Healthcare institutions in the Kama region lack 1.5 thousand specialists; the supply of medical personnel in the region is 68%. Such data were announced today at a press event on monitoring the quality and accessibility of healthcare in the Perm Territory, held by the regional branch of the All-Russian Popular Front (ONF).

“Frontnoviki” summed up the results of monitoring on the availability and quality of medical care, which they carried out in four medical institutions in Perm and Kudymkar. ONF activists rated the availability of medical care at 4.5 points, as noted by the leader of the regional department, Evgeny Simakin; earlier, the same assessment was given to the region’s healthcare by experts from the Federal Health Foundation, who made an appointment with a doctor via the Internet. Among the positive aspects, ONF activists noted changes in infant mortality rates from 8.1 times per thousand newborns in 2011 to 7.5 in 2014, and maternal mortality from 24.3 cases per 10 thousand people, in 2011 to 10, 3 in 2014.

“Our monitoring concerned mainly the city hospitals of Perm and Kudymkar, but the region is currently undergoing a reorganization of the healthcare system, it is important that residents of rural areas can receive high-quality and affordable medical care,” Mr. Simakin emphasized. Minister of Health of the Perm Territory Anastasia Kruten noted that the reorganization will affect 49 medical institutions in the region, emphasizing that the Ministry of Health intends to preserve the entire network of medical institutions located in rural areas. ONF activists were also concerned about the problem of access to medical care in hard-to-reach areas. Here, according to the minister, the air ambulance comes to the rescue. Another topic was the availability of medicines. ONF activists checked 11 pharmacies in the region for the availability and affordability of 15 vital drugs. Here the data from the Ministry of Health and the “front-line soldiers” differed somewhat. Anastasia Kruten recalled the agreement signed between the Ministry of Health and the NP “Pharmacists of the Kama Region”, according to which more than 60 pharmacies in the region “frozen” prices for 71 medicines, and asked the “front-line workers” for their list in order to compare it with what they have Ministry of Health

In conclusion, Evgeny Simakin touched upon the topic of staffing in medical institutions in the region. According to Irina Koryukina, rector of the Perm Medical Academy, today it is 68%; there is a shortage of 1.5 thousand specialists in the region. The most popular specialties are anesthesiologists-resuscitators, emergency doctors, phthisiatricians and local doctors. According to Ms. Koryukina, a lot here depends on the municipalities, on how they organize work to train and retain medical personnel. The head of the Ministry of Health, as a positive example, noted the law adopted at the regional level on monthly payments from the regional budget to students admitted through targeted admission in the amount of 1.2 rubles, as well as to interns and residents in the amount of 1.5 thousand rubles.

“The law has been adopted, funds have been allocated for its implementation, and they are not subject to sequestration in the budget,” emphasized Anastasia Kruten.
