The government intends to include provisions on tent camps and car rallies in the law on mass events.
“Moskovsky Komsomolets”, March 16 :
“Motor rallies and tent camps may soon be equated to rallies and demonstrations. To protest or defend your rights in a car or tent, you will have to go through a tedious approval procedure with officials. As MK learned, the Ministry of Internal Affairs plans to make such amendments to the law “On meetings, rallies, demonstrations, processions and pickets.” As stated in the explanatory note to the bill, the changes are aimed at introducing “new forms of mass protest actions” into the law. If the document is approved, it will be possible to hit the road rally on impassability and sloppiness only after agreeing on the date, time and purpose with the city administration. Currently, this procedure applies only to rallies, pickets and demonstrations. Thus, in Moscow, a paper notifying a mass meeting of dissatisfied citizens must be submitted to the mayor's office. The letter must indicate how many people will participate in the procession, as well as indicate the route and list information about the organizers. If riots break out during the protest, not only police batons will be used, but also hefty fines. If the idea of the Ministry of Internal Affairs is approved, according to the same scheme it will be necessary to coordinate not only foot marches, but also protests on wheels, and sit-ins in tent camps. Experts have already dubbed the department’s initiative an action to “tighten the screws.” “This measure is an attempt to finally suppress spontaneous and uncontrollable bursts of civic activity,” says sociologist Alexander Bikbov, “everything is being done to prevent people from succumbing to the collective impulse and gathering in two or three days.” Experts do not understand: why adopt a new restrictive law regarding motorists when there are already traffic rules and a law “On Road Safety”. Moreover, if the desire to “regulate” tent cities is associated with the fear of a repeat of the Kyiv Maidan, then such measures regarding car rallies, according to experts, are simply absurd. “How will they count how many people are participating in the run?,” Bikbov is perplexed, “not everyone may have stickers and flags, so now, stop the entire Garden Ring and accuse everyone of being participants in the protest movement?” »
“Car rallies and tent camps will be equated to mass protests. The corresponding amendments to the law “On meetings, rallies, demonstrations, processions and pickets” were prepared by the Ministry of Internal Affairs on behalf of Deputy Prime Minister Dmitry Rogozin. The draft amendments propose to classify new forms of mass events - tent camps, car rallies, etc. - as public events, the holding of which will be regulated by the law “On meetings, rallies, demonstrations, processions and picketing.” The notice about the bill on regulation.gov.ru states that the adoption of the bill will eliminate the legal uncertainty that arises when organizing and conducting public events in the form of new forms of protest actions. The authors of the amendments expect that the document will come into force in July 2015. Tent cities require regulation, since they can be formed in any space, from squares to the road network, says State Duma deputy Vyacheslav Lysakov. “We saw the tent cities of our neighbors on the Maidan and how it ended,” says Lysakov. The situation with car rallies is a little different, the deputy believes - it all depends on the reason for organizing the car rally. “As part of our automobile movement “Freedom of Choice,” we held 10 all-Russian protest actions in the form of car rallies, never creating problems for motorists, trying not to violate traffic rules. We moved with symbols, with headlights on, and drew attention to economic problems and the rights of car owners,” says Lysakov. Such events should not be approved, since they can be classified in the same category as wedding corteges or funeral processions, which do not require permission from the authorities. “But now, perhaps, the situation has changed: if car rallies are held with the aim of destabilizing, creating interference, then, probably, they will cause some kind of resistance from the security forces,” says the deputy.”
Nezavisimaya Gazeta, March 18 :
“The government proposes to allow tent camps and car rallies as new types of public events. Amendments to the law on rallies are being prepared by the Ministry of Internal Affairs on behalf of Deputy Prime Minister Dmitry Rogozin. Most likely, the rules for holding both regular and automobile “Maidans” will be such that there will simply be no point in trying to organize them. The Deputy Prime Minister's order dates back to February 25 of this year, and work on the amendments began on March 16. This follows from a notice posted on the Internet portal for discussing draft regulations. These amendments will come into force in July - the reason for such a rush is not indicated. Officially, the bill being developed by the Ministry of Internal Affairs is aimed at regulating new forms of mass protests by Federal Law No. 54 on meetings and rallies. Its goal is “to eliminate the legal uncertainty that arises when organizing and conducting public events in the form of new forms of protest actions.” And these “new forms” are called those that immediately refer to the Ukrainian experience. We are talking primarily about tent camps and car rallies, that is, the main tools of last year’s Kyiv Euromaidan.
Let us remind you that, in fact, tent cities have been a real “orange rag” for our authorities at any level since the early 2000s. The coordinator of the Blue Bucket Society movement, Petr Shkumatov, agrees with this, according to whom “tent cities were used in all countries where the so-called orange revolutions took place. But as for car rallies, here, in his opinion, everything is more complicated. “Car rallies have nothing to do with blocking traffic, which the Ministry of Internal Affairs may fear,” Shkumatov told NG. “In reality, it is the government itself that organizes a huge number of car rallies.” Progress Party lawyer Dmitry Krainev did not see any legal sense at all in the amendments announced by the Ministry of Internal Affairs: “In fact, all this is already in the current law and everything has already been regulated. All possible forms of protest events are already subject to the current law.” For example, it is simply impossible to declare tent cities now, Krainev noted, because it is prohibited to hold protests at night. And President Vladimir Putin signed the corresponding amendments to the law on rallies last year. “The authorities,” Krainev insists, “are actively afraid of the Maidan, which they will invent for themselves, and now, it seems, they are already preparing for it.”
Let us note that the notification of the development of amendments is essentially reminiscent of the concept of Law No. 54 itself. It initially contained a strict declarative principle, which was then replaced by a notification principle by order of Putin. Which, by the way, is required by the Constitution. However, the notification principle was only theoretical: by informing the authorities about an upcoming action, people only seem to gain the right to come to a rally or march. However, if the authorities do not approve the notification, then upon arrival, demonstrators may, instead of the police respecting their constitutional rights, run into administrative articles or even norms of the Criminal Code (CC). However, you can fall under them even if the action is approved. <...>
Based on this preventive principle [not to prohibit events, but to seriously limit them], new amendments from the Ministry of Internal Affairs can be made. No one will prohibit setting up tent camps or organizing car rallies as a sign of protest, but hardly anyone will actually do this. For example, assures the same Shkumatov, who is categorically against such a regulatory initiative, “this will make weddings, funerals and corporate events when cars with the same symbols are driving illegal.” Let us note that counting the number of participants in the rally will certainly cause difficulties: it is difficult to imagine that someone in a dense stream of cars will manually count the participants of the rally.”

In Saratov, at a rally in honor of the annexation of Crimea, young people with ribbons in the colors of the Ukrainian flag were detained
“At a rally in honor of the annexation of Crimea, police officers detained several young people with ribbons in the colors of the Ukrainian flag. At first, law enforcement officers made no attempts to detain the young people with ribbons, but immediately after the end of the rally they were forcibly taken to the stationary police department on Teatralnaya Square. There, the detainees had their personal information checked and released without any charges being brought. “We are ordinary residents of Saratov, not oppositionists, we do not speak out against or for any government,” one of the detainees explained his actions to the Versiya-Saratov news agency. “We came here because we believe that propaganda is happening. Everyone is scolding Ukraine, and at the same time, no one wants to think that the war hits both sides. We support Ukraine and for peace.” In total, about 10 young people with ribbons were detained. In addition to them, the police detained several other people who were nearby, but after sorting it out, they released them, apologizing.”
After this, the young people were called to the police and the FSB
Participants in a flash mob of foreign currency mortgage holders were detained on Red Square in Moscow
“The police detained 40 representatives of the All-Russian Movement of Foreign Currency Mortgage Borrowers - participants in a flash mob on Red Square. Irina Safyanova, a participant in the action, told a Banki.ru correspondent about this. “People were just walking around Red Square in black T-shirts with the inscription “Slave of Foreign Currency Mortgage,” they came up to us and, without introducing themselves, began to put us in UAZ cars. About 40 people were detained. We are at the Tverskoy police station,” Safyanova said. Since December last year, foreign currency mortgage borrowers have been holding daily single pickets near the State Duma. In addition, rallies are regularly held at which representatives of the All-Russian Movement of Foreign Currency Mortgage Borrowers collect signatures in support of the bill on restructuring foreign currency loans at a “fair exchange rate.” However, so far the police have not detained participants in public actions in defense of foreign currency borrowers.”
On selectivity in the issue of freedom of assembly in St. Petersburg (anti-fascists were detained, Stanislav Belkovsky was not allowed to hold a meeting)
Nezavisimaya Gazeta, March 23 :
“Yesterday, a group of anti-fascists approached the hotel [where the International Russian Conservative Forum, which brought together representatives of nationalist parties in Europe, was taking place], beating drums. The police detained several people. In principle, many St. Petersburg residents believe that anyone can hold any convention in a private hotel, as long as it does not violate the law. However, they are bewildered by the fact that at the Holiday Inn, law enforcement officers once prevented a teleconference with Mikhail Khodorkovsky from being held, and on Saturday a lecture by political scientist Stanislav Belkovsky with a reading of poems by Pushkin and Akhmatova did not take place in the city, because the owners of the creative space “Tkachi” dissolved rental agreement and the money was returned. St. Petersburg resident Dmitry Slugin, who participated in organizing the lecture, told NG: “When Tkachi refused, I made an agreement over the phone with another hall. There was one call and one letter on VKontakte. But when I arrived at this hall 15 minutes later, it was already full of police officers. Terrorists would be caught like this.” Therefore, it will be difficult for the authorities to explain to the public that there is freedom of assembly in the city and anyone can gather in private halls - be it ultra-right parties or Belkovsky’s supporters.”
“The anti-fascists, detained during the action against the holding of the International Russian Conservative Forum in St. Petersburg and taken to the 29th police department, did not have enough sleeping places in the cells, reports human rights activist Dinar Idrisov. “They are kept on chairs in the dressing room in front of the cells, so how the cells are filled with detained migrants,” Idrisov said. At the same time, according to activists from the group helping the detainees, food and water were brought and given to the detainees. It was previously reported that from the moment of detention until late evening, the anti-fascists were kept without food and water.”
Journalists wearing “protest” T-shirts were not allowed into the Legislative Assembly of St. Petersburg
“Six journalists were not allowed into the Legislative Assembly of St. Petersburg (LEA). The law enforcement officers did not like the T-shirts of the correspondents, which read “No to censorship!” Thus, media workers protested against the new rules for journalists visiting the Legislative Assembly. At the entrance to the Legislative Assembly, police officers explained to journalists that representatives of the department, based on information from the city parliament, had ordered them not to be allowed into the Legislative Assembly. The reason for the fear of control is not reported. It is worth noting that all six had permanent accreditations or one-time passes. It is interesting that several journalists nevertheless agreed to take off their T-shirts when entering the Legislative Assembly, but put them on again once they entered the building. True, the head of the department of material and technical support of the apparatus, Alena Kukushkina, did not allow correspondents into the meeting room. The working hours of the St. Petersburg Legislative Assembly changed on March 12 - from this day on, journalists must inform in advance the purpose of coming to the parliament building and move around it only when accompanied by representatives of the press service. After this, media workers began joking on social networks that they would now be allowed to go to the restroom for 5 minutes, and soon rules for visiting the Legislative Assembly under escort would be introduced. Only the bureau of the St. Petersburg regional branch of the Yabloko party openly opposed the innovations. “These changes are not only absurd, but also significantly complicate the work of journalists, preventing them from carrying out professional activities to provide the public with complete information about the work of the legislative branch of St. Petersburg, which is supported by taxpayers’ money, and is obliged to act in their interests,” the statement says. party press service. In this regard, the St. Petersburg Yabloko demanded that the Legislative Assembly provide conditions for the “normal” work of journalists. So far, the appeal of Yabloko colleagues in parliament has not been heard.”
“Participants in the protest, which was initiated by the journalistic community of the Northern capital, were not allowed into the Legislative Assembly building. As a Rosbalt correspondent reports, representatives of the press, dressed in T-shirts with the words “No to censorship” and quotes from the Constitution on the rights to freedom of speech, were stopped at the entrance to the Mariinsky Palace.
The head of the logistics department, Alena Kukushkina, who is considered the author of the new rules for visiting the Legislative Assembly by journalists, came out to the press representatives. She demanded that the correspondents go beyond the checkpoint, to which they refused, citing the fact that they were not breaking any rules. They asked to explain why there were difficulties in accessing meetings of the Legislative Assembly. Kukushkina said that the journalists, by coming to the Mariinsky Palace wearing T-shirts with the words “No to censorship,” violated the law on holding public events. Allegedly, they did not come to work, but in order to hold an action. She also explained the need for journalists to register with the press service by the fact that new correspondents do not know the Mariinsky Palace well. “This is an architectural monument. The press service staff would accompany us and help us navigate it,” Kukushkina said. She did not respond to the journalists’ objection that the rules apply not only to the first visit, but to any visit in principle for correspondents without permanent accreditation. Kukushkina also left other questions without comment. In addition, a representative of the Legislative Assembly stated that she intends to “resolve the issue of accreditation” of those journalists who have a permanent pass to the Legislative Assembly in connection with participation in the demonstration event. Correspondents were forced to take off their T-shirts with slogans. The press service explained this by saying that when applying for accreditation, all journalists signed internal regulations, and, according to the dress code, it is forbidden to wear such clothes in the Legislative Office. At this point, all permanent accreditation holders were allowed into the building. At the same time, some journalists with a one-time permit remained behind the checkpoint longer than others. At some point, access for one-time accreditations was terminated for an unexplained reason. But a little later they were allowed into the ZakS. All this time, deputies Boris Vishnevsky and Irina Komolova tried to get journalists into the building. Following Kukushkina, a press service employee came down to the press representatives and explained that the new rules only require that you register with the press service and approve filming within the walls of the Mariinsky Palace.”
In Novosibirsk, the organizer of the Anti-Crisis March was detained two hours before the event
On March 29, the “supporters” of the National Bolshevik platform intended to hold an “anti-crisis march”, however, even before the start of the action at the exit of the house, the police detained his organizer Ilya Kurzenkov. This was reported to Kasparov.ru by one of the members of the NB platform Alexander Atabaev. According to him, the police told Kurzenkov that he was a suspect in the robbery case. “They also hinted to him transparently that he would not have time to march,” says Atabaev. He also noted that the activist did not make any robberies. According to his associates, the actions of the police are aimed at disrupting the shares. After the interrogation, the police released Kurzenkov, without charging. As Atababaev noted, the action was disrupted, since it did not begin on time and the allotted at its time was almost expired. Atabaev said that initially the activists intended to hold the march on Lenin Square, but the authorities refused them, and offered the square at the Novosibirsk-Glavny railway station. The organizers agreed, and the action was agreed by the authorities.
As Atabaev explained, since one of the organizers was detained, the march will not take place. Instead, in protest, activists got into a series of single pickets in Lenin Square. They hold the flags of the NB platform and posters against the crisis. According to Atabaev, around them stands "almost a police battalion", employees of the Center for Combating Extremism and police officers. Unknown people are shooting. "
In Vologda, the activist is trying to expose the organizer of the protest event of workers
“The police are trying to make Sergey Guzhev the organizers of the event held by the workers of the Vologda Machine -Building Plant. He was awarded two summons. One on March 25 as a witness and the second on March 26, to draw up a protocol. Sergei Guzhev and his representative are trying to file a complaint with the prosecutor’s office against the actions of police officers. The prosecutor’s office is not allowed, since the representative does not have a passport with him. ”
On protesting workers in Vologda, the police and internal troops were released
“On March 23, in the city of Vologda, workers of the local engineering plant came to posters to the residence of the regional governor and almost began to storm the building. The authorities had to urgently attract the police and military personnel of the internal troops in full combat ammunition, the local publication "Vologda News" reports. The "boiling point" for workers of the Vologda Machine -Building Plant, which has not already received salaries for eight months, was a decision on the mass reduction of the staff. Lists of 50 names of employees who will be dismissed were posted at the passage enterprise. Given that only 90 people remained at the plant, such a reduction means the actual death of the enterprise. First, outraged workers with posters came to the building of the regional legislative assembly. However, realizing that there was little use from local deputies, they moved to the "White House" - the building of the regional administration. After numerous threats by the police who promised to initiate a criminal case against the protesters for an unauthorized mass action, the workers still managed to get a meeting with the deputy governor of the Vologda region, Alexei Kozhevnikov. ”
In the Leningrad Region, a candidate for deputies was detained for a single picket
“The police detained a single picket of activist Sergei Kuzin, who is running for municipal deputies of the Moscow Region Rural Settlement of the Leningrad Region. This was reported by Rosbalt by the public activist himself. As Kuzin said, he collected signatures under the appeal to the regional vice-governor Nikolai Emelyanov. Residents of New Devyatkino demand from the authorities to understand the situation with the clinic: it was put into operation, but there is no one to work in it. Despite the fact that Kuzin spent a single picket not prohibited by law, he was detained. “I was released almost immediately without drawing up a protocol. They probably knew that they had committed illegal actions,” he emphasized.
In Irkutsk, picket participants were detained against the mayor's elections
“The Irkutsk police again detained the picketers protesting against the elections of the mayor of Irkutsk from among the deputies near the building of the City Duma on March 27, according to the website of the Irkutsk regional branch of the Communist Party.
“On March 27, single pickets under the slogans“ The mayor should choose the people ”and“ why the Ircules of an illegitimate mayor ”took place in front of the city administration. The police with a tape measure measured the distance between the pickets (for which they even blocked the movement along Lenin Street). At their request, the Secretary of the Right -Bank District Committee of the Communist Party Andrei Kalinkin departed a certain distance from the entrance to the city hall building. Nevertheless, for unknown reasons, he was nevertheless detained by the police, ”the report said.”
Makhachkala canceled the coordination of the rally
“Representatives of the Ministry of Justice of Dagestan canceled the previously adopted decision to coordinate the public rally in Makhachkala, planned on March 28 under the slogans against violations of the constitutional rights and legitimate interests of citizens, corruption and price increase. Officials motivate a new solution to the possibility of sabotage and terrorist attacks during the action. A rally "Against violations of the constitutional rights and legitimate interests of citizens, clan system, corruption and unbridled price of prices" was planned to be held in Makhachkala on March 28 in the territory of the park of the 50th anniversary of October. The rally, as the organizers of the action previously informed the Caucasian Knot correspondent, was agreed by the Ministry of Justice of Dagestan. As the organizer of the action, the head of the movement "For Justice and Unity", Nurmagomed Gazimagomedov, said on March 24, he received a notice of coordination of the rally on March 20 . However, today the Republican Ministry of Justice has disseminated official information that the coordination of the rally is responding.
"The basis for the adoption of this decision was the information received from the law enforcement agencies of the Republic of Dagestan that within the framework of the rally it is possible to discuss issues not specified in the official notice of the action, as well as the existing terrorist threat and the probability of sabotage in the public places of the city of Makhachkala" , - said in a statement by the Ministry of Justice of Dagestan, which is directed to all the republican media. It also indicates that the organizer of the public event is distributed by leaflets containing slogans that are not consistent with the previously specified goals of the rally, the correspondent of the "Caucasian Knot" reports. "
A complaint about the decision in the case of Shevchenko’s memory rally in Simferopol was transferred to the Supreme Court of Crimea
"Center for Journalistic Investigations", March 29 :
“In the administrative case of the organizer of the rally to T.G.Shevchenko in Simferopol Leonid Kuzmin, another 44 sheets appeared. The materials "fat" from 18 sheets to 62. This was announced by L. Kuzmin himself. To the decision of the Zheleznodorozhny District Court of Simferopol in the form of 40 hours of public work for violating the rules of the rally - demonstration of Ukrainian symbols, which was not indicated in the application for the event, the lawyer Kuzmina appealed. The court sent materials to the materials of the administrative case and the appeal to the Supreme Court of the Republic of Crimea. “That's just what a question, on March 12 this case was 18 sheets today 62 sheets. Where did the 44 sheets of business come from? ”L. Kuzmin wrote.”
Police in Tomsk refused to claim a participant in single pickets in defense of TV2 TV channel
“One of the participants in single pickets in defense of TV-2 Rinat Miftakhov received a summons to the police in early March. In the department, it was supposed to draw up a protocol for the fact that he had previously refused to testify without his lawyer. As Rinat himself told the news agency TV2, today he appeared on the agenda to the police. There he was informed that there were no more complaints against him. “In February, I was invited to the regional Department of Internal Affairs, supposedly as a witness in the case of single pickets. Then my lawyer was not allowed before the conversation. I refused to answer questions in the absence of a lawyer. And soon, in early March, a summons came to me. I was invited to today for drawing up a protocol under part 7 of Article 17 of the Code of Administrative Offenses of Russia. This, as I understand it, for the refusal of giving testimony, ”said Rinat. At the same time, according to him, he could not go through this case in this case, since the case itself was instituted only at the end of February, and not at the beginning, when Rinata and other picket participants were called to the police. This became known at the last court hearing, at which two picket participants: Ksenia Fadeeva and Victoria Muchnik - a fine of 20 thousand rubles for the organization of unauthorized public actions was assigned. “Today it was interesting. I arrived at the checkpoint. The police officer on duty told me to call the one who called me. I called Captain Kiselev. He first said: "No, you were not invited." But I was persistent, said: “That's the agenda. How so? Is this a draw? ” He let me in. He invited him to the office. He said that yes, this is my agenda, my signature. But, they say, there are no complaints about you, we will not draw up the protocol. If you need it, we will call you again. And we parted, wishing each other good luck, ”said Rinat Miftakhov.
We add that now in a similar situation there is another participant in single pickets, Ekaterina Matyskina . She is charged with a refusal to give testimony in the same case. On March 2, she was already summoned to court. “Then the court had many questions in the case, and the court was postponed to March 19. I hope that the court will come to the same decision, as it came to me. Because what are we witnesses? For what reason? Even if there was no business then, ”Rinat added.”
