The Central Siberian State Biosphere Reserve in 2015 celebrated the 30th anniversary. Its creation was preceded by fundamental scientific research of the average taiga under the leadership of the Academician of the Russian Academy of Sciences Yevgeny Syrochkovsky, which successfully continued on the territory of the new reserve. In 1997, the shifts of directors began, and the volume of research and monitoring work carried out so decreased so much that the annual scientific report of the reserve-the chronicle of nature is struggling. Currently, the study of the vegetation cover is reduced to pyrology (science of forest fires), and the animal world - to winter route accounting.
The director is given all the powers to manage the institution, there is a collegial body for making important decisions-the Scientific and Technical Council (NTS). The law does not prohibit the joint service of relatives, and directors were arranged for their wives, but the families never determined the work of the entire institution. The current administration decided to implement this opportunity 100%.

Since 2012, when Pavel Kochkarev was appointed director of the reserve, his son and wife became the head of two departments, supplies and eco -education, his son was also accepted in the state.
The acquaintance and colleague for the former site of the director’s service was invited to the post of deputy director and head of the accounting and finance department. For two years now, the management has managed to combine living in Krasnoyarsk with a service in the Far North.
Tired of many years of inaction, the team of the reserve kindly accepted the emergence of a new authorities. The inspectors helped to master the territory, for which there was a solid park of equipment - snowmobiles, motor boats, and Khivus SVP. However, from the very beginning, an administrative-command approach began to manifest itself in the management of the reserve. In order to strengthen labor discipline, they introduced a permanent monitoring of visiting jobs. It was allowed to be absent in the working chair only at the personal instructions of the director. In the conditions of the northern village, where people are often forced to fight difficulties, such measures were not justified. Occasionally, NTS meetings were held, to which important issues were issued, but under the authoritarian press the chairman of the council did not work.
The field season of 2013 came, and incomprehensible work began on the territory of the reserve, probably secret, since there was no discussion at the NTS of the reserve. During the summer of the inspector, during their main work on the security of the territory, a new barbar cordon was built. Construction was carried out without the necessary permits, was documented as the current repair of another cordon, which was never repaired. The cost of the object, by independent assessment, amounted to 1.3 million rubles. Interestingly, the chief accountant of the reserve found out about the construction after its completion.
Aerogeo Krasnoyarsk Helicopter Company provided and abandoned three ready -made residential houses into the reserved territory. During installation, it was necessary to cut the forest without permits, and after that the case was gone. Before that moment, a person’s hand to this pristine forest has never risen, only hunters of the Keto people chopped their squat huts in the secluded corners of the taiga. But why could a helicopter company provide its property to the reserve and pay for helicopters worth more than 90,000 rubles/h?
The director referred to the needs of the security department, but there were rumors that already in 2013, officials of different ranks from many corners of Russia visited houses. VIPs settled on a long journey on their helicopters, not reporting to anyone about the routes. In an interview with the newspaper "Our Krasnoyarsk Territory" (No. 8/598 for 2013) P.V. Kochkarev said that about a hundred people visited the reserve. According to the current provision on the reserve, each visitor is obliged to receive an official permission to visit the territory, but ten people are in the official journal. It turns out that the rest of the guests visited the territory illegally.
In the summer of 2013, fire season has come. They were almost not extinguished, and the taiga burned for weeks. The reserve successfully reported on extinguishing fires to the Ministry of Natural Resources of the Russian Federation, providing an estimate of expenses, including the payment of the contract with the Tyumen airline and the salary of inspectors, which they did not receive.
A year after the arrival of the new leadership, the biosphere reserve turned into an institution of a closed type, in which it became not possible to work for normal people. It was necessary to deal with this. In 2013-2014, the reserve employees repeatedly applied on the facts of abuse of the director with their official position to the prosecutor's office of the Turukhansky district and the Ministry of Natural Resources of the Russian Federation. The checks have not yet been completed. Instead of a fundamental assessment of the director’s arbitrariness in the territory entrusted to him, the ministry retroactively legitimized illegal construction and chopping and did not take into account other facts of violations.

In the fall of 2014, in the next appeal to the higher department, we drew the attention of the Minister of Natural Resources of the Russian Federation Sergey Donskoy that the reserve serves to illegally enrich the director of the director and the persons close to it, and demanded that the departmental revision of financial and economic activities, which have not been carried out since 2005. The complete absence of external control led to the fact that the work of the accounting and finance department was not regulated by local acts and budget funds were distributed by the director’s personal instruction.
Systematic violations of the targeted spending of federal budget funds, an unfair distribution of the premium fund, overstated salaries of the administration, privileges for paying utility bills and rental housing are logical results of the clan board in the federal budget institution. The director’s annual income in 2013 amounted to more than 2 million rubles, which is many times more than the wage of the most highly qualified ordinary employee. Having examined the appeals, in February 2015, the Ministry of Natural Resources decided to conduct an audit.
The current state of the reserve is the logical result of a non -controversial, culouire purpose of directors of reserves. The last announcement of the competition on the website of the Ministry of Natural Resources dates back to May 2012.
Having achieved the position, the official organizes work with maximum benefit for himself. Those who signed the circulation were enrolled in poachers and brought to the dismissal of visiting, prohibitions to do their work, a decrease in wages and boorish circulation. Instead of experienced workers, random persons without proper qualifications are now often accepted for the position of state inspectors for the protection of territories.
It is known that the old official will not carry out reforms, he uses acquired skills to create an illusion of the institution’s activities for which he is responsible. The media receives misinformation on a high level of scientific research in the reserve, although even on the site not a single new topic is indicated in 2013-2014. The directorate uses the status of a scientific institution to receive funds from the regional budget.
In 2013-2014, the Central Siberian Reserve was a contractor under contracts financed by the Government of the Krasnoyarsk Territory in the amount of more than 10 million rubles. The work on dreams, surveillance, aviation accounting of the population of the wild northern deer in Taimyr is made, which has been spent on many man-hours. But these works have nothing to do with the territory of the Central Siberian Reserve, its scientific topic and the implementation of the state assignment. Will the regulatory authorities find out which part of the contract work was actually carried out at the federal budget?
The Department of Environmental Education and Tourism of the Reserve includes specialists with a specialized education, and the population has the right to expect qualified lectures, articles and performances on the topics of nature protection. The department works: excursions, exhibitions, games are held ... But the initiative of employees is constantly stumbled upon a wall of misunderstanding from the leadership of the reserve. This is another of the manifestations of a clan government that rejects everything that goes from below. And tourists are attracted to see the settlements and the lifestyle of the small people of Keto, although the inhabitants of the village are outraged by the use of their former generic land for personal purposes of the director and his family. Not so long ago, Minister Sergei Donskoy noted that in a difficult macroeconomic situation, cognitive tourism in reserves and national parks can become a good alternative to rest abroad. However, lovers of fishing are going to the Siberian taiga, and their service is incompatible with the regime of a specially protected territory.
The price list for the services of the Central Siberian Reserve will scare away any ecotourist, but is quite acceptable for fishing groups. As a result, the tourism activity of the reserve gives rise to serious abuse. So, it was considered possible, without any documentary support, to provide fishermen with the technique of the reserve, and to receive a lot of money for the conduct of the tour personally, bypassing the accounting.
In 2014, illegal advertising of fishing tours on the territory of the natural reserve of federal significance “Eloguy -sky”, which is in the jurisdiction of the Central Siberian Reserve, was held on the website of the Moscow Uzala company. All types of fishing are prohibited on the territory of the reserve. From the response of Rosprirodnadzor it follows that Pavel Kochkarev does not know who is the organizer of fishing tours in the reserve, but the company admitted that she had consulted with him on this issue. Inspections of the prosecutor’s office and the Ministry of Natural Resources, it seems, do not interfere with dubious tourist projects in the reserve and reserve. The director stocked up by official permits for the landing of helicopters.
So, in just two years, the Central Siberian Biosphere Reserve was actually privatized by the clan, which in its arsenal, all means of holding power, from odious orders to a pocket trade union and paid lawyers paid by the treasury. In this institution, fear is cultivated - power rests on it. The liquidation of collegiality, elimination of experienced employees, a turnover of personnel, the development of technologies of illusions of activity, illegal construction and deforestation, the introduction of dangerous tourist projects for the nature of tourist projects, the emergence of dubious sponsors, the opening of a protected territory for extraneous aviation and fishing - the consequences of a clan government that should not have a place in the modern state.
