The State Duma allowed to submit a notice of action before the holidays

On April 21, the State Duma adopted in the third reading a bill specifying the deadlines for filing a notice of holding a public event and allowing the filing of a notice before long holidays. The text of the document is published in the Automated System for Legislative Activity Support.

According to the draft law, now in cases where the deadline for submitting a notification completely coincides with non-working holidays, notification of an event can be submitted on the last working day before them.

The draft law was submitted to the State Duma after the Constitutional Court found the norm on notification to be contrary to the Constitution on May 13, 2014, since it does not provide for the possibility of submitting a notification of holding a public event during long holidays.

The law on rallies requires organizers to notify local authorities of a public event no earlier than 15 and no later than 10 days before the expected date of the action. If it is a picket, the notice may be submitted later, but no later than three days before the event or four days if these days fall on holidays. Single pickets are allowed to be held without notice.
