
This year, the state German television and radio company Deutsche Welle (“German Wave”) among the finalists of the international competition “Best Social Initiative on the Web” called the Russian project Dissernet [1] . Apparently, this is primarily due to the fact that the tasks that the Dissernet project set for itself are well known to the international community. The problem of falsifications in the field of scientific certification is acute not only in Russia. However, the reaction within Russia to the opened facts of falsifications is fundamentally different from the one that is characteristic of the rest of the civilized world. The Institute of Russian State Power definitely sides the scammers from science. If throughout the world, if the facts of violations of academic ethics are found, it is customary to restore Status quo and deprive crooks of the scientific degrees undeservedly assigned to them, despite the limitation period, then at the highest political level they call not to explode the landscape. Why is this happening? What internal mechanism causes a reaction in a society that contradicts common sense? The results of the two -year activities of the Dissernet project give an answer to these questions. The answer is surprisingly simple: total corruption.
It is appropriate to draw an analogy with dense urban traffic. When there are many cars on the roads, the movement is difficult, but it is still present. And when there are too many cars, and besides, some pest turned off all the traffic lights, the urban movement is completely paralyzed. All the highways are closed, turning into a continuous standing cork.
The newspaper of the TRV-hunger has already repeatedly wrote about individual cases of falsifications in the defense of dissertation and the dissertation councils in which such falsifications were put on the stream, as well as the expert councils of the highest certification commission (Higher Attestation Commission), which are, in fact, a roof for undisguised crooks in the assignment of scientific degrees. However, for the successful operation of this factory, another key element is important - scientific publications in magazines from the so -called VAK list. This list includes thousands of mostly few known magazines, publications in which, nevertheless, are a necessary formal requirement of the Higher Attestation Commission on the Protection of Dissertations. Take for example any dissertation, the text of which is completely borrowed from someone else's work. There are more than enough such examples. In the Dissernet community, such dissertation work is called "carbunks." It is obvious that the article in the scientific journal of the author of the Karbunkutny dissertation will also be carbunkile. How can this happen? After all, the editorial offices of scientific journals included in the VAK list assure us that their publications are fully referred, that is, they pass through the harsh filter of expert reviews. As it turned out, this riddle has a very banal solution - in the editions of publications that provide fake dissertations by magazine publications, all the characters who are engaged in the dishes business both at the level of dissertation tips and in the expert councils of the Higher Attestation Commission are working. Now, when a huge statistics of falsified dissertation cases have been accumulated in the Dissernet project, to drive away the composition of the editorial office of a magazine on the extensive electronic base of scientists, directly involved in falsification, is a matter of several seconds. I must say that so far the disserter has not been engaged in scientific publications in magazines, nor monographs, or textbooks. And in those rare cases, when it was still necessary to touch this malignant tumor, it became clear that the scale of the disaster in this area is incommensurably larger than in the field of dissertations. Now the dissertations are presented only by the top of the Big Iceberg. The scale of the problem of scientific periodicals in Russia is so great that it is impossible to approach it individually, considering publications separately. Therefore, we will begin the study of this large and important topic using statistical methods. An example of this approach is shown on the graph. Here, Russian magazines for economics with the Impact Factor in the RSCI in the range from 0.2 to 1.0 are considered here. Why is such a range selected? Only two magazines are located above the units that deserve to write about them separately. Below is 0.2 stamps-the habitat of little-known magazines that almost no one pays serious attention to-the very concept of an impact factor is based on the number of links to materials published in the journal over the past few years. The total number of cases of falsifications known to the “dissertation” was postponed on the vertical axis, to which the members of the editorial board of the magazine had the most non-interior attitude, that is, they played on the defense of such a dissertation of the role of scientific leaders, consultants or opponents. Such protection we call disserternet-cases. On the horizontal axis, the value of the magazine impact factor is postponed. Three green circles are three Russian magazines in economics that are part of the SCOPUS international bibliometric base. It is significant that two of the three Skopusov magazines also have an impeccable reputation, from the point of view of the Dissernet project. The third magazine, as you can see, is in doubt. On the rights of anonymity, the representative of SCOPUS suggested that this third journal was included in the plan of the general policy of supporting regional publishers. Red circles on the schedule marks magazines, on the conscience of the members of the editorial offices of which there are more than twenty disserteries. It should also be noted that the vertical scale on the graph is logarithmic. Among the red circles of auto-enlighteners, the obvious leader is the Eurasian International Scientific and Analytic Journal “Problems of the Modern Economics” (98 disserter-cases). Such an honorary place was provided, mainly, two unsurpassed disserter leaders in the economy, which are part of the editorial council of the magazine: the first vice-president of the Russian Academy of the Humanities, and the Dokt. Econ. sciences, professor, head. Department of Economics of Moscow State University of Technology and Management. K. G. Razumovsky F.F. Sterlikov [2] and Honored Scientist of the Russian Federation, Dokt. Econ. sciences, professor, head. Department of St. Petersburg State Economic University V.V. Buzyrev [3] . But the meaning of the graph does not at all come down to professors F.F. Sterlikov and V.V. Buzyrev. And it consists in an obvious negative correlation between the magnitude of the impact factor (the readability of the journal) and the degree of dishonesty of its editorial team. This anti-correction partially verifies the approach to the selection of magazines based on the impact factor.
Why do such statistical studies of mass pseudo -scientific bullshit need? The task of cleansing the scientific space from an illegal foam, as it is now clear, is not reduced to the closure of ineffective dissertation councils. After all, the recovery of publication policy is even more important. In this situation, this task is not easy and requires comprehensive consideration.
So, the circle is closed: the dissertation councils, expert advice of the Higher Attestation Commission and the editorial offices of magazines are supervised by the same characters who have long been familiar with the disserter. The client in Russia buys a turnkey dissertation, and “punctures” should not arise at any of all formal stages that must be passed to receive a paid “crust”. All links of this chain are very linked to each other. In the monolithic of such a vicious connection (read corruption), the main difference from how this happens in the West. The mass review of undeservedly distributed scientific degrees “will blow up the landscape”, the house of the house will collapse, and the country in formal scientific indicators in world ratings will be approximately in the same honorable place that it occupies today in terms of corruption. I must admit that this is a very expensive price. But once she will have to pay.
