Vladimir Kara-Murza Sr.: The meeting of foreign ministers of the Norman Four in Ukraine has just ended in Paris in Paris. The heads of diplomatic departments of Russia, Ukraine, Germany and France took part in it. The head of the Foreign Ministry of Ukraine Pavel Klimkin failed to achieve the condemnation of what happened in Debaltseve. The head of the Russian Foreign Ministry, Sergei Lavrov, called the meeting useful, but left it a little earlier, explaining this by the fact that he needs to be in Moscow.
Ukraine after the holidays and mourning is the topic of our today's conversation with the journalist and public activist Viktor Girzhov .
Victor Grigoryevich, how diplomatically he behaved the heads of diplomatic departments of the four countries, characterizing the situation in Debaltseve?
Victor Girzhov: I think that is excessively diplomatic. Debaltsevsky history is very serious, there were many copies around it broken, as they say. When the Norman Four was sitting, it seemed to me that Putin was waiting for Debaltseve to be taken precisely during negotiations. But this did not happen. Debaltseve was busy with militants, separatists only on February 15th. This was done after the signing of the second Minsk agreements.
Vladimir Kara-Murza Sr.: That is, in violation of these agreements?
Victor Girzhov: Yes, in violation. The separatists insisted that Debaltseve is a “boiler”, that is, a closed territory, as they believe. And the Ukrainian side categorically denied the presence of a "boiler". It was more like an operational environment. The Debaltsevo -Artemovsk road really shot, but it was not covered by blockposts or parts of the separatists. Both equipment and military personnel of the Ukrainian army were withdrawn from there. Although, of course, there were losses of both technology and people, there were many wounded, prisoners. Nevertheless, there was no "cauldron", there was just a bridgehead. Thus, it turns out that the militants violated the Minsk agreement, attacking the Armed Forces, which were surrounded.
In addition, there was also such a rhetoric. Literally the very next day, the representative of the so -called DPR Zakharchenko began to put forward an unthinkable requirement for Ukraine - to stop the ATO. And the funniest, probably, is that Ukraine return to non -block status. This, of course, could not talk about the Minsk negotiations, because the non -block status was canceled by the decision of the Verkhovna Rada. Actually, this status did not give anything, because Crimea was annexed under him and the conflict in the Donbass was unleashed. Therefore, Ukrainians, in order to somehow protect themselves, decided to cancel non-block status and on entering one of the Euro-Atlantic Unions, in particular in NATO.
Vladimir Kara-Murza Sr.: Alexander Briginets , a former deputy of the Verkhovna Rada, went directly to us.
Alexander Briginets: I am sure that neither militants nor Putin was specifically interested in Debaltseve. And no idea can stop the leader of the shit after he announced the movement forward, so to speak. And no matter what the world public does now, no matter what Ukraine does, Putin will always push his units to conduct certain fighting units. Because any stop of Putin and militants will lead to the collapse of Russia. And I am sure that there is simply no other way out, except to stop Putin, both Russia and the world today.
Vladimir Kara-Murza Sr.: Alexander Mikhailovich, please remind, what is the strategic significance of the village of Debaltseve.
Alexander Briginets: I do not think that this settlement is strategic. I have just been in the village of Lugansk, which is the same strategic point. This item is important because it connects Lugansk with Donetsk. But "strategic significance" is a conditional concept. Yes, it was very convenient to get from Lugansk to Donetsk and back through Debaltseve. But in the same way you can get through Enakievo or in another way.
This item was not so much strategic as a symbolic meaning. When the Russian army openly helped the separatists, when the Russian army openly crossed the border near Mariupol, there were no separatists. Russian military units crossed the border of the Russian Federation with Ukraine and went to Mariupol. This is a well -known fact. So, after the offensive movements of the Russian army occurred, in some points of the Russian army it was possible to break through and make some "hernias" that went beyond the line of defense. These were Gorlovka, Stakhanov, and so on. Thus, it turned out that the cities that were nearby ended up in the "cauldron". And the front line was not very flat. But, thanks to Debaltseve, when the troops were allocated by 30-40-50-70 kilometers-this was provided by the Minsk agreements-in the territory of the so-called DPR and LPR there was actually no room for storing weapons of a certain caliber, 150 millimeters and so on. And all the changes that occurred after the Minsk Agreement - the capture of Debaltseve by the Russian army - do not change anything. Because the militants and the Russian army must withdraw troops from the line established by the September Minsk agreements, and Ukraine must withdraw its heavy weapons from the line in Minsk in February. From the point of view of the movement of these weapons, who at the moment, after the Minsk agreements, Debaltseve, does not matter.
Roughly speaking, Putin fell into a trap. He showed the whole world that he does not know how to keep his word, that this is a mentally ill person whose task is to violate everything under which he puts his signature. The whole world should know that everything that Putin does, what Russia does is a deception, and you must always be ready for this. This is what Russia and militants have achieved. I am very sorry that people died. But this is a war.
Vladimir Kara-Murza Sr.: By the way, about propaganda. Victor Grigoryevich, how do you explain the unexpected participation of the President of Russia in the program of Vladimir Solovyov "Sunday evening"?
Victor Girzhov: Probably, it was necessary to somehow clarify the position of Russia in some matters and, as it were, smooth out, including the Debaltsev moment. He stated that there could be no war between Russia and Ukraine - but the war is in full swing. And today we see a lot of information in social networks, when the Buryats, the Yakuts in our own language say: "We are going to shoot crests." It was an additional rhetoric to the Minsk agreement.
There is a suspicion that the further “hot point” will be Mariupol that Russian troops and militants will not stop at Debaltseve, will not stop on the front line that is now, and there will be further advance. Therefore, American Secretary of State John Kerry said: "We have very stringent measures." Most likely, this refers to economic sanctions-and yet the supply of weapons, because now the congress is very pressed to Obama in this sense.
And besides, there is pumping of society, militaristic rhetoric, which recently manifested itself on the so -called Moscow Anti -Maidan. It is clear that both state employees and students were brought there with a voluntary-compulsory method. But the rhetoric was such that I remembered the permanent Nikita Sergeyevich Khrushchev, who said: "We will show the west to Kuzkin's mother!" A similar desire to show the West Kuzkin mother is now observed in Russian society. But with the current economy, it will probably be difficult to do it. But the West and Ukraine, I think, have heard all this, and they will react adequately.
Vladimir Kara-Murza Sr.: What are the "anti-Maidan" speeches? On Russian television, for example, the leader of the surgeon bikers showed.
Victor Girzhov: Yes, Zaldostanov is a very aggressive young man. There was also Vika Tsyganova, the singer of a cheap chanson, who neglected Andrei Makarevich’s work “songs”. All these are very bad symptoms. Such a rhetoric allows the authorities to continue to step on Ukraine in various forms. And I think that this will not end soon.
And today, the New Gazeta published a secret plan for the dismemberment of Ukraine, which was received by some sources from the Kremlin. Of course, there is something to think about. In general, much coincided with the fact that it was already in the Crimea and in the Donbass-in one form or another federalization, the dismemberment of Ukraine, the accession of border regions to Russia. And other nuances are also recalled. If you look at the medal "For the Return of the Crimea", there are two interesting dates - February 20 and March 17. That is, the legitimate President Yanukovych was still in his post (but it was already clear that it was a weak president, that he could give up positions), but the preparation of the annexation of Crimea was already in full swing. And on February 20, it says that this was already conceived in advance. After all, Yanukovych left Kyiv on the 21st.
Vladimir Kara-Murza Sr.: How do you evaluate the fuss around the supply of Russian gas to both border regions and in general to Ukraine?
Victor Girzhov: Russian gas is not just a product, like sugar, flour or buckwheat - it is a political weapon, a lever of pressure, including Europe. Because Europe consumes a lot of Russian gas, it is dependent in this sense. Including the dependent is also Ukraine, although re -export from the West is used to it more and more actively. Over the years, we have observed the so -called "gas wars" - both local and global. Now the format is more local. It is connected with the fact that Ukraine supplies both the Donbass and the Crimea of electricity and gas, but does not receive anything in return for this. There was an attempt to block gas to the Donbass, but here Ukraine said: "We will supply the so -called DPR and LPR gas, but at the expense of the prepayment made by the Ukrainian side for gas, according to the latest agreements." Well, this is another pressure: "Your money, and where to supply it - we will decide for ourselves." That is, it is direct support for the separatist regions and a kind of "weapon" - in addition to the one that is regularly supplied across the transparent border, including in the form of humanitarian convoys.
Vladimir Kara-Murza Sr.: But the West has now strengthened humanitarian help. How significant is the money that Western capital decided to provide Ukraine now?
Viktor Girzhov: There is a decision on the UN Humanitarian Mission - more than $ 300 million to support people who live in the territories where a humanitarian catastrophe is observed. It is said that 3 million people will be provided with humanitarian aid. Indeed, this is an important step, because Ukraine cannot fully fulfill social benefits. She does not refuse, but only subject to certain requirements and rules. Already raised somewhere around 50 million dollars, which should go there in the form of financial humanitarian assistance. Maybe there will be some purchases of goods, products.
Vladimir Kara-Murza Sr.: Victoria Poddushchenko , the head of the Mariupol squad, came out with a direct connection from Mariupol.
Victoria, how much does the transition of the village of Debaltsevo from hand to hand change the situation?
Victoria Prudeschenko: Now there is an opinion that all the attention of the terrorists will switch to Mariupol.
Vladimir Kara-Murza Sr.: Is your Mariupol squad ready for this?
Victoria Prudeschenko: Yes, ready. We joined the ranks of the National Guard, like the Azov battalion. And we are ready to meet, so to speak, the enemy face to face. Now we see real danger in sabotage and reconnaissance groups. Just yesterday, the sabotage and reconnaissance group was stopped by the employees of the Ministry of Internal Affairs, but employees of the Ministry of Internal Affairs died, in particular from the Sokol division.
Vladimir Kara-Murza Sr.: And what object did this sabotage group attack?
Victoria Prudeschenko: They were driving in the car, there was explosives. Apparently, they were preparing for some terrorist act. But they were stopped in connection with the verification of the machine and documents. When stopping the car, they began to shoot. Thus, one employee of the Ministry of Internal Affairs was killed.
Vladimir Kara-Murza Sr.: But what now, before the confrontation between Mariupol, the balance of power between the "National Guard" and those whom you call a probable enemy?
Victoria Prudeschenko: Of course, I am not a military specialist. We freed Mariupol from the DPR, the Mariupol squad participated in this - collected intelligence and worked together with the National Guard, because we knew the city, we reported all the locations of the landmines, stretch marks, and so on. According to the military doctrine, to take a fortified fortress, you need superior enemy power, somewhere at least one to five.
Vladimir Kara-Murza Sr.: Is there such a ratio?
Victoria Prudeschenko: they do not have such forces at the moment, we can say firmly.
Victor Girzhov: What is the mood of the inhabitants of Mariupol, how are they set up? Is there a fear of the offensive, further military operations and terrorist attacks with the victims, as we observe in Kharkov?
Victoria Prudeschenko: We had the first fear when we fired at a peaceful funeral procession in the village of Sartan near Mariupol. Then the inhabitants survived shock and fear. And then, on January 24, there was already a more powerful shelling of the Vostochny district, when 30 civilians were killed and about 20 were injured. Therefore, to talk about fear ... Mariupol is ready for defense. We are calm because we know that the military is here, that we will at least protect us. Our troops are now in the buffer zone. In fact, "grades" cannot reach Mariupol. But the Hurricane or Pion installations, which was used during the shelling of Kramatorsk, can reach us.
Vladimir Kara-Murza Sr.: What do you think, the Kremlin’s proteges, what do you call them, bending plans to create a direct land corridor between separatists and Crimea?
Victoria Prudeschenko: If they had not allowed reconnaissance aircraft in the Novoazovsk region, if every day they had not flyed, at least three unmanned aerial vehicles, we could say that they did not bear. And if such intelligence is ongoing, any analyst will say that preparations for offensive are underway.
Vladimir Kara-Murza Sr.: Were there any attempts to invite observers, in particular from the OSCE, to the area of your confrontation?
Victoria Prudeschenko: They are here. Only I have the impression that OSCE employees see nothing, they don’t hear anything.
Vladimir Kara-Murza Sr.: Let's listen to our colleague Elena Servatez from Paris. She illuminates the meeting of foreign ministers of the Norman Four.
Elena, how did the meeting and negotiations end?
Elena Servettaz: It all ended once again with nothing. We did not hear any high -profile statements from any of the sides. The head of the Russian Foreign Ministry, Sergei Lavrov, generally left the meeting before everyone else. The meeting, in addition to Lavrov, was attended by the heads of foreign ministries of France, Germany and Ukraine-respectively Laurent Fabius, Frank-Walter Steinmeier and Pavel Klimkin. Everything was without any high-profile statements. After a meeting in Minsk, after the agreements called Minsk-2, when not one of the parties put signatures on this “roadmap”, it was clear that it probably should not have to be observed by the parties. After the current meeting, Klimkin said: "There were no signatures today, because we have already signed all the important documents." He said: the main thing is that Russia now observe everything that is said in these documents.
Laurent Fabius said that all negotiation participants agreed that the OSCE mission should be strengthened both in financial and technical terms. And Steinmeyer said that in the coming days in Ukraine the withdrawal of troops should take place, although the situation in the east remains unstable. But about the withdrawal of troops, we have repeatedly heard the statements of Western politicians. I don’t know if there is a chance that this time the German Foreign Minister is not mistaken.
It is interesting that in a joint commander, foreign ministers once again emphasized that it is necessary to strictly comply with the Minsk agreements, starting with a complete ceasefire, to withdraw heavy weapons. But we trample on the spot. This meeting is not a turning point, not key. The turning point will be the moment when Barack Obama, the US President, will decide (or will not accept) a decision on the supply of weapons, which the Ukrainian military, will accept (or not accept).
The latest issue of the newspaper Le Monde says that the West, if not surrendered, then keeps some kind of shameful silence. That Russian President Vladimir Putin once again won, Western politicians could not agree with him, and negotiations went the way Moscow wanted.
Vladimir Kara-Murza Sr.: Why didn’t they even be able to carry out such a trifle-to recognize the separatists by violators of the ceasefire agreement, what did the Ukrainian Foreign Minister Klimkin insisted on?
Elena Servettaz: In the contact group there are both sides, and it is difficult to imagine what their arguments are, than they put pressure on each other.
