A former operative from Kazan was charged with stealing a foreign car

Former operative of the Vishnevsky police department Artem Chirkov was charged with car theft, reports the head of the Kazan Human Rights Center Igor Sholokhov, who represents the interests of the victim.

According to the human rights activist, the charge was brought under Article 166 of the Criminal Code (wrongful taking of a car). The penalty is up to five years in prison. Chirkov is now under house arrest.

According to investigators, in October last year, a drunken detective, Chirkov, stole a Volvo car and drove into a hole, damaging the bumper of a foreign car. The deputy head of the Vishnevsky department, Vitaly Popov, decided to help his subordinate avoid punishment and asked the victim for money to sign a statement and explanation that did not correspond to reality.

The officer provided him with blank forms and typed text stating that the man had discovered a crack in his bumper that day. However, the fact of theft was not reflected in the statement. After this, the deputy head of the department handed over 86 thousand rubles to the owner of the car and issued a decision to refuse to initiate a criminal case.

Now Popov is a suspect in a case of abuse of power.
