"There are touchy people in law enforcement"

Sochi activist of the Ecological Watch in the North Caucasus, Vladimir Kimaev, was called to the investigator for a conversation: he was informed that due to publications on the Internet, they could start a case of arousing hatred or enmity for police officers. On the eve of the visit, Kimaev spoke to the ATS-info.

There is indirect data from the senior investigator Anna Yuryevna Ponomarenko from the Investigative Committee - she allegedly has information that messages were posted from my computer, and, in particular, the police colonel Medvedev, who works in the Adler district of Sochi, was mentioned. I am charged with the 282nd article. Tomorrow will not be interrogation, Mrs. Ponomarenko asks to give explanations for any specific publications.

The fact is that there are a huge number of specific publications. There are those that I wrote, there are those whom I did not write, but which were published under my name. I have a Word-sochi.ru resource. About four times on him were DDOS attacks, then it was simply closed, and I did not have access there. My site was not protected, I did not consider it necessary to spend extra money on its protection. In fact, in vain. The site was popular in narrow circles, and they tried to use it. My "understudies" appeared there, who said something on my behalf. Now the site does not work safely, all the information has disappeared. The same thing happened in Facebook: my double appeared with the same avatar who was full of friends to me! And on my behalf, under my account there were publications of a very negative nature in the group. When I found them, I deleted them. Perhaps it was a provocation, it was screens, and this publication will now be on the investigator's table.

And on the site and Facebook there was information, there are a huge number, more than two hundred videos where I gave interviews to various agencies - both ours and foreign. I criticized specific individuals for specific affairs, I have a huge number of video materials that confirm what I can give about this personal assessment. But for me to call, for example, to overthrow power, regime or specific persons, humiliated their dignity in relation to nationality, belonging to some social groups-this was not. There were cases of emotional reaction-for example, in the situation with the transportation of construction waste around the city (during preparation for the Olympics in Sochi, a large number of unauthorized garbage dumps were discovered -ATS-info). This is a real tragedy - these trucks were carried around the city, and the police were absent along all routes. And then I wrote somewhere: "The question arises: how much did you take?" But all such messages were about specific facts that were of great importance for people in the framework of compliance with constitutional rights to a favorable environment. These are environmental issues, also related to the Socialist. I acted and spoke and will advocate that every action, each jamb of the police has its own reflection, its assessment, public and personal, like mine. Mr. Medvedev and the head of the police of the Khostinsky district Bondarev, and General Umnov, the head of the city police department of the city of Sochi were mentioned in my messages. These were specific people whom I addressed, I focused on specific facts when the police either inactive or counteract, for example, to hold a public campaign. That is, my actions under the 282nd article do not fit unequivocally.

Ponomarenko told me that FSB officers came to me, but I was not at home. Apparently, this is some kind of comprehensive check. Much remains behind the scenes, but it is clear that when the Investigative Committee and the FSB work in pairs, this is some more or less significant event, and not just a police check. Moreover: she said that the data leaves my computer. The question arises: how did they determine what it is from my computer? It turns out that some kind of check is already being conducted, in the framework of some business. Apparently, it has been opened for a long time, since the FSB came to me a month ago. I learned about this from my district police officer, not from the investigator. But if it were something very serious, I would have twisted my hands for a long time, and I would sit in the pre-trial detention center. I say this to the fact that the situation in the Kuban has now changed-the authorities have changed (the governor of the Krasnodar Territory Alexander Tkachev, who held this post since 2001, was appointed Minister of Agriculture on April 22; the acting governor was appointed deputy manager of the President Veniamin Kondratyev- ATS-INFO ). If the case was started, this happened under the governor Tkachev. I do not think that a new person needs the beginning of activity with a scandal. Probably, our law enforcement officers do not track the situation a little. I would not want to recover again with law enforcement agencies, because there are touchy people there. In other words, vengeful.

We repeatedly tried to call the police to the dialogue for any reason. The police instead only inserts sticks into the wheels. Basically, this concerned public actions. The police, for example, prevented the holding of our campaign at the Russia state farm near the Olympic Park, pulled out our equipment from sockets.

In the period of preparation for the Olympics, I had searches, there was some strange accident when I got to the hospital-the brakes were completely removed from my moped.

I consulted with associates, some recommend not to go to a conversation with the investigator, others - to go. Naturally, I’ll go with a lawyer, look, listen - at least it is elementary to find out what they are charged with. There is little information for now.

The activities of the Ecological Watch in the North Caucasus were suspended by a decision of the Adygea court. I am a member of the council of this organization, I represent its interests in Sochi. Literally last week, the Supreme Court confirmed our legitimacy, there was a check of the charter of our organization. That is, "watch" exists. As far as I know from personal conversations, law enforcement officers were waiting for what the decision would be. If the Supreme Court decided that the “watch” should cease to exist, repression - I call it repression - would have begun instantly. And it turned out that, to the great disappointment of our opponents, the “watch” won, it is absolutely legitimate and acts within the framework of the law. The situation, which also confirms my powers as a representative of the “watch” for our Sochi law enforcement officers and regulatory authorities, of course, is inconvenient. Now there is a purposeful activity of law enforcement agencies to discredit “shift”, specific activists, in particular, me. Various methods are used. I intended to run for elections to the city assembly of Sochi this year. Perhaps this also somehow affects the decision on conducting an audit against me.
