The main document being prepared for the anniversary in the State Duma is the amnesty project, says Dmitry Gorovtsov (A Just Russia), deputy chairman of the security committee: "This year, each faction is preparing its own amnesty project, but my opinion is that it will be submitted on behalf of the president." The presidential administration refused to disclose details of the work on the amnesty to Vedomosti, saying only that, given the significant date, the project will most likely be presidential, while for now the Human Rights Council and deputies are submitting their proposals. The preparation of the project is being personally supervised by the head of the presidential administration, Sergei Ivanov, says a source close to the Kremlin.

There is no unity in the Duma regarding other anniversary initiatives. United Russia will defend the full preservation of social guarantees for veterans and protect their right to higher indexation, promised Deputy Speaker of the State Duma Andrei Isayev on March 10. But the Communists' bill on measures of social support for children of war, the adoption of which they have been seeking for a long time, was not supported by United Russia, complains Sergei Obukhov. Therefore, the CPRF, according to another member of the faction Vadim Solovyov, is preparing an appeal to the president with a request to allocate one-time payments to children of war for the holiday - "at least 1,000 rubles." All factions want such a law to be adopted; Isayev submitted a similar bill to United Russia, but the fate of this idea will depend on the budget, believes SR Mikhail Yemelyanov. The LDPR is mainly preparing public events, says Mikhail Degtyarev: for example, on March 19, a party propaganda train will travel across the country.

The parties have reached a consensus and will unanimously talk about the bad West, patriotism and the annexation of Crimea for PR purposes on the memorable date, political scientist Alexei Makarkin is sure. But before the elections they should still be different: for example, the Communists will raise Stalin on the banner of victory, United Russia will talk about the social situation of veterans, the Socialist Revolutionaries can stand out due to their greater radicalism regarding Crimea.
