Roskomnadzor prettyly spoils life to reporters and large content projects. The department is excessively demonized: it is not surprising, to understand the scheme of its work, as well as the exceptions that entangle any law enforcement practice, is impossible. But we will try.

But know: Internet providers are unhappy with the need to coordinate with Roskomnadzor every sneeze and every cable. However, the most public and most gloomy part of the work of Roskomnadzor is the extrajudicial blocking of sites.

The artel of fun informants on the Internet is spreading much faster than the sound (here it is, "Electronic Russia"!). Ordinary people can at any time anonymously complain about any site, and an anonymous expert, having examined their complaint, will be issued a verdict. Some “ordinary people” are united under the banners of some “safe Internet League” and begin to knock on all sites in the visibility zone massively. They are proud of work, boast of who blocked more pages. Publicly boast, seriously. They are photographed with posters "Matterinchins shame! Roskomnadzor will come to them! ” In short, they can work for the glory of the homeland, and relax without leaving the party cash desk.
Anonymouses are considered by no less anonymous experts. The decision -making criteria are so meaningless and so vague that experts in their work are guided exclusively by the awareness of the importance of their own work and a salary of 23 thousand rubles. (which will be, according to some reports, reduced to 18 thousand). If in the text sent for analysis, the word “drugs”, or the word “suicide”, or some hints of horror, pedophilia-this text (or picture) falls into the list of prohibited ones is found. And the owner of the site has three days to remove this material away from Russian readers.

How does it work if the material is not removed after 3 days, Roskomnadzor brings the site to its lists. There are at least two lists: public, which is distributed among providers (in Roskomnadzor it is called “unloading”), and non -public, existing only within Roskomnadzor. The non -public list is much larger, and from the first days there is “Wikipedia”, Facebook, and Twitter. And nothing prevents them from transferring them from a closed list to an open, if there is a will of higher powers.
After the site enters the “unloading”, all providers of the Russian Federation will be required to block a certain URL. If it is impossible to block the page at this address-they will block the entire site or IP address of the site. In order to block a separate page, the provider needs quite expensive equipment. Previously, there were few such equipment, now the providers bought it - but the trouble came from where they did not wait. More and more sites are used by HTTPS secure connection instead of a regular HTTP. In this case, only you and the site know what was between you, and the provider, special services and other interested people are not. A site working on such a protocol can only be blocked entirely.
Nothing but inconvenience and expenses, all this activity of the simple Russian user is brought. The costs mainly to get around these meaningless locks, and not so much money is lost as time. Someone puts additions to browsers, someone solves the problem fundamentally, buys a VPN access and looks at the Internet from the point of view of a European or American, without locks.
Contrary to popular beliefs, moving to a foreign domain does not save from locks. Moving to foreign hosting also does not save them. But what these actions really save from is from the instant closing of the entire site with the help of a magic call from the prosecutor's office.
Thus, Roskomnadzor puts any author, editor or publisher before an interesting choice: to voluntarily reassemble his own edition or lose access to the audience. Such a choice can also stand before foreign musicians, for example, only they will never know about it: just their site will cease to open from Russia, as was the case with the website of the Astral Projection team. And if you configure the server in such a way that it shows the plug “prohibited by Roskomnadzor” to Russian users, and all the rest are normal, then Roskomnadzor does not mind.
Propaganda of propaganda many copies are broken in disputes about whether there is “drug propaganda” in the world. In the magical world in which the State Duma lives, there is complete agreement on this score: propaganda happens anything, and only the state can engage in propaganda. Otherwise, this is a crime or, worse, politics.
Propaganda, according to our legislative power, is the mention of the object of propaganda. This is not a joke or an exaggeration. The message that certain plant products can be smoked is drug propaganda (the method of use is indicated). The message “Kolobok hanged” is the propaganda of suicide among adolescents (the method of suicide is indicated). A joke about “uncle, I am a fake welder” - this is already completely propaganda of pedophilia.
Here, for example, the rationale for the prohibition of the page: “The information discovered according to the sign of the Internet page (page address) contains pornographic images of minors, since there is textual information aimed at initiating sexual feelings in relation to minors and justifying sexual behavior in relation to minors.” Text (without pictures!) Contains, therefore, pornographic images. And also excites and justifies.
There are excellent examples of descriptions of the reasons for blocking sites for drug promotion, but from quoting, in order to avoid another blocking, it is better to refrain.
Tip if you received a letter from Roskomnadzor, do not despair. You need to despair later, when you begin to receive them in packs. Do not argue with Roskomnadzor. Look for a web administrator who will set you up a plug on the site for second-class persons (that is, unfortunately, for Russians). Do not enter into negotiations with blackmailers. Do not try to persuade the bureaucratic machine. Do not be afraid to write about it and do not give up. Until the entire site is blocked - the project is alive. On a honest word and on one wing, but alive.
