A criminal case was instituted against Najafov on the provision of services that did not meet the requirements of security that entailed death (Article 238 of the Criminal Code of the Russian Federation). The prosecutor's office of Tatarstan insisted on bringing him to criminal liability. Najafov is the father of the head of Zarya LLC Huseyn Gahlakhmanov, who previously arrested as part of the investigation of the same criminal case.

According to the supervisory authority, Gahrakhmanov, at the direction of Najafov, entered into the lease agreements of the premises in the Admiral shopping center with CJSC UK AS Management Robert Khairullin, who is also detained.

Subsequently, retail space was submitted to the submarine to entrepreneurs; As a result, the specified real estate object was illegally used as a shopping complex with a gross violation of fire safety rules, the prosecutor's office said.

In total, at the moment, in the case of a fire in the Admiral shopping center, 12 people are prosecuted, eight of them are arrested.
