President Putin promised to deal with fraud in the elections in Zhukovsky, held on September 14, 2014. The promise was made exactly one month after the election, on October 14, at his meeting with members of the Council for the Development of Civil Society and Human Rights. Ilya Shablinsky, a member of the Council, told him about the monstrous scale of falsifications.
What do we have for today?
It is April 2015, and the Central Election Commission has finally completed a check on the elections in the city of Zhukovsky. Irek Vildanov, chairman of the Moscow Regional Electoral Commission, proudly announced the results in front of the cameras.
In the same October 2014, when I spoke at the All-Russian meeting of the CEC about falsifications in Zhukovsky and Korolyov, Churov instructed Vildanov to verify this information. In one case, the court declared the removal of an observer illegal, with which the Moscow Regional Electoral Committee agreed. In addition, the chairman of the TEC Zhukovsky did not come to the meeting of the working group, for which he was removed from his post.
But in general, the working group did not find serious violations in the elections.
Who does not seek, he will not find.
Obviously, Vildanov's real task was due to the desire to shield the officials guilty of falsifying the voting results at all costs.
Among other things, on March 27 of this year, Deputy Prosecutor of the Moscow Region M.V. Mozhaev dropped the criminal case against the falsifiers of the voting results at nine polling stations in the elections to the Council of Deputies of Zhukovsky.
No traces of interference in the process of verification of falsifications by the President have been found so far. True, the General Prosecutor's Office still has to make its decision.
Our statements are supported by facts, there are documents that are stubbornly ignored by the prosecutor's office and the working group.
According to exit polls, in Zhukovsky, YABLOKO's list won more than 50% of the vote. These figures are confirmed by copies of protocols issued to observers at at least six polling stations. It was not possible to obtain protocols at three polling stations: the chairmen of the PECs prudently removed the witnesses just before the count. Draw - I don't want to.
However, this was not enough for the victory of the “necessary” people, and the final protocols of six precincts were urgently rewritten. Late at night, as expected. Until dawn, the chairmen and secretaries of the polling stations pored over the figures. By five in the morning the rituals were carried out.
True, there was a discrepancy: independent observers had real protocols in their hands, with seals and signatures. According to which, for example, in PEC No. 626, the candidate from YABLOKO, Aelita Znamenskaya, won, and not at all Vitaly Lebedev from A Just Russia.
If we take into account the data of these protocols and exit polls, the YABLOKO party claimed seven deputy seats: three on the list and four single-mandate members. After behind-the-scenes machinations, only two places remained on the list, and the overall result was cut to 16.86%.

And this is just one of the examples.
We did not tolerate such disgrace: party representatives and civil activists immediately turned to the Investigative Committee with undeniable evidence of violations at nine polling stations.
But, as it turned out, there is no agreement in law enforcement agencies. Apparently, they were frightened by the pressure of the Zhukovsky opposition and completely confused in their decisions.
First, the Investigative Committee appointed an examination, which confirmed the fact of forgery of signatures, but timidly refused to initiate a criminal case. After our pressure, the Investigative Committee had nowhere to go, on March 24 the investigator instructed to conduct an additional check.
The very next day, the investigator of the Investigative Committee of the Russian Federation for the Moscow Region D.A. Kupriyanov opened a criminal case on falsifications. He quite rightly considered it proved that the protocols "introduced false information about the number of votes for political parties and candidates for deputies, while forging the signatures of members of election commissions."
However, as we have already noted, two days later, on March 27, the deputy prosecutor of the region M.V. Mozhaev volitionally canceled the decision to initiate a criminal case.
The prosecutor refers to the investigator's inspection of the ballots from the polling stations: "During the inspections, it was established that the votes on the ballots coincide with the data entered in the State Antimonopoly Service Elections."
But how can this serve as an argument if the electoral books are falsified? There is enough evidence from voters who were not even in the city on election day, but their signatures are forged in the books.
As you can see, the CEC again took up the old. But the fight isn't over yet.
I sent a letter to Churov demanding that Vildanov resign and appoint a new team (with the involvement of members of the public) to verify information about massive fraud during the elections on September 14, 2014 in Zhukovsky.
The prosecutor's decision has already been appealed to the Prosecutor General's Office. Appropriate appeals have already been sent by both the Investigative Committee for the Moscow Region and the applicant Aelita Znamenskaya.
So the president still has a chance to confirm the image of a strong politician. At least in the eyes of Zhukovsky's voters.
