A physicist was arrested in Sarov 
On Wednesday night, the Sarovsky City Court of the Nizhny Novgorod Region decided to arrest the accused of disclosing the GOSTain of the former researcher of the Russian Federal Nuclear Center Vladimir Golubev. The decision was made at about one in the morning.
66-year-old Golubev is an explosive specialist. In July 2014, he was suspected of disclosing secret information. Back in 2013, Golubev spoke at a conference in the Czech Republic. The Russian work was published, after which Golubev was fired from the RFYAC, where he worked since 1975, and in July 2014 he was under investigation. He faces up to four years in prison under the article on the disclosure of GOSTaina.
According to the defense, the arrest became revenge because the court decided to remove Golubev’s subscription to non -disclosure of the investigation. In fact, the scientist was accused of a blog on the website of Open Russia.
The situation was commented by the deputy. editor -in -chief of the portal a Gentura.ru Irina Borogan:
“The tendency to pursue scientists in this way has not begun for the FSB today. There is a whole stream of such cases, the first of which appeared in the early 2000s and even in the late 90s. Then a whole group of scientists was accused of disclosing state secrets, among them were employees of various institutions. The processes walked along exactly the same patterns, although then some managed to fight back, and not everyone got into prison. But Golubev failed.
In principle, it is just a complete idiocy - to attract an employee of the Secret Institute for disclosing state secrets in this way. Obviously, he gave a lot of subscriptions about admission to GOSTYAN, in the institution where he works, the 1st department is operating, and if he continued to work at the moment when he made a report, it is obvious that this was his performance, like any other, was authorized by the 1st Department or leadership. And the fact that a person can disclose something secret at an open speech at the International Conference is complete nonsense. And the fact that the case was opened only when the report was published, otherwise they would not have found out what he was talking about, gives this story even more absurd. As, however, to all such cases against scientists. Scientific exchange is a scientific exchange, what is the point of disclosing any secrets in public? One thing is espionage, and the other is such performances.
But the FSB has been engaged in such things for a long time and has never stopped. The other day, a professor from St. Petersburg died, accused of the transfer of secret information, whose wine was exactly the same: he gave a lecture in China, but his notes were considered secret. He was given 12 years, he sat for 2 years and died.
Just the FSB sees his work like that. Instead of looking for something real, they catch those who are easy to catch. It is clear that it is very difficult to calculate a real spy, a huge job should be done. And to catch a scientist who works in a scientific center is very easy. It is known where he, what he is doing, where he reads reports, so attracting him for public activity is simple. He took, rewrote the report into a criminal case, and that's it, the article is ready.
Specifically, in Golubev’s case, the specificity lies in the fact that for some time he was under the subscription, and then he was closed, saying that he was violating the subscription conditions, although, as he did, it is incomprehensible. Thus, his conditions worsened significantly, because when he was under the subscription, this said that there was a chance of terminating the case for one or another circumstances or that he would gently react to him in court. And now, after he was elected arrest as a preventive measure, there was less chance of such an outcome. And although I hope that this absurdity, thanks to the action of his lawyer, will stop, but practice shows that taking into custody is very bad.
Now the scientific community has a panic due to this manic activity of the FSB in relation to scientists, as well as because of a number of laws that prohibit obtaining foreign financing for their developments. Scientists refuse to participate in foreign conferences, refuse to joint work with foreign centers, because they may face punishment. And it is not clear why. It is impossible to get a list of information constituting a state secret, because this list itself is a secret. It is constantly expanding, while no one knows what it consists of, and everyone acts at their own peril and risk. You can speak, publish reports and articles, cooperate with the 1st department, but at any moment an employee of the special services can come and attract you. And the article is very serious, this is a long time. And it just kills scientific exchange and slows down our science, which is already behind.
Even what country the conference was held in does not play any role. One and the same can give both Western countries and China. For the FSB, they don’t care, they need to crush things and report, and with whom the work was, they are not concerned. The law of the state does not distinguish between, so they will joyfully sign any country. ”
