According to Kommersant, she made such a statement during the government hour, at which the head of the police department Vladimir Kolokoltsev made a report to the deputies.

Whether the proposal was approved by Kolokoltsev or one of the deputies, the publication does not specify.

As stated in the biography on the Moskalkova website, she served in the Ministry of Internal Affairs for more than 27 years and has the title of Major General of the police. Also, among the former posts of the reference, consultant of the pardon department of the Presidium of the Supreme Council of the RSFSR is listed.

A year ago, the commission under the Moscow City Duma on monumental art for the fifth time since 2000 refused to return the monument to the chairman of the Cheka to Felix Dzerzhinsky to Lubyanka . Installation of the monument, the members of the commission noted, "can cause undesirable tension in society."

Meanwhile, at the end of 2013, VTsIOM published the results of a survey, according to which 45 percent of Russian citizens approve the idea of ​​returning the monument to Dzerzhinsky to their former place. A quarter of the respondents spoke out against. The main argument in favor of the restoration of the monument was the statement about the need to remember the domestic history. Another 23 percent of supporters of the return of the monument was called Dzerzhinsky "outstanding personality."

In September 2014, the name Dzerzhinsky was returned to a separate division of the internal troops of the Ministry of Internal Affairs. As stated in the relevant decree of Vladimir Putin, the decision was made "at the request of the veterans of the division."
