And the case, initiated according to the 111th article of the Criminal Code-“intentional infliction of grievous bodily harm, resulting in the death of the victim by negligence,” became a “hanging” for a long time, falling into the hands of the district police officers then. Here, the ugly irony of our laws appeared: he would have died right away-they would have aroused the 105th (murder), the case had been conducted by prosecutors, who have more experience and resources, and so-like nonsense ... as if the murder ceases to be murder because a person with a broken skull did not die immediately.

They opened the case by accident. And not in Moscow. Throughout the country, the Tagiryanovskaya organized crime group was then thundered, one of the most bloody gangs of Russia, on the account of which several dozen victims. The bandits were taken in Naberezhnye Chelny. First, one of the leaders - Gennady Bezuglov - went on a deal with the investigation, and the fighters follow him. During the interrogations, it turned out: they killed Domnikov on the orders of their leader-Eduard Tagiryanov, to whom he asked his business partner Pavel Sopot, and that, in turn, asked the Vice-Governor of the Lipetsk Region SB Dorovskaya.

And now - attention: all this was known in the summer of 2003.

But Pavel Sopot, who was suspected of complicity of another murder and even lingered, eventually turned into a witness. Dorovsky was removed from the train to interrogate, but he also remained in the role of a witness, and did not appear at the trial of the gang members at all - not a barbid business.

The course of non -disclosure

After a long investigation - only in 2006 the case was referred to the court - the Supreme Court of Tatarstan condemned Tagiryanov and 16 more bandits for long terms (up to life), 21 episode of the murders, plus the abduction, extortion, and illegal turnover of weapons. Among these —Nins - accusations and a modest Art. 111 of the Criminal Code of the Russian Federation, the stingy lines of which ended the life of a brilliant journalist Igor Domnikov.

Since 2007, the New Gazeta has repeatedly tried to get a criminal case against Sopot and Dorovsky. And over and over again, she was defeated.

By 2009, decisions on initiating a criminal case against Sopot and Dorovsky were issued three times, and for the last time - by personal order of the head of the UK, Alexander Bastrykin. And three times were canceled: first the deputy prosecutor of the Republic of Tatarstan F.Kh. Zagidullin (January 2007), then an investigator from Naberezhnye Chelnov (December 2007) and, finally, an investigator for particularly important cases of SU in the Central Federal District V.V. Yaremenko (July 2008). In all cases, the reason is the absence of “signs of crime” in the actions of these persons.

In 2009, the President of the Russian Federation after the death of Stanislav Markelov and Anastasia Baburova drew the attention of law enforcement agencies to the undisclosed cases of the dead journalists. And again, the head of the UK, Alexander Bastrykin, destroyed the case, entrusting him with his subordinates to figure it out. As a result, on April 15, 2009, an investigator for particularly important cases of SU in the Central Federal District S.V. Vasilovsky finds grounds for initiating a criminal case that receives No. 383503.

However, the case was instituted only in relation to Sopot and on the same Art. 111 of the Criminal Code - on the fact of incitement to causing serious harm to health. And therefore the deputy general of the prosecutor V.V. Malinovsky (prosecutor’s office in the Central Federal District) determined: transfer the case to the Moscow Central Internal Affairs Directorate of Moscow. So, again stumbling about three units, we came to where we started - to the Moscow police, in which Sopot had many friends and (running ahead) of which one of the leaders of which (General Kozlov) was later questioned in the case of the murder of Igor Domnikov.

Alas, the prosecutor somehow forgot to inform the editors and the victims of his procedural decision. Police investigators did not do this - they then did not do anything at all: at least, neither to the editorial office or the Domnikov family did not apply for anything. And only after the scandal made on the pages of the newspaper, it was possible to find out where the case No. 383503 is located on December 18, 2009, the deputy chief of the Main Directorate of the Main Directorate of Moscow A.V. Stepantsev said that it, it turns out, was closed by the investigator to the Chertousov V.S. As early as September 7, the absence of “signs of crime” in the actions of the Sopot. At the same time, the prosecutor’s office was not known about such a decision, and on December 28, 2009, an employee of the prosecutor's office in the Central Federal District V.V. Luzanov “delighted” the editorial office yesterday’s news: the case was seized from the Investigative Department for the Central Federal District and sent to the Moscow prosecutor's office for verification. I had to write an unpleasant letter to the prosecutor’s general, because bad suspicions began to creep in. For some reason, Deputy Prosecutor General Viktor Grin, Deputy Prosecutor General of the Prosecutor, answered the editorial office twice (March 31 and 5, 2010): “This decision ( on the closure of the case.-Ed. ) It was made illegally, without carrying out all the necessary investigative actions, in connection with which the prosecutor of Moscow on 04/27/2010 made a resolution on the direction of the criminal case to the issue of canceling the decision on the termination of the criminal case, Including to evaluate the actions of the vice-governor of the Lipetsk region, Dorovsky SB The results are controlled. "

How and by whom the results were controlled, we do not know. Only in November 2010, the investigator of the Moscow Central Internal Affairs Directorate of Moscow Gainullina D.Kh. An unprecedented story - the head of the UK had to intervene for the third time in the course of investigation of the criminal case, and he, evaluating that the police reacted to the investigation repeatedly, went to the prosecutor’s office with a request to transfer the investigation into the investigation of the Investigative Committee in connection with the resonance and social significance of the case.

The investigation was entrusted with Moscow investigators. As a result, Alexei Dolginov (deputy head of the department) and Ivan Shcherbakov exclusively investigatively, without the involvement of operational employees, were able to get to the bottom of what actually happened in 2000 after 10 years.

Here you need to make some digression, even if it seems to readers a “inserted jaw” in the text. The disclosure of the role of Sopot (and then Dorovsky) in the murder of our colleague would be impossible if it were not for the testimony of members of the Tagiryanovskaya organized crime group Sergey Babkov and Gennady Bezuglov, which they confirmed during the court session. It seemed to us to the colleagues of Igor and his wife Margarita (recognized as the victim)-that Babkov and Bezuglov sincerely repent of the deed and were trying to somehow make amends. And therefore, we believe that Sergei Babkov’s request for pardon should be satisfied, as well as the petition of Gennady Bezuglov of conditionally aid release.

Pavel Sopot was arrested and convicted by the Lublin court of Moscow by seven years in prison. After that, he made a deal with the investigation and gave the Dorovsky testimony confirmed at the confrontation.

So the legal fact was what was known more than 10 years ago. But only in May of this year does the statute of limitations of the crime qualified under the 111th article of the Criminal Code expire. And this means that Dorovskaya can avoid punishment.

Yes, in a particular, albeit flawed, form, justice will nevertheless triumph. But in order to reveal not such a difficult matter, a personal instruction of the president was required, three times the personal intervention of the head of the UK Alexander Bastrykin - for which we, as the head of the Moscow IC, Vadim Yakovenko, as well as the deputy prosecutor of Moscow Alexander Kozlov, investigators Alexei Dolginov and Ivan Shcherbakov, of course, are very grateful.

Vice-governor and journalist

Why did Igor Domnikov kill? For a series of articles on the depressing economic situation of the Lipetsk region, for which the vice-governor of Dorovskaya was just responsible. The already convicted Sopot, then, under the control of the “Tagiryanov” organized crime group, was engaged in a very slippery business in this region: offensive, and in fact - knocking out debts from a business that did not pay on time with the budget or state enterprises. In this capacity, he was a sign of the vice-governor, to whom he could afford to go at any time, even without enrolling in an appointment, in a friendly way, so to speak.

So in the spring of 2000 he went. Dorovskaya, having pulled out the newspaper with an article by Igor Domnikov, cursed for a long time and set the task: to deliver a journalist to Lipetsk to “analyze flights”, and if he doesn’t want to come, let him regret it. The newspaper took the newspaper, and when he realized that the multimillion-dollar agreement on the next offset, the signing of which depends on the government of the region, for some reason unexpectedly “shouted”, met with the leader of the gang Tagiryanov and handed it about the appropriate wish. Tagiryanov, who was then guarded by the fighters of the Moscow riot police, was not “solving” labor. Under the guise of “offended businessmen”, members of the organized crime group turned to Domnikov, and when the journalist refused to go to Lipetsk from an intrusive proposal, they had been stubborn in the entrance with a hammer. And the interim agreement was rapidly signed. That, in fact, is all.

S. B. Dorovskaya with representatives of Novaya Gazeta refused to speak twice. And in the Lublin court of Moscow, which considered the case of Sopota, he tried to impress a good -natured and forgetful pensioner (“it was 13-15 years ago, and then, I am disabled to the second group”), and if he remembers something, so only something directly related to him. Like, Sopot was simply present when he was talking with another vice-governor, during which it was said: it is necessary to make the journalist come to the region-well, supposedly Sopot and showed the initiative. As for the death of Domnikov, he, according to his admission, learned from the press: "I regretted it even then, and now I regret that it happened."

How it so happened that, in principle, a small entrepreneur Sopot just came from the street and became a witness to the conversation of two vice-governors, could not explain to the court of Dorovskaya-even the judge was surprised at such a democratic clerical work adopted in the Lipetsk region.

Dorovskaya, snapping at the lawyer of the victims, convinced that he did not remember what specifically the issue of him came to him then (“for some offset”) and whether he was recorded at the reception.

- Sopot simply turned out to be an involuntary witness to our conversation.

- AND? - the lawyer Marina Andreeva demanded the continuation.

- What "and"? I just said: "It would be nice to have this person ( Domnikov. - Ed.) Come to the region."

- I generally spoke, in general ... I spoke both by the selector and the Sopota. In essence, I spoke with both. But I did not do anything illegal.

Then in court announced the testimony of Dorovsky given to them at the preliminary investigation. It turned out that in 2003 he said: it was he - Podrovskaya - asked Sopota to find Domnikov in Moscow and brought to Lipetsk, and in 2012 he had already put forward the opposite version, attributing the initiative to the Sopota.

Help "New"

Dorovskaya Sergey Borisovich was born on November 14, 1953 in the city of Usmani Lipetsk region. He graduated from the Voronezh agricultural institute. He worked as an economist on a collective farm, in the Komsomol, party and Soviet bodies, including the first secretary of the Yeletsky RK of the CPSU, the chairman of the district executive committee, and the director of the Yelets branch of the Unimbank. Since April 1998, he became deputy head of the administration of the Lipetsk region, was responsible for financial and economic issues. Having retired in 2002, he immediately became a prominent businessman - the owner of several enterprises, including the director of the meat processing plant. Now, according to some reports, it is engaged in the construction business and the development of market areas.

On the strange intersections of the fate of the vice-governor, and then the businessman S.B. Dorovsky wrote with criminal stories a few years ago - then our correspondent Vyacheslav Izmailov traveled to Lipetsk and conducted his journalistic investigation. It is worth recalling.

The murder of Dmitry Mitin

Bryansk entrepreneur Dmitry Mitin, standing at the head of the new Voskresensky alcohol plant (Lipetsk region), decided to take a considerable loan at the bank to purchase modern equipment. He could pay off the debts without any problems: the plant gave considerable profit. However, Mitin’s problems still appeared - according to one version, after he decided not to “unfasten” the high officials from the regional administration.

Soon a large batch of vodka is arrested. It was necessary to pay on the loan, pay employees, and they did not give a license for the product on far -fetched grounds. The company threatened bankruptcy. And still, the Mitin did not go to a deal with the Lipetsk authorities - he was going to sue.

Bottom line: In 2001, Mitin will be shot in his own house. The investigation has not yet found killers or customers. As for Dorovsky, he will achieve the bankruptcy of the Mitinsky factory, which will then be divided into two enterprises: one - in the production of alcohol, and the second - for the production of vodka (received the name "Crocus"). All debts were recorded at the alcohol production enterprise, and the entire asset went to Crocus, the control of the regional authorities.

Murder of Croat and Skaykin

In the mid-2000s of the Dorovskaya, no longer working in the administration of the Lipetsk region, had a business at the “satellite”-shopping rows in the center of Lipetsk-plus a dozen warehouse premises for rent. In the building of the “satellite”, he was equipped with a cabinet, although he was not listed either by the founder or shareholder of this CJSC - in general he did not officially occupy any position here, and the cabinet, obviously, was simply presented ...

In 2005, several warehouse premises belonging to the "satellite" were sold in, as we can assume, ridiculously forced price. Whether Dorovskaya played in this transaction is unknown. However, it is known that on January 26, 2006, late in the evening, Dorovskaya called the CEO of the “satellite” Captain (was considered the opponent of the sale of these warehouses at such a price), asked to come and hand over the office premises of Dorovsky under guard - he supposedly forgot to do this. Kabyrin arrived, and on the way back his car was blown up.

The place of Cabinet was taken by another shareholder of the "satellite" - Mr. Schoolcin. In which another room was sold, and again, if you proceed from the documents, at a ridiculous low price. But also, by a strange coincidence, a few months later, he went after Croath: the sniper bullet impressed him to the sleepy artery when he brought the child to kindergarten.

There are no progress in the investigation of these cases. Dorovskaya was not questioned.

Genok is Usman

Помимо предпринимателя Павла Сопота партнером и, как мы можем предположить (бывший вице-губернатор ведь не желает отвечать на наши вопросы), даже другом Доровского был липецкий криминальный авторитет Геннадий Алексеев (Генок Усманский). Генок сначала сидел за бандитизм и разбой, покушение на убийство, потом стал успешным предпринимателем в игровом бизнесе. С Доровским их объединяло не только соседство по престижнейшему дому, но и некоторые интересы все в том же «Спутнике», удивительным образом терявшем своих основных акционеров.

У Усманского по части лидерства в криминальном мире Липецка конкурентов не было. В 2006 году его, правда, задержали за ношение огнестрельного оружия: в портфеле был обнаружен парабеллум. Однако судья поверил, что пистолет Алексееву подкинули нехорошие милиционеры. Впрочем, и прокуратура была к Генку благосклонна. Кстати, сам Доровской был дружен с бывшим заместителем прокурора Липецкой области Вячеславом Ханжиным. Интересно, сколько еще друзей у бывшего вице-губернатора Липецкой области и большого любителя охоты с приглашенными московскими «випами» и не они ли помогли Доровскому счастливо избежать любых встреч со следователями?

И последний штрих. На сегодняшний день Доровской уже стал счастливым обладателем одного приговора. Осенью 2014 года Липецкий районный суд признал его виновным по ч. 1 ст. 201 Criminal Code of the Russian Federation (abuse of authority). Как было установлено, в 2008 году Доровской, являясь гендиректором ОАО «Липецккомплекс», знал о решении совета директоров сдать в аренду принадлежащий обществу детский оздоровительный лагерь «Салют», однако дал указание о его продаже по заниженной цене в 1,275 млн руб. Суд приговорил Доровского к штрафу в размере 100 тыс. руб., однако, поскольку срок давности уголовного преследования к этому времени истек, его освободили от наказания.

По делу об убийстве Игоря Домникова исход может быть таким же. Потому так и спокоен С.Б. Доровской — исправно является на следственные действия и ждет, когда эти мелкие неприятности счастливо закончатся и вновь можно будет кататься на яхте и наслаждаться жизнью за счет отнятой чужой.
