“A year ago, a paradigm was adopted: for 23 years nothing was done in Sevastopol, nothing was invested, etc. In principle, the idea is correct, if you start investing heavily in infrastructure and say, look how everything has changed.

However, something went wrong. Previously, we scolded patch repairs, but there was no money - we had to be content with little. Although even in impoverished Ukraine over the past couple of years, under Governor Yatsuba, a number of serious infrastructure facilities have been built (and often from scratch).

And now a year has passed. In October-December, in some places (not the worst ones) a thin layer of new asphalt was laid."
