Putin submitted to the Duma a draft resolution on amnesty in connection with the 70th anniversary of victory in the Great Patriotic War. According to Pavel Krasheninnikov, chairman of the Duma Committee on Legislation, quoted by TASS , the lower house intends to adopt the draft before the May holidays.
We have not been able to get acquainted with the full text of the draft yet, however, according to the Kremlin press service, “the application of amnesty to persons who have committed grave and especially grave crimes (murder, violent crimes, terrorism, extremism, kidnapping, fraud, bribery, crimes against minors, crimes related to drug trafficking). It should be noted that in the draft amnesty prepared by the Human Rights Council, fraud was not included among the articles not covered by the amnesty. Oleg and Alexei Navalny were found guilty of business fraud and money laundering, Oleg Navalny was sent to a penal colony for three and a half years.
According to the draft prepared by the Human Rights Council, those convicted under the Bolotnaya case, as well as those convicted under "extremist" articles, could be subject to the amnesty. Judging by the fact that in the draft submitted by Putin, among the crimes to which the amnesty does not apply, “violent” ones are mentioned, it should be assumed that those convicted in the “Bolotnaya case” are not subject to the amnesty.
