Sergey Medvedev: “I am a trembling creature or have the right?” This question can be asked not only Rodion Raskolnikov, but also millions of living beings who live in the city side by side with us. I'm talking about dogs, cats, all living things that share our lives, our hardships, our society, even make up part of this society. Recently, we again had to think about this problem. A couple of weeks ago there was an episode in Chita: supposedly homeless dogs bit a child, a second -grader. After that, a state of emergency was announced in the city, raids and dog hunting began, and stray animals began to shoot. And the people's artist who arrived there, People's Deputy Joseph Kobzon also called for shooting homeless dogs, which caused a lively discussion in mass media.
This is a good reason to raise the question again: who are they, these living creatures who live side by side with us? Equal members of society or our property? Do they have the same rights as people? We are talking about this with our guests today. These are zoo defender Irina Novozhilova , philosopher Arseniy Khitrov , actress Elena Papanova and a famous actor, zoo defender Leonid Yarmolnik . For starters, I want to understand (philosophically), what is a dog in the ecosystem of the city? Is this an equal participant, a member of our society or, say, a homeless dog is a kind of parasite that lives on the body of society?
Elena Papanova: It seems to me that this is not a parasite. This is our fault. After all, if there were no negligent owners who throw their pets into the street, there would be no homeless dogs.
Elena Papanova
Irina Novozhilova: I would like to touch the story with Kobzon, because he was clearly misinformed. The problem with flocks of animals arises because the state does not solve the problem of homeless animals - not decades, but for centuries. A hundred years ago, Sharikov, the hero of Bulgakov, ran with his submarine cleaning. Nothing since then has changed in all cities of Russia. The only way of regulating the number is still considered to be trapping animals with subsequent murder. It is because of this that the problem continues to aggravate.
Who are they, these living creatures living side by side with us? Equal members of society or our property?
Sergey Medvedev: Is a homeless animal, dog or cat - is this a new biological species, is this a product of natural selection?
Irina Novozhilova: We do not have dogs who have been living for decades. These are constantly thrown out new animals. The duration of their life in the city is three years. People just take the animals home and do not sterilize them.
Sergey Medvedev: Is the population of the homeless somehow self-regulating?
Irina Novozhilova: Yes. There is a network of roads, there are diseases. Animals are doomed.
Sergey Medvedev: They also multiply. I read in your materials why the shooting of animals does not work: the remaining begins to actively multiply.
The state does not solve the problem of homeless animals - not for decades, but for centuries
Irina Novozhilova: Yes, there is such data. Homeless animals are the result of inconsistencies of supply and demand. Animals are born much more than people are able to take in houses. Here you need to follow the path of control with the help of an economic lever.
Sergey Medvedev: Burify the owners?
Two categories of people breed animals: those who do not sterilize them and those who are engaged in breeding as a business
Irina Novozhilova: Not only. Two categories of people produce animals: those who do not sterilize them and those who are engaged in breeding as a business.
Elena Papanova: I know very little people who want to take animals just from the shelter, from the street, mostly take good, purebred.
Sergey Medvedev: Animals are a sign of symbolic consumption status.
Only 3% of people acquire animals for considerations of compassion, all other motives are absolutely selfish
Irina Novozhilova: There was even a hundredth care, according to what reasons the Russians acquire animals. Only 3% said that for considerations of compassion, all other motives are absolutely selfish.
Irina Novozhilova
Sergey Medvedev: Leonid, is an animal for you property? In general, is an animal in private property?
Leonid Yarmolnik: This is private property, but this is part of my life. These are members of my family, for whom I bear absolute responsibility: I care, bring up. This is part of what I do for my children - bring up the next generation.
Sergey Medvedev: In this regard, they are probably more than private property - these are equal participants.
Animals are members of my family for whom I am absolutely responsible
Leonid Yarmolnik: Of course, these are creatures who have a heart, soul, have all the same qualities. These are our smaller brothers.
Sergey Medvedev: Do they have rights? Do animals living next to you have any rights?
Leonid Yarmolnik: I think they have rights. Dostoevsky wrote so in vain. A person should be somewhat different from the animal. But today people behave like trembling creatures - they have no conscience, no right, no duties.
Today, people behave like trembling creatures - they have no conscience, no right, no duties
Recently, due to those nightmarish cases that occur according to thoughtlessness, by the oversight of local leaders, due to the fact that the money that allocates provinces, including Moscow for sterilization, chipping dogs, to maintain in the normal state of shelters ... we have a terrible mess. And I have already stopped being shy about the cereal to blame officials of arranging tenders on which people simply earn money, that is, the appearance is created that they are doing this. I, as a member of the Board of Trustees at the Moscow City Hall through homeless animals, repeated several times in other media outlets that if the venture or the concerns that we put on ourselves began 10 years ago, if we started to spend money, this problem would not have been at all today. She would be the same ordinary problem as the flu epidemic.
Sergey Medvedev: What is a holistic program could be a solution?
Leonid Yarmolnik: First of all, some power structures and people who can still not only open the doors, but also insist on something are needed. Now Joseph Kobzon has connected to us.
Doghanters are people who have no soul. Today they kill dogs, getting pleasure, tomorrow they will kill passers -by, the day after tomorrow - children
Maybe the worst thing will happen, because today the protection of animals is in the department of the Committee on Agriculture. We want to translate this topic into culture, because we are not talking about dogs, but about the culture of human relations with the environment. Dogghangers are people who have no soul, they are so educated. These are unhappy people, I feel sorry for them. I do not fight with them. Something happened in their life. These are sick people. Today they kill dogs, getting pleasure, tomorrow they will kill passers -by, the day after tomorrow they will be children.
Leonid Yarmolnik
Sergey Medvedev: What is the decision? Is this sterilization, are these shelters?
Leonid Yarmolnik: This is the adoption of a civilized law, which will indicate that the breeders who produce thoroughbred animals ... After all, there were a lot of mongrels in Russia earlier, and then, when the curtain opened, they began to breed a lot of rare thoroughbred dogs. And a person who has some money buys a thoroughbred dog-this has become prestigious. This has become a business. Maybe at the lower level this is somehow regulated, but the breeders do not pay taxes, they are not responsible. If they did not sell all the dogs that they produced, they throw them away.
Sergey Medvedev: That is, you need to start at the level of breeders?
Chipping and sterilization - the state should allocate money for this
Leonid Yarmolnik: This is the first, most importantly. The second is chipping and sterilization, the state should allocate money for this. It is necessary to control how this money is spent. Create in Moscow, for example, 100-150 sterilization points, then they may become smaller. This is all easy, but money needs it. And then people will turn into people. And today we are turning people into absolute monsters. I do not know how in this atmosphere you can educate children, how can you maintain self -control yourself. My colleagues and I will spend a lot of time on this. After all, those people who are involved in the problem of homeless animals today do not like animals and do not know the problem.
Sergey Medvedev: Very often it will be heard: that you are engaged in animals, first equip people!
Leonid Yarmolnik: If your legs, stomach and throat hurt, will you treat something separately or all together? If we do only people, but we will not be dogs, then we will not turn into people, we will not solve the problem.
Sergey Medvedev: Arseny, how ethical dog breeding is from the point of view of bioethics? How does it differ from breeding people?
If we do only people, but we will not be dogs, then we will not turn into people
Leonid Yarmolnik: Dogs are sincere in love.
Arseny Khitrov: It seems to me that stray animals are the result of not only the lack of appropriate institutions. The paradigm of pets, which arose at the beginning of the new time, at the beginning of modernity, is also important here. The category of pets itself is not a given, it is not what exists in the world, like other things.
Sergey Medvedev: Wasn't it in antiquity?
They began to breed animals in urban conditions with the advent of large cities
Arseny Khitrov: Culture historians say not. They began to breed animals in urban conditions with the advent of large cities, that is, this phenomenon comes from industrialization, urbanization. People were alone with stone jungle, with growing factories, and they wanted to return nature, build a small nature around themselves.
Sergey Medvedev: That is, an animal - as a companion, and not as a guard?
Leonid Yarmolnik: much easier. Pets are a person’s flight from loneliness. Many are deprived of a different opportunity to communicate with a warm, heart being. It is more difficult to agree with people. And no one gives such reciprocity and honesty as animals if you love them. I know many examples when people found a common language with animals, and it was easier for them to communicate with people later.
Sergey Medvedev: A middle -aged man was not alone, the phenomenon of loneliness appears just in the new time.
Arseny Khitrov: Yes, since the masses appear. It would seem that this is the opposite of loneliness: you are all the time among other people. But in a paradoxical way - the more these masses, the more you are alone.
Arseny cunning
Pets are a person’s flight from loneliness
Leonid Yarmolnik: There is an expression - "loneliness in the crowd." This is the city, this is urbanization.
People should remain people. The most important thing to talk about is about the adoption of the law. Do you know what law they wanted to adopt in the Duma because of egregious cases when people overshadowed and accuse the dogs of gnawing someone? This, of course, is terrible, but people are to blame, not dogs. Now they want to adopt a law in order to catch, shoot and poison dogs. If this law is adopted, we will once again prove that we are not a civilized country. This story with Joseph Kobzon, who was amazed at what happened in Chita ... This is a natural human reaction when you see a murdered child. There the investigation is not yet completed, and I insist that the investigation really was in full, and not put a checkmark - the dogs are bitten.
Because of this case, they want to adopt a law according to which all people can be shot and poisoning dogs (this is already happening around the country). If this happens, drain the water - there is nothing to talk about it at all. But there is no thin one without good: it’s good that they paid attention to it. This is necessary in order to adopt a law, as a result of which it will be possible to control the actions of nonhumans, to control the expenditure of money for these purposes.
The main thing is to adopt a law, as a result of which people would be responsible for their relations with animals
I spoke in the State Duma: everyone is afraid that now we have difficult time in our country, and this program requires financing. I took the courage to promise to the Duma that we will ensure the financing of this law after its adoption. We have repeatedly talked about this with Vladimir Vladimirovich. Since we live in a country where it all depends on our president to pay attention to the problem, I will achieve this. In extreme cases, I will find people who will help finance this process as sponsors, as investors. The main thing is to adopt a law, as a result of which people would be responsible for their relations with animals. A person must be responsible if he took a dog, bought a dog, bred dogs.
Irina Novozhilova: A lot says that financing is required, and the logic of officials is incomprehensible. Huge funds are spent every day on these meaningless killings, and immediately the flocks are replenished, because the population reacts with a surge in the birth rate. This is just a gigantic sling of budget funds.
Sterilization program, Program for financing shelters "saw" like Moscow tiles
Sergey Medvedev: This is the development of budget resources, as I understand it. The sterilization program, the financing program of shelters "saw" like Moscow tiles.
Leonid Yarmolnik: The money will go much less than it goes now to these inhuman howls.
If we do not pay attention to education and culture, then all laws are meaningless
Elena Papanova: It seems to me that if we do not pay attention to education and culture, then all laws are meaningless, because you will not keep track of who did what with the dog. Maybe start with schools?
Leonid Yarmolnik: How can you raise a child if a dog is killed before his eyes?
Irina Novozhilova: The law reflects the level of consciousness. Sometimes laws are advancing. If the average mass of people does not understand something, then the law can push, stimulate.
Sergey Medvedev: Is it possible to regulate animal rights in Russia, to say that animals have rights? According to the German Constitution, for example, animals have rights.
We perceive our neighbors on the planet not as raw materials, but as equal with us
Irina Novozhilova: This is not about the right to vote in the State Duma. We are talking about life, protection against suffering. This concept was proposed by four graduates of Oxford, philosophers, they were able to explain all this. We perceive our neighbors on the planet not as raw materials, but as equals with us.
Arseny Khitrov: In modern philosophy, there are two main ethical positions that do not deal with the issue of animal rights, but deal with the issues of ethical attitude to animals. The first position is based on a Kantian ethical position, that is, regardless of what the conditions and consequences of animal treatment, a person should adhere to some ethical principle. Regardless of whether we think that animals can suffer, remember suffering, supporters of this position urge an ethical position.
Theorists and practices of slavery often referred to the fact that slaves are a kind of animal
They appeal to the history of slavery, which also for a very long time was justified by references that slaves do not feel, are not carriers of moral consciousness and so on. Theorists and practices of slavery often referred to the fact that slaves are a kind of animals. Even from antiquity, from the Old Testament legends, from early Christianity there is this idea that there is an impenetrable border between man and animal.
Sergey Medvedev: Not only from antiquity. Descartes said that animals are mechanisms that do not feel pain, it is just a reaction. As you press on a toy-sprout-it squeals, just the same animal: you hit it-it squeaks, but does not feel pain.
Animals are participants in a social contract, they experience suffering, and these are the consequences of their relationship with a person
Arseny Khitrov: The second position is utilitarian, it draws attention not to the principle, but on the consequence of the act - this position comes from Bentam . The philosopher Singer, a supporter of utilitarianism , believes that animals are participants in a social contract, they experience suffering, and these are the consequences of their relationship with a person. It is necessary to take into account this factor and minimize the suffering of animals.
Utilitarianism led us to a global environmental crisis
Irina Novozhilova: We are moving away from various types of discrimination - according to sexual, property, racial characteristics. Now on the agenda - species discrimination. It even has a name - visism. That is, we are trying to solve this problem. And utilitarianism led us to a global environmental crisis. We perceived animals as raw materials for the production of meat, furs, for experiments, entertainment. That is, we absolutely enslaved everything. This philosophy brought us to the abyss.
Sergey Medvedev: We are stopping the discrimination of some types after the century.
Few people know about this.
That's all.
