
The Ebay Internet auction announced the readiness to store the personal data of Russian customers on servers in Russia, Kommersant reports . The PayPal payment system belonging to EBAY also took a similar position.
The American company is already transferring data from Switzerland. On April 3, the head of the Russian representative office of Ebay, Vladimir Dolgov met with the deputy head of Roskomnadzor Antonina Proyzzheva.
“Ebay has been in the working group from the very first day, however, such a meeting with government representatives was the first,” Dolgov said. “Ebay was the main goal of EBAY to get answers to a number of questions under the law on personal data, which would enter into force on September 1, 2015. According to the results of the eBay meeting, it confirms the readiness to collect and store the required information in full accordance with the law.”
The company did not explain which amount of data is required to transfer and whether Ebay will build its own server capacities or use the rented ones. However, the company is confident by the time the law enters into force work on data transfer will be completed.
On July 22, 2014, Vladimir Putin signed the law on personal data . According to the document of the company that will not open their data centers in Russia, will be considered violators and Roskomnadzor will be able to block their resources for Russians by decision of the court. The law also creates a special "Register of violators of the rights of personal data subjects."
The date of entry into force in the document was named on September 1, 2016. On September 24, the State Duma adopted this amendment in the second reading .
However, on December 10, the State Duma Committee on Inform Policy, Information Technologies and Communications proposed to return the amendment to the second reading in order to adopt the later date of entry into force - September 1, 2015. This date was adopted on December 17 when considering the amendment in the third reading.
After the law enters into force, the work of many Internet services and the related sectors may be very difficult or even terminated. So, it becomes impossible to function a system for selling air tickets based on global distribution systems. In Russia, there is no automated information system for air transportation, which provides the needs of all Russian airlines. Even in the case of its creation, any large airline will take several years to go to such a system.
