fictitious subcontracting agreements with companies that did not have production capacities at all. Under these agreements, 1.9 billion rubles were received and cashed. The oceanarium, which was supposed to build for the APEC summit in 2012, is still not open.
Vladimir Putin visited the construction in November last year and remained extremely dissatisfied with what he saw. Soon after, a criminal case was opened and the arrests of the suspects were carried out.
A number of criminal cases have been instituted against Shishov: he is accused of fraud during the construction of the route in Omsk, tax failure and non -payment of salaries of workers.
