It took six months and 10 thousand rubles to update the documents, which had to be cut out of the pension. And when Valentina Ivanovna brought a new package, the Bakansky administration was shrugable: it turns out that it was possible according to the old documents, but the time for receiving housing was already expired, now only through the court. I had to collect another package of papers. And only on April 7, 2014, the Crimean District Court ruled: instead of the destroyed house on Stepnova Street, 7, in Neberja to issue a housing certificate. The next three and a half months, an elderly woman was footballed between the court and the village administration, without giving a decision.

It seemed that the end of the ordeals came in December last year: "60 people were called to the district administration, they gave certificates." True, the representative of the regional departments of the Civil Defense and emergency situations, which handed the certificates, warned: the money for their provision will only be in February. Valentina Melkumyan found an apartment in Krymsk, the seller agreed to wait with payment. But February passed, and then March. There is no money. In the regional administration, Valentina Ivanovna was given a telephone on which the situation must be clarified. But there is an answering machine.

There is another court decision by which Valentina Ivanovna and her spouse should pay compensation for lost property - 300 thousand rubles. The woman goes to the district department of social protection weekly. Do not pay.

Help for abroad

House No. 132 on camp Street in Krymsk stands without windows. Inside, boards, garbage and crumpled furniture are piled. Incredibly, they live here. Pyotr Kuksenko fenced off part of the kitchen, now he has a cot and TV there. There is also a stove, but it does not work because the gas is turned off. Peter, who has survived the flood, has existed for the past three years.

In 2011, his sister left for Greece. “Since then, it has not appeared before the flood. That night I broke the window, sailed. And she only came from Greece in two weeks. ” According to Peter Kuksenko, in Krymsk his relative somehow drawn up documents, received a new apartment in the Ozerki microdistrict in Greece. Then the received housing leased and left. And he remained with nothing.

The administration of the Crimean district explained to Peter: it is registered in another place. And since the apartment has already been given to this address, then nothing is supposed to be. “Tkachev said that the main thing is not a residence permit, but accommodation. Well, I have been living here since 2006, ”says Pyotr Kuksenko.

There was an indifferent grandmother who wrote a statement to the district police. The police even interviewed a certain Nersesyan, who showed that during the flood, the sister of Peter Kuksenko was in Krymsk. The fact of apartment fraud is elementary to check by requesting data on crossing the border with Greece. But the police did not do this and refused to initiate the work.

Jamil Numanov is sent to Krasnodar, for an urgent examination of the lungs. She is scared. I take her to collect a road bag. The house has a heavy smell, the furniture is pushed away from the walls from which wallpaper hangs with clocks. Jamil here lives with her daughter and spouse.

Musrat Numanov tried to fight her and even called the team of builders. According to their calculations, a million rubles are needed for repairs, which will completely eliminate dampness.

At the local project institute Numanov, they gave an official conclusion: "A residential building is recognized as emergency and is subject to demolition." But the Crimean District Court made another decision: the house on the street. Krymskaya, 37, is subject to repair, and once 190 thousand have already been given for repairs, then nothing is supposed to be. Jamily has a problem with the lungs. There is no money for repair or treatment.
