
President of Belarus Alexander Lukashenko issued a decree "On the Prevention of Social dependency." This was reported on the website of the head of state. The task of the document is “stimulating able -bodied citizens to labor activity and ensuring the fulfillment of a constitutional obligation to participate in financing government spending”.
The decree affects citizens of Belarus, as well as foreigners and stateless persons permanently residing in the country, who did not pay taxes ("did not participate in financing government spending") or paid them for less than six months. Such persons have the obligation to pay the fee in the amount of 20 basic units. (1 base amount from January 1 is 180 thousand Belarusian rubles, or about 700 Russian at the rate of Sberbank of the Russian Federation as of April 3.)
"The periods of raising a child under the age of 7, a disabled child under the age of 18, three or more minor children will also include participation in financing state expenses," the report said.
The decree also introduced an exhaustive list that defines categories of persons exempted from paying the fee. These are faces under 18 years old, men over 60 and women over 55 years old, disabled and some other categories.
The fee is subject to payment no later than November 15 of the year following the expired.
Non -payment or incomplete payment of “parasitism tax” is punished according to the decree with a fine of 2 to 4 basic units or administrative arrest with mandatory involvement in public work.
The document will be applied to relations arising from January 1 of this year.
