A case of negligence has been opened in connection with the fire at the INION library

Investigators opened a criminal case in connection with a fire that occurred at the Institute of Scientific Information for Social Sciences of the Russian Academy of Sciences and the Federal Agency of Scientific Organizations (INION) in January 2015. The case is being investigated under Part 1 of Art. 293 of the Criminal Code of the Russian Federation (negligence), says the official statement of the Investigative Committee. According to the investigation, from 2005 to 2014, during inspections, EMERCOM employees identified fire safety violations, but they were only partially eliminated.

“Long-term failure to comply with the instructions of the fire supervision authority by INION RAS officials led to the outbreak of a fire on January 30, 2015 in the library building with an area of about 2000 sq.m. with the collapse of the roof, which resulted in the destruction and damage of state property, as well as part of the library collection objects for a total amount of over 1.5 million rubles,” the Investigative Committee reported. Earlier it became known that the prosecutor’s office revealed violations in the activities of the management of INION, RAS and FANO . According to the findings of the inspection of the supervisory agency, INION's roof leaked repeatedly during rainfall. The building had faulty wiring; lamps without shades and oil radiators were used. Experts said the likely cause of the fire was the ignition of flammable materials.
