Rogozin noted that now it is necessary to determine the scale of work and deal with regulatory regulation, since there is a “mass of laws, but there is no system regarding the development of the Arctic”.

The Ministry of Communications of Russia plans to apply for state support in the amount of 50 billion rubles to ensure the Arctic regions with satellite communications, the head of the ministry Nikolai Nikiforov said at a meeting of the commission. According to him, geostationary satellites make it possible to cover the entire territory of the region, so the ministry proposes to launch satellites with a highly elliptical orbit.

Since we are talking about ensuring the connection of unassked territories, the implementation of such a project is impossible without state support, Nikiforov said.

“In the case of resolving financial issues, the launch of the system may take place in 2020-2021. A satellite group will be able to provide services to foreign states, ”the minister said.

The North Pole and the region of the Arctic Ocean, according to international law, does not belong to a single country. However, Russia, the USA, Canada, Denmark and Norway have the rights to the 370-kilometer economic zone off its shores, and may also demand to expand their borders in the Arctic.

The Russian State Commission on the Arctic was created in February 2015, in March it was headed by Deputy Prime Minister Rogozin.

Russia plans to submit an application for expansion of borders to the UN in the spring of 2015. The Minister of Natural Resources and Ecology, Sergei Donskoy, argued that the approval of the application "will allow forecast international resources by more than 5 billion tons of conditional fuel."
