Recently, I got acquainted with a document of colossal intellectual power, directly relating to science. This is a thing, I’ll tell you right, it’s stronger than Goethe's “Faust”!

But about everything in order. Once, in ancient times, scientists worked without plans and performance indicators, by a hunch. At the present stage of the development of civilization, science has acquired industrial nature, and millions of people are engaged in research activities throughout the world. Therefore, a similar situation of free -free and unsystematicity becomes completely unbearable. A lot of work is needed at the state level on the organization and planning of the process of scientific research, giving it a programmatic and creative nature.

In the hungry years of collapse and crisis, when everything was abandoned by itself, the chaos of the chaos reigned: scientists tried to get grants, go to work abroad in order to survive. Everyone did what he could and wanted, and no one was interested in how useful such a situation is for the country.

Then, when the country got up from the knees, the authorities reached science. The state scientific policy began to become more systemic and thoughtful, a long -term planning and forecasting system began to develop. Billions of rubles were spent on this most important activity.

Now everything is done in accordance with strategies, programs and priority areas. Of course, the position of the mossy Presidium of the Russian Academy of Sciences, which experienced an irreconcilable enmity for innovations, science, etc., significantly slowed down the movement forward. But after the adoption of the fateful law on wounds, everything was simplified.

And now the next step has been taken on the way to the complete celebration of the software approach. The Ministry of Education and Science has developed a draft new version of the fundamental scientific research program in the Russian Federation for the long term [1] . In this document, the level of managing planning is raised to an unattainable height.

Since Soviet times, we remember that unification and standardization are needed to increase efficiency. What a sin to hide, someone works with us not flexible hands, and someone is neither shaky nor a mud. Organizations of various departmental affiliations by one developed ruble give a completely different way out of publication and other products.

This situation, of course, is unbearable. And it will be eliminated. Already from this year, everything will work in a new way: uniform standards for the scientific exit will be introduced. In particular, for each of the large budget recipients - Fano, RNF, RFFI, Kurchatov Institute, Mon, Moscow State University and St. Petersburg State University, Ministry of Culture, etc. - The same performance indicators will be established. For example, the “price” of one Russian article in indexed Web of Science magazines will be 3.45 million rubles this year, and this will be for each budget recipient.

Naturally, the practice of duplication of financing will be completely discontinued: Fano will publish his articles for the money allocated to him, the RFF - his own, subordinate to the institutions - his own.

The effectiveness of our work will increase catastrophically: with an increase in financing - without taking into account inflation! - In the next five years, only 16% of the number of articles in indexed Web of Science magazines will grow by more than 30%! Thus, the “price of the article”, taking into account inflation, will drop almost in only five years. To ensure this, all the money for each recipient is painted in the areas of science five years ahead with an accuracy of tens of thousands of rubles.

Of course, as usual, there are people who scream - this is a fairy tale! They indicate that planned indicators for budget recipients have nothing to do with reality, etc. But I believe in the fulfillment of these plans.

Moreover, I believe that over time, planning will go down to the lowest level of participants in the fundamental research program - to the level of specific research. And each researcher with a government order will establish its own publication indicators, standards for the permissible time to stay in the library, at lunch and in the toilet and, of course, an individual research plan.
