In March 1990, he was elected People's Deputy of the RSFSR in the Gorky National-Territorial District. During the presidential election in 1991, Boris Nemtsov was a confidant of Boris Yeltsin in the Nizhny Novgorod region, in the same year he was appointed head of the administration of the Nizhny Novgorod region, in 1995 - elected the governor of the Nizhny Novgorod region.
