“The set of problems that the Ukrainian authorities have to solve is enormous. And it was not a revelation to anyone that the existing state bureaucracy cannot solve these problems or even propose ways to solve them.
And the Ukrainian authorities went to the extent of attracting a large number of young successful people from business to government agencies, who often had no experience of working in government agencies at all. It’s somewhat similar to the arrival of “heads of labs” in the Russian government in the early 90s. The main difference is that businessmen who come to power have experience in making management decisions, are able to discuss problems and come to find solutions, and at the same time are not interested in “running in circles,” they are ready to take responsibility and want to succeed.”
