
The Council on Human Rights proposed to extend an amnesty both on convicts, suspects and accused in criminal cases, and on those whom the court found guilty of administrative offenses.
It is supposed to free all offenders from administrative fines and arrests, to free all the first sentenced to deprivation of liberty for up to three years, convicted of deprivation of Soboda for up to five years, if they committed crimes by negligence or first committed an intentional crime.
The HRC also proposes to release the sentenced to more severe punishments if they have already left for the part of the term: a third for convicts to deprive liberty from three to five years, half for convicts for up to ten years, two -thirds for more than ten years, as well as all convicts who have to serve the sentence of less than one year.
The project of a wide amnesty is also reconstructed on those sentenced to imprisonment of women with minor children, pregnant women, disabled people of the I and II groups, retirement people, as well as people who have received severe harm to health during the conclusion. In addition, for a number of convicts, the HRC proposes to reduce the remaining term of imprisonment, and for all others to reduce the term of imprisonment for a year.
It is supposed to be released from punishment also sentenced to corrective or forced labor, if the remaining term does not exceed the year, halve the deadlines for restriction of freedom, compulsory work and the amount of fines.
The project provides for the termination of a number of criminal cases in which the decision has not yet been made. We are talking about crimes of minor gravity (the maximum punishment for which is three years of imprisonment) and moderate gravity (up to five years in prison), if the alleged criminal was a minor, committed a crime by negligence or first committed a deliberate crime.
At the same time, it is emphasized that the amnesty will not extend to convicts for crimes, “the public danger of which is not allowing mitigating responsibility,” including murders, violent actions of a sexual nature, terrorist attacks, the organization of a criminal community, receiving a bribe in a particularly crop size, abuse of powers, entailed serious consequences, and stateisms, and stateisms.
