The Kursk engineer tried to obtain compensation through the court from Putin and Medvedev for the theft of the time machine invention

On December 31, 2014, electrical engineer Alexey Rasulov, unknown to the general public, filed perhaps one of the most ambitious lawsuits in the recent history of Russian intellectual property litigation. He demanded from Vladimir Putin and Dmitry Medvedev compensation in gold (about 4 thousand tons) for the theft of his inventions - the theory of cold nuclear fusion and a time machine.

TJ figured out how the court case went, how representatives of Putin and Medvedev reacted to it, what else Alexey Rasulov is known for, and also talked with him personally about his inventions and the lawsuit against the country's top officials.

Golden suit

The text of Alexey Rasulov’s statement of claim itself cannot be found on the website of the Intellectual Rights Court: the history of the case begins with a document dated January 12, which records the return of the statement back to the plaintiff. From it you can find out that Rasulov filed his claim directly to President Vladimir Putin and Prime Minister Dmitry Medvedev.

Rasulov demanded to recover gold from the defendants “for the theft of technology for cold nuclear fusion and the Time Machine and for political repression,” as stated in the ruling published by the court. It did not say why the researcher turned specifically to Putin and Medvedev.

The court motivated its refusal to consider the case by the fact that the described case does not fit the types of cases that are defined in the Arbitration Procedural Code of the Russian Federation. However, the process allows you to challenge the decision within a month in a higher instance - the Presidium of the Intellectual Rights Court, which is what Rasulov did.

On January 20, he filed a cassation appeal challenging the inaction of the authorities, which the court successfully considered on February 18. The new document of the presidium’s resolution reported that Putin did not ensure the attendance of his representatives at the meeting, and Rasulov himself did not appear, but Medvedev’s representative was present and objected to the satisfaction of Rasulov’s cassation appeal.

From the ruling on the cassation appeal, details of Rasulov's truly fantastic demands became known.

The plaintiff stated only demands for payment of gold for an economic crime, expressed in the theft of technology for cold nuclear fusion and a time machine: 3,510,000 kg of 999.9 fine gold for the specified technologies and 662,000 kg of 999.9 fine gold as reimbursement of costs for ongoing since 2008, political repression after the averted end of the world at the Large Hadron Collider.

As of February 1, 2015, the volume of monetary gold in the Central Bank of the Russian Federation was 49 million US dollars. With the dollar exchange rate of 68.9 rubles and the cost of 1 gram of gold being 2,800 rubles, on that day the total reserve of the Central Bank of the Russian Federation was only about 1,207 tons of gold, that is, about three times less than what Rasulov requested.

Having considered Rasulov’s complaint, the Presidium of the Intellectual Rights Court left the case unchanged, thereby completing its consideration. Until February 24, the case was left without progress.

However, this was not the first time that Rasulov filed a lawsuit in the name of Putin and Medvedev. He filed the same complaint on December 22, 2014 with the Arbitration Court of the Kursk Region at his place of residence, but they refused to consider it, since the defendants are not located in the territory under the jurisdiction of the department.

Cold fusion, time machine and crop circles

In 2012, Rasulov published a video in which he spoke in detail about his theory of cold nuclear fusion. He said that he started studying it around 2005, and it was because of it that he “broke his head” - in the video you can hear that the researcher’s speech is unintelligible, and he speaks with a breath, as if after an injury.

You can learn a lot of interesting things from the links in the video description about Rasulov. For example, he is actively interested in the appearance of various mysterious circles on the surface of the Earth. In 2006, he discovered “information from the Internet” about the appearance of one of these circles in England: according to the researcher, the circle itself is a time machine created by a UFO.

Later, the engineer drew attention to a similar story in Adygea and was even published in the Anomaly newspaper, where his response and an article about the time machine were published.

Rasulov explained the supposed structure of the time machine in one of his works in a rather confusing way. He stated that the circles act as particle accelerators, and their arcs are electromagnets that can be used to accelerate a body to speeds greater than the speed of light, thereby deforming space-time and allowing travel to both the past and the future.

Rasulov also believes that he managed to prevent a disaster at the Large Hadron Collider thanks to the publication of the Big Bang formula.

In May 2013, Rasulov’s article was published by the journal Energetik, which is included in the list of peer-reviewed scientific publications of the Higher Attestation Commission under the Ministry of Education and Science and included in the list of international citation databases. The article talked about “the possibility of an experiment to implement cold nuclear fusion,” which the researcher discovered while studying the work of physicists from Moscow State University who observed processes occurring during a thunderstorm.

in 2013 An article on the same topic appeared in the socio-political magazine “Itogi”, part of the publishing house “Seven Days”. In February 2014, publication of the magazine was discontinued “due to lack of funding.”

These are not isolated cases when Rasulov’s work received attention in the scientific community. In 2010, the engineer himself spoke at the international scientific congress “Fundamental Problems of Natural Science and Technology” in St. Petersburg.

Angels and demons: conversation with Rasulov

TJ contacted Rasulov via Skype: he currently lives in the village of Vorontsovo, Kursk region, does research, and does not work anywhere due to his disability. According to him, in 2005, two attempts were made on his life: he was beaten and suffered head injuries, after which he ended up in a psychiatric clinic.

The researcher refused to reveal the details of his claim “before the time,” explaining that the information is classified and is valuable to him. As Rasulov said, he has already sent a new lawsuit to the Supreme Court of the Russian Federation: “With him it’s a little more complicated. Here I could send a letter by e-mail and they would accept it, but here I need to send a [paper] letter. I sent it as soon as [the claim in the Intellectual Property Rights Court] was rejected, and now I’m waiting.”

Rasulov explained exactly how he came to the astronomical amount specified in the lawsuit.

Cold nuclear fusion is an alternative energy source that runs on hydrogen - deuterium. I thought approximately: there is enough energy from deuterium in the world’s oceans to keep this installation running for each of the 80 billion people for a trillion years. If in the future there will be trillions of dollars in income from this installation, when it is recognized - because all this is classified - then I think, purely for today, that we need to take that much. There is no more meaning, but less - how then to go into eternity? Because a time machine is the same thing as going into eternity: these are demons, angels, all that. In 2007, the Kursk newspaper Zhityo-Bytyo wrote about the Yars ballistic missile , Rasulov recalls. According to him, he learned from his fellow scientists that the Yars ballistic missile uses this very installation that he discovered. Allegedly, a time machine is connected to a nuclear power plant running on cold fusion energy: “Why can’t this rocket be shot down? Because it stops time. For those around us, time has stopped, but the rocket is flying.”

Rasulov wrote a letter to the president in 2007, but did not receive an answer, and continued trying over the next years, but to no avail: “They built Yars, but didn’t pay the money.” In 2009, Rasulov went to Seliger: there he was asked to provide materials on his developments, which he did.

According to Rasulov, a time machine will be needed in the future to prevent “that end of the world that almost happened in the Large Hadron Collider.” The engineer believes that physicists from CERN announced the discovery of the Higgs boson “so that there would be no panic.”

They were going to smash protons together in this Large Hadron Collider to, they thought, look for the Higgs boson. But they thought that they would produce quarks there and through this they would learn the secret of the universe, but everything was much simpler. If protons are collided in a hadron collider, there will be a big explosion.
