"I am the only child in the Russian Federation who cannot be adopted" - this is how the open letter of the fourteen -year -old girl begins
The girl sent this letter to all regional and regional authorities with a request: "Help me become my mother’s own daughter!" The girl's name is Sveta. For nine years she has been living in a foster family in the village of Melnikovo, Shegarsky district of the Tomsk region. That is, the girl is formally listed as a state -owned child, and the family in which she is brought up receives a benefit for this - 6650 rubles per month.
Once Sveta decided that she no longer wanted to be state. She asked the adoptive mother if she could adopt her, and her mother agreed. I collected all the necessary documents, consulted with the local prosecutor and filed an application with the court. The Shegarsky District Court, having examined the case, after hearing the arguments of the mother and child, allowed the adoption. But then the guardianship authorities stood in the way. They protested the decision of the district court in a higher court, and he agreed with the arguments of guardianship and canceled the adoption. Everything remained as it was. The girl lives in a foster family, but on state support. It was it that became a stumbling block in this story of failed adoption. The custody, acting in the interests of the child, considered that the rights of the Sveta would be violated if it loses the compensation and benefits laid down on its maintenance, which are provided for by law for all orphans.

The history of Sveta is similar to hundreds of other stories of the same children from dysfunctional families. Especially those that live in Russian villages and villages. First, parents are deprived of parental rights, custody takes their children, puts them in a shelter or rehabilitation center, then reports to foster families. And almost never - for adoption. Even if there is a rare family in the district center, which wants to adopt the child, they most often convince it not to do this and offer to arrange a foster family in order to receive money for the child. About the feelings of the child, his desire to be a real son or daughter, to wear one surname with his parents, to be confident in the future - few people think about all this. State compensation is the main, and sometimes the only argument. The employees of the guardianship authorities, and foster families, psychologists and social activists themselves are talking about this, without hiding. The latter assure that "it is impossible to build normal relations with the child in the family, when the only motive is money. This often ends with violence and refunds at the first difficulties of raising children from foster families back to orphanages." But these arguments are still unanswered.
The light of a very small one was taken from the blood family, placed in a rehabilitation center, the mother was deprived of parental rights. From this center, the guardianship authorities transferred the girl to the foster family, where she lived for almost two years. “Two terrible years,” says Sveta. She was regularly beaten in this family. After the next beatings of the hospital, the hospital turned to the supervisory authorities, and only then the girl from the family was seized. But no one has suffered any punishment for cruelty to the child. “From conversations in the hospital, I heard that everyone said:“ She even has the whole crotch is blue, ”writes Sveta in her letter. For a long time the girl was in the hospital, she was not returned to the rehabilitation center so as not to injure her once again. Therefore, the guardianship authorities urgently searched for her a new family.” People came to the hospital, looked me, but they didn’t want to take it bad, dumb. When I was asked who I would like to go to, who I liked, I chose mom and dad, because my dad even had a belt on the trousers! ”So the light was in a new family that she chose.
“It was very difficult with her for the first time,” recalls the adoptive mother of the Ministry of Medicine Stavskaya . “She fought, stole, did not want to do anything, she was very difficult for her, she studied badly. I often sobbed, thought even to return her. But then I would have a departure and I think: no, I won’t give it up.” The Ministry of Medicines have seven adopted children. Two eldest sons have already grown and formally do not come to her anyone. But she considers them their own, and they call her a mother and come from the city home for the weekend. Sveta is now the oldest of all children. And she is mother's pride and support. “Patience and love have done their job,” the Ministry of Medicine smiles. Sveta ceased to steal, began to study, Dasha, her own daughter Min store, helped the light of study. And then the girl was carried away by sports. For several years now, she has been running skiing, going to the section and already wins at all district and regional competitions. He dreams of becoming a coach. "Here I have special ski glasses. Two and a half thousand are worth it. But the form. We paid eight thousand for it. I have everything!" Sveta shows its ski equipment and a fashionable phone with a tablet. "I have been living in this family for nine years, I want to be native, I want my mother to become a native."
But the guardianship authorities are adamant. "We were against a specific adoption, although I see how the family relations developed, but we believe that we acted in the interests of the child. According to the family code, adoption involves a more stringent order, in this family the cost of living does not comply with the law, that is, during the Understanding, the child’s financial situation is worsening, plus the living space does not allow the mother’s allowance 6600, plus she receives The remuneration is three thousand, when adopting, the child and mother lose these payments and all the benefits that this child is put from the state, ” Tatyana Grigoryeva, head of the guardianship department of the Shegar district, explains his position.
The reception of the Ministry of Medicine Stavskaya agrees that yes, they have never lived richly. And now, after the death of her husband, it became completely difficult. But at the same time, she says, the children are full, dressed, shod, everything they need, they have, they do not need anything and certainly no worse than others. "When the regional court refused, I say to the light, do not be upset, let's change your last name, and she says:" Mom, well, it's not in the last name ... "The Ministry of Medical Sciences can’t stand it and starts to cry. The children sit next to him silently. And only the younger ledge hangs on the eyelashes. She does not cry fingers and looks at her mother, not looking up.

At the last meeting of the Duma, she read out the girl’s letter to her colleagues and said: “We will certainly challenge the court decision. Thanks to the prosecutor’s office, who also acts on the side of the child. I don’t understand something else. A child who has repeatedly faced hatred, cynicism and indifference of adults, at the age of 14, is faced with the state in the person of the guardianship of the Shegarsky district. The child does not understand the acts of the guardianship of the optes. WHAT IS SOMENTION OF THE COMPORTANCE OF THE POSITION OF THE POSITION OF THE CHILDREN OF THE CHILDREN OF THE ROOM AND PATRITISHISTISS? ”
Sveta's life goes on as usual. She goes to school, runs to training, helps mom at home. Now more than ever, Sveta wants to become mother and move on. Finally, find self-confidence and stop afraid that they can be taken from your family at any time for some far-fetched reason.
