I jumped out, I look - really, yes, our neighbors burn through two streets. Where are the firefighters? Someone said that firefighters were called for a long time, firefighters cannot find us, because they do not know the address. This was the very first shock after the fire that firefighters did not know the address. We rushed to call. The fire had already begun to spread to the streets nearby, we began to extinguish the neighbors, fire was already approaching their houses, decently breathed smoke. - How many kilometers from Abakan, the city, where, in theory, there should be many fire units, to your village?

- From Abakan we are located 13 kilometers. From the center of Abakan to the center of the village of Chapaevo. This is very close. The road is not loaded, there are two roads on which you can follow. But the fact is (and this applies not only to the Ministry of Emergencies, it also applies to medical care) that neither ambulances nor firefighters are sent to us from Abakan. They are sent to us only from the district center. And the district center (Ust-Abakan) is 30 kilometers from us, and the leading site is very loaded from there. That is, the fire engine should drive for about 30 minutes. What 30 minutes can be discussed if the house burned in 10-12 minutes. Bruska house burned in 10-12 minutes! Firefighters arrived almost at the very end, when we almost managed our own forces, but they also arrived in fact without water. We have no fire hydrants here, we are absolutely not ready for any natural disaster, either from the Ministry of Emergencies, or from the local administration.

- You wrote about the problems that people face when trying to get compensation for lost housing and property. What are these problems?

- Many people cannot receive compensation for the reason that they did not have the opportunity to register in their homes or just built them. And by law, until you put the house into operation, you will not be registered in this place. This is the first moment. The second point is the registration procedure itself is not cheap, and it does not last very quickly. To put a private house into operation, you need to pay about 30-40 thousand rubles. We are not a very large level of income, although they shout that we have an average salary of 30 thousand in Khakassia, but this is far from the case. We have an average salary-12-15 thousand. Imagine to build a house and put into operation, you need to pay 30-40 thousand. People take loans in order to finish at home, it is clear that they live for some period in order to at least put their budget in order. And in the end, now they say that you were not registered, so you will not receive any help. But this is not the most important problem. The most important problem is that they are also refused those who have a second housing. The point is not that we are sitting here with open mouths and are waiting for us to fall, heavenly, so that we are restored at the expense of the state everything that we have lost in a fire. Well, the fire was through our fault, but the fire was not through our fault, but by the negligent attitude of the administration and the Ministry of Emergencies, due to the fact that they are not fulfilling their duties, that they have no notification, due to the fact that their employees do not know the address. A young family lives next to me, they have moved here not so long ago from a problem region, I will not talk from which, they have a small child. Last year, his wife was in a position, they made a fence, it was clear that they did not have many funds, they built some kind of canopy, that's it. Now it’s a pity to look at him, he collects charred boards to score the fence. My other neighbor, whose fences burned down, the plastic windows melted from the fire, the house, fortunately, survived, managed to recapture, that’s what to do? He has Shatko-Valko his own business, his wife sits with two children at home, it is not so easy for us to get into kindergarten here. And too, please, got into debt ... Why should we go into loans and debts? This is not our negligence that we burned out!

- Where did you go to get compensation?

- There was a rumor that representatives of the administration, that is, social services were sitting in the local club in the village of Chapaevo, and they accept statements. Naturally, we went there. The women there are well done who were sitting, it is clear that they were from the younger bureaucratic link, they accepted statements, prompted something, adjusted. But it was, one might say, the first threshold on the way to administrative resources. This is all over. They promised us that they would come, take a picture that we burned there, what damage, all that. On this day, they did not have time to come, they arrived there two days later, a woman came, she took a picture of something from afar. I say: "Take it, take a picture, here the property is burned out, here is a fence ...". Well, she took a couple of pictures there, three or four-that's all, I recorded that there really was a fire and something burned out.

He called him, he said: "Yes, we are preparing lists, payments have already begun." We learned that the payments have begun only from the Internet. The media also said, on a local television channel that, yes, they began to arrive from the federal budget, there is support, everything will happen in stages, everything will be fine. But, as it turned out, it will be good, I believe, only 60 percent of the fire of fire. Because there are a lot of people who have suffered from fires, most likely, will not receive this compensation. Precisely because they are either not registered, or have a second housing.

I have not agreed with you, let's agree!" - "You will receive a notification, and please sue." I say: "Wait, which court are you talking about? What notifications are you talking about? On what basis?" - "You are not registered there!" Here is the only justification - you are not registered there, which means that you are not supposed to be any compensation. Victor Zimin, the governor of the Republic of Khakassia, in the very first hours of fires began to declare the amount of damage. On the same day, he began to say numbers: 5 billion rubles ... Although, of course, the figures are really high, everyone understands this. But, be kind, if you ask for that kind of money, please provide assistance to everyone. - Initially, I thought it was only my opinion. In fact, such an opinion is more and more strengthened every day. Yes, everyone practically talk about it! There are people who really just go crazy, what should they do? They raised fairy tales that we will build at home here on September 1, that everything will be cool and well, you just do not worry, do not raise the buch, do not demand any resignations or something else. And here it begins smoothly and evenly. The population really thinks in this way: yeah, of course, decided to steal. Yes, of course, they decided to steal! This is what today they are talking about.

- You say that there was a good summer day, you cleaned the grass. You removed it, and many say that fires arise due to the fact that someone does not remove, but burns. What is the cause of fires in reality? It is clear that they did not take the village, that firefighters do not know the addresses, all this is wrong, this is all an oversight of the local authorities, but why does fire initially arise? And is it possible to somehow deal with him in conditions, for example, a hurricane wind? They say that with such a wind even riveting does not help?

- Indeed, we have a special regime in the spring and autumn period, when dry, we have cases that the local population is fined when it burns grass there. Secondly, yes, indeed, there were gusts of wind, and it is not always possible to block from them, but there are norms. Moreover, such winds for Khakassia, for the Abakan suburbs, for Abakan are not uncommon. One could make sure that the strip is not 10 meters, but 20 meters. I understand, maybe there would be some coals by the wind, but there would be no such scale, it was not!

- Do you have the village of Obakhano?

- The fact is that in the area where I live, in the area of new buildings, not all sections have yet been populated. Near our site we keep order. In the area of fire farm, 6 meters from our fence and on the main street we had little grass. But there are sites nearby, which, in fact, are not ownerless, they have owners, but for some reason the administration does not work with the local population, they do not find out who are the owners of these sites, why is a grouses formed in these areas. That is, grass, which can sometimes reach human height, is just no one removes it. And this also creates a fire hazardous atmosphere. Some neighbors were interested in the administration: give the contacts of the owners of the plots so that we at least look for these people to you to remove dryness. Because we are building here, and uninhabited areas nearby. The administration does not provide such information. They themselves do not seek, and do not let the neighbors look.

- Do you have the feeling that, at least for this year, this nightmare is over? Or somewhere something else can light up?

- Near us everything burned out. But there are still a lot of places, even in our settlement and in many other settlements where there was no fire, the fire went around them as a result of changing the direction of the wind. Now hot days have come again, and I think that no one is safe from the fact that a new fire can be.

- This week Vladimir Putin came to Khakassia. Is there any feeling that something began to change in this connection?

- Yes, sure! The first sensation that appeared in connection with the arrival of Putin is that we were denied payments. This is the only thing I saw. He went to a width, which is from us at 180 kilometers. The fact that near the city of Sayanogorsk, for example, the villages were almost completely burned out, completely burned, that an absolutely socially unprotected layer of the population really lives there ... By the way, a video was published on your site that a woman cried there, killed that they refused to pay, this is completely.

I think you know how in our country they are engaged in otkovitiya, that everything is cool and good. Putin, he, too, is probably a very busy person, he has a lot of his problems there, plus the Trans -Baikal Territory, you need to enjoy everything, they showed him: we are doing everything ...
