But the prosecutor’s office, instead of challenging the allocation of plots, comes up with a lawsuit for purely secondary circumstances: so that, even if it is accidentally won, the deputy head of the Cadastral Chamber would not have to give a site in any case. The head of the district ardently promises to end this outrage - and immediately allows the official to prolong the contract. And the leader of the initiative group from the Luga district of Shalovo set fire to property.

In 2010, the administration of the Luga district formed on the banks of the Luga River, in the pine forest, three land plots of 15 acres each. They did not even become tricks with addresses. All three sites were leased for IZHS members of the family of the deputy head of the district cadastral chamber of Rosreestr - Galina Viktorovna Shadanova, her son and her mother. If the reader is at least somewhat familiar with the features of the allocation of the plots, then he understands that in fact, this herself Shadanova G.V. highlighted the elite land, and the head of the district only waved the resolution. Both she and on duty were obliged to know that these sites were not subject to allocation for residential development. The only current urban planning document for this territory (the General Plan of the city of Luga has not yet been adopted) - the “outline design of the development of the Shalovo village” of 1992 unambiguously defines this shore as a recreational zone.

The head of the Luga administration and its chief architect in writing confirmed this in their answers in 2012. But since Galina Viktorovna really wanted to have land here and right now, such considerations, of course, were not taken into account.

The head of the district Vladimir Ebogin and the rules for the provision of land plots could not but know. For example, that according to the law, the plot is supposed to be put up for auction. What about the auction actually must be announced in the newspaper. And in order for the auction to be considered that are held, you need to bring with you at least one at least a dummmer.

But this is all the metropolitan cunning. The head of the district was too lazy to draw trading and fake participants. Therefore, the plots were simply provided - and that’s it. And when the people began to be indignant, they lazily slipped a message in the newspaper on the sale of completely different sections.

The residents of Luga learned about the dizzying gesheft official Schadanova only when all three sites appeared on sale on real estate sites. The average price of each is about 1 million. It turns out that Mrs. Shadanova is not so much wanted to have a cottage on the shore. There the beach is nearby, people are being interpreted. She just wanted to earn three million with minimal investments.

When the scandal received a resonance, the head of the Luga administration in words supported the inhabitants, but ... But - he is not rightful here, because the head of the district allocates areas. The city prosecutor’s office focused on all violations of the head of the district and Mrs. Shadanova, which she reported in her answers. And what? Shadanova still works in his responsible position. Nobody took her from even land plots. The only thing is that they have not yet managed to resell them ... but we ran ahead.

Having learned about theft of the park zone, activists began to bombard various instances with letters, including the governor of the Leningrad region. Surprisingly, the governor drew attention to them. On his behalf, the city administration held in May 2012 the so -called gathering of residents of Salov on development issues. At the gathering, arranged immediately in front of the sections of Shadanova G.V., Shadanova M.S. (son) and Vyxa L.K. (mother), 169 signatures were collected against the development of a recreation area. Believe me, this is a lot for Luga! And then something anecdotal happens. Both the district and even the city administration, which itself appointed a gathering, amicably ignoring its decision. Moreover, as it turned out, three days before the gathering, the head of the district, Vladimir Ebogin, decides ... to provide Shadanova with the family with all three sites in property! (Before that, as we recall, she enjoyed them on rent.) You know, at what cost? That's right, according to the cadastral. Already what, in what, and in this Galina Viktorovna is well versed. She acquired from the district all three sites at a price of 12,393 rubles. every. She probably was even given change from a chervonets.

But that's not all. At the gathering, the chairman of the district committee for the management of municipal property (KUMI) Lyudmila Skopinskaya spoke, she advised citizens to defend their rights in court themselves. That is, to return municipal areas to municipal property at your personal account. But, as they say, thanks for that. Having accepted this advice for silent support, activists went to court. And what? In court, the district administration said that Istetsov did not consider the interests of the inhabitants of Salov and that the entire past gathering was unlawful. To put it mildly, it looked like a double game. As it turned out - a cruel game.

In September 2012, unknown at night set fire to the courtyard buildings of one of the soim, the headman of the village of Irina Meshaeva. In an instant, a woody barn flashed, located very close to the house. Fortunately, the hosts managed to notice a fire before he spread to the house. Lucky: the wind blew the other way. The tragedy was avoided. The police did not find arsonists, but they appeared in the house to Irina to blame her.

Members of the Cadastral Family of the Shadanovs wrote a statement to her, accusing their buildings of organizing the pogrom! Galina Shadanova called the “buildings” the wooden toilets that she put in the areas in order to arrange them in the property (popular land trick). Tuels of the “cesspool” type were open wide, nothing was stored in them. However, the cadastral lady listed in a statement a lot of useful household utensils, which the Shalovites allegedly stole from there. Let’s say honestly: the residents really dismantled one of the toilets, but they neatly put the boards right there.

The cynical actions of the “cadastrals” reached the goal: Meshaeva withdrew her application to the court. The second reporter continued to fight, but soon the court terminated the proceedings on the case (as we recall, he considered the plaintiffs “inappropriate”).

Wait and hope

But, as it turned out, not everything was lost. The Luga Prosecutor's Office decided to challenge the provision of plots into property. Note: it is the provision of property, and not the very formation of plots for IZHS in the recreational zone. In our opinion, the prosecutor’s office deliberately decided to fight the investigation, and not with the cause, thereby leaving the administration of the possibilities for the maneuver. In 2013, the ownership of the Shadanov-Oblovalovs was canceled due to the illegality of registration first in the Luga court, and then in the Leningrad Regional. And in December 2013, the lease has expired. Since a) no capital construction was carried out in the areas; b) the public was sharply negative; And c) there were numerous violations - it was required not to resume these lease agreements and forget the whole story forever. But the administration could not go against the Cadastral Chamber!

By the way, the administration just changed. Oleg Malashchenko, who came instead of Ebogin in 2013, completely agreed with the residents, promised to “close the issue with areas after the expiration of the lease”, and even wrote this in a letter.

But the written promise did not prevent the chapter from testing. The year 2014 came, and it soon became clear that all three contracts were re -registered "on the basis of tenants' statements." And now - for an indefinite period.

Let us pay attention: this time re -registration occurred formally even without the participation of the district authorities. The decision to extend the lease was not made by them. One structure of Rosreestr (USRP) simply “restored records of lease registration” for an employee of another structure (Cadastral Chamber). Such is the between the table.

However, if Malashchenko really wanted to prevent such a scheme, he would be able to do it. Instead, the Luga officials did everything possible so that in no case to interfere with Shadanova. So, Kumi had to send the tenants a notification of the termination of rental relations. Moreover, the City Luga Administration asked them in writing about it. But Kumi did not.

The Luga prosecutor’s office, on the statements of citizens, went to court again - this time to dispute the re -registration of the lease. But the representative of the district did not object to the resumption of the lease. But formally, it is the district municipality that is the main injured side, its land. As a result, the court refused the prosecutor's office. The appeal in the regional court was also lost. At the moment, according to our information, the Luga Prosecutor's Office decides whether or not to appeal to the Supreme Court.

In our opinion, it does not matter. The lawsuit was obviously drawn up in such a way as to dispute the “comma”, and not the essence of the matter. Even if the re -registration of contracts is recognized as illegal, nothing will prevent the head of the district from leasing plots again, only now “legal”. He (it doesn’t matter whether in the person of the former Ebogin or the current Malashchenko, who are one thing) has already been deceiving residents so many times that he would probably deceive again. The prosecutor's office was obliged to challenge the basic documents - the formation of IZHS sections in the territory of the recreational zone. If this happened, everything else would have sprinkled like a house of cards. Guess why the prosecutor’s office, despite the requests of activists, did not file such a lawsuit? That's right, because it is easily won. IZHS cannot be in the recreational zone - and that’s it. But in no case to allow this! How can you offend Shadanov?

P.​ S.​ Last fall, the Investigative Department of the Ministry of Internal Affairs instituted five criminal cases against five local Rosreestr officials on the fact of illegal registration of land plots. One of the sites was issued to the ex-head of the district of Vladimir Ebogin, and he acquired a plot, being in office. Recall that Shadanova allocated the site, too, he also according to the same scheme.
