
Vladimir Platonov himself abandoned his doctoral degree, but did not admit in plagiarism
It took Platonov to deprive the ex-chairman of the Moscow City of Law, the dissertation council of the RUDN Law Institute, where five years ago was defending the politician five years ago: the scientific secretary Albina Batyaev read out the statement of Platonov himself with a request to deprive him of his degree, after which the meeting unanimously submitted a positive conclusion. Vladimir Platonov served as chairman of the Moscow City Duma (MGD) 20 years - from 1994 to 2014. In September 2014, he became an adviser to the president of the Bank of Moscow, while remaining a deputy of the MGD. He defended the dissertation on the topic “Differences between the federation and its subjects as the principle of Russian federalism” at the RUDN Law Institute as early as 2010. The institute’s dissertation was headed by the institute - and is still headed by Andrei Klishas, chairman of the Federation Council Committee on Constitutional Legislation and State Construction.
The alarm bell for Platonov rang June 28, 2013: on that day, the volunteers of the Dissernet community appealed to the awarding of a Moscow policy of academic degree. The reason was good: in the work of Platonov, activists found about 109 pages with borrowings from other people's dissertations, scientific articles, and even from textbooks.
Platonov explained the presence of plagiarism, as well as the request to deprive him of his academic degree: “I ... do not see the point of making excuses for the text of my dissertation study ... During the discussions with colleagues-scientists, we never sought to establish the championship of the expressed ideas,”-it was written in black and white, the former chairman of the MGD and the current deputy, which was read out by the secret secretary The dissertation council of Batyev.
If you believe the study conducted by the experts of the Dissernet community, in his “scientific work” Vladimir Platonov borrowed more than ten pages from the candidate dissertation of 2001 by Alexei Shatilov - “Features of the legal status of autonomous districts in the Russian Federation”, six pages from the Author of the dissertation of Albina Beelgian federalism - 2008, and also 2008, as well as Pieces of two textbooks, two monographs and three scientific articles, the last of which was released in 2002.

Exposure technology
Appeals for the award of scientific degrees, the volunteers of Dissernet are usually sent to the Ministry of Education and Science and the Higher Certification Commission (Higher Attestation Commission). From there, the complaint falls into the dissertation council that awarded a controversial degree. So, in fact, it happened with the dissertation of Platonov.
Having received an appeal statement, the dissertation council appoints a meeting at which the arguments for and against imprisonment are considered. The applicants and the dissertant himself are invited to the meeting. After listening to the arguments of the parties, the Council makes a decision and reports about it in the Higher Attestation Commission. The corresponding expert council of the Higher Attestation Commission (in the case of Platonov-the Council by right) issues its conclusion, which then confirms the Presidium of the Higher Attestation Commission and which forms the basis of the order of the Ministry of Education and Science on the deprivation of the unfortunate displayer of the scientific degree.
The doctor of legal sciences Platonov became June 30, 2010. The term in which you can challenge the awarding of a doctoral degree is three years. That is, the activists of Dissernet managed to appeal just two days before the deadline.
For several months, the Ministry of Education and Science did not answer the “disserters” at all - I had to complain to the Prosecutor General. The complaint was reinforced by the deputy of the State Duma Dmitry Gudkov.
In February 2014, the ministry finally came from the signature of Sergei Ignatiev, then the head of the department of scientific degrees of the Higher Attestation Commission. Ignatiev argued that the appeal period has already been missed, while the stamp on the statement of Dissernet confirmed the date when it was accepted for consideration, “June 28, 2013”.
Activists wrote to the ministry again and at the end of 2014, finally received a substantial answer: a meeting of the dissertation council to deprive Platonov by the doctoral degree was scheduled. And on April 22, the issue was resolved, well, just with lightning speed.

Signs of differences
The chairman of the dissertation council, Senator Andrei Klishas, did not comment on the situation of NT , only saying that Platonov was discussing his decision with him before submitting an application.
After a meeting in RUDN, which was present at the NT correspondent, one of the Council members, Doctor of Law, Peter Kucherenko, sat down to the volunteers of Dissernet. He noticed that Platonov’s dissertation is worth it to give him a doctoral degree, quotes are simply incorrectly issued in it. “There are generally situations where there is no dissertation, but there is a scientific degree,” added a doctor of legal sciences. Yes, he agreed, entire pages from textbooks were rewritten in the dissertation, but this is not a reason to deprive the respected man of regalia, he said.
To the question, why, already, an already respected person in general, a doctoral degree, Kucherenko replied: “In conditions of universal higher education, belonging to pseudo -elite determines the presence of either money or a degree.”
Activist of Dissernet and psychologist Alla Samsonova is expressed much more sharply: in her opinion, officials and politicians need dissertations as a symbolic decoration, "as beads." The material benefit of the presence of a scientific degree is not so great: if a candidate of sciences works at a budgetary scientific institute or a university, then his monthly allowance is 3 thousand rubles. The premium of the Doctor of Sciences - 7 thousand rubles. Various ministries and departments can assign additional allowances for a degree.
Cross of knowledge
Vladimir Platonov himself, in a conversation with NT , assured that he received a degree not at all because of vanity, but out of love for science. “I had a desire to engage in science in the prosecutor’s office * * from 1983 to 1991, Vladimir Platonov worked in the prosecutor's office of the Moskvoretsky district. But they explained to me there that there is already one candidate of sciences - the city prosecutor - and they no longer need, and did not give a description, ”the deputy said.
When Platonov already worked enough at the MGD, he, in his own words, had a desire to protect the candidate. He explains it like this: “During the work of the Moscow City Duma and the chairman of the Committee on the Constitutional Legislation of the Federation Council, I have accumulated a lot of materials on difficult federal relations that specialists prepared for me, but I never had an intent to abduct someone else's.”
Platonov is sure that in his work he was able to say a new word in science. True, in a conversation with NT , he failed to clarify what exactly he managed to open.
But what about the fragments of the dissertation, copied, as the “disserters” claim, from textbooks? Platonov refused to “discuss at the household level” his work, calling the applicants from “Dissernet” by people who are not related to science. “I have no doubt in this work, and I’m not ashamed of it,” Platonov said, adding that he would “finalize it” and will imagine it again and present it again.
By the way, Vladimir Platonov teaches at RUDN and even heads the department of political sciences. And at the department, the NT correspondent confirmed: Platonov will continue to teach students.

The fraction of similar people
In general, among the colleagues of Platonov - the deputies of the Moscow City Duma - many strange - we will call it - “candidates” and “doctors”. The most amazing example is Irina Ilyicheva, the director of the gymnasium No. 1409. Submitting documents to the Moscow Electoral Commission last year before the September elections in the MGD, she indicated that she was a candidate of pedagogical sciences. The fact that the degree of fake was visible at the first view of the candidate diploma, says one of the leaders of Dissernet, a candidate of physical and mathematical sciences Andrei Zazakin (on the Internet he is known as “Doctor Z”): it stood the seal not of the university where Ilyichev was protected (Moscow Pedagogical State University), but by the state higher certificate committee-the predecessor-the predecessor-the predecessor. The Higher Attestation Commission, which was renamed already in 1998.
Ilyicheva’s candidate dissertation itself was not elementary in the Russian State Library, where all the dissertations and abstracts should be provided according to the regulations. There were no reviews to Ilyicheva’s work, nor a certificate of handing over a candidate minimum. The fact of the absence of all of the above was confirmed, by the way, the Moscow City Court on September 13, 2014, which was appealed by Julia Galyamin, who also ran for the MSD. The court recognized the fact of deception and ordered Ilyichev to correct information on his campaign posters. But one day remained before the elections - they took place on September 14 - and managed to paint over false information everywhere, explains Alla Mamontova, Activist of Dissernet.
By the way, the search for plagiarism in the dissertations of the deputies of the Mosgorduma "Dissernet" took up specially to the elections to the Moscow parliament last year. Found a lot.
The deputy Sergei Zverev incorrect borrowings amounted to about a third of the candidate on the topic “Legal aspects of the organization of urban self-government in Moscow (comparative legal analysis)”.
Evgeny Gerasimov, a former actor and director, in 2010 defended his thesis on the topic “Management of municipal property in the context of the reform of the economy”, where more than half of the text, according to Dissernet, made up incorrect borrowing from nine sources.
Alexander Smetanov, general director of the Sapphire defense industry, in 2011 defended his doctoral dissertation “Methodological problems of creating innovative incubators based on large enterprises of the military-industrial complex in modern economic conditions,” 106 pages of borrowing were discovered there.
Anton Moliev, who became in Moscow the “teacher of the year-2011”, shortly before that, in 2007, defended the candidate, where the “disserters” found 20 pages of incorrect borrowing.
In 2004, an officer of the foreign intelligence service (SVR) defended a candidate on the topic “Licensing in the mechanism of administrative and legal regulation of the economy in the Russian Federation”-the text, according to Dissernet, almost entirely consisted of fragments of two other dissertations defended in 2001 and 2003.
Finally, the former lawyer Anton Paleev became a candidate of sciences, defending the thesis “Management of the implementation of social programs (on the example of regions of different levels)”, 12 pages in which, “Dissernet” is sure, are copied from other works completely and about 20 more partially.
All of these deputies represent the United Russia faction at the MGD. The elite put on beads.
