Moscow Mayor Sergei Sobyanin sent to the City Duma draft amendments to the law on corporate property tax, which would provide benefits for some property owners. The tax will be reduced by 75% if less than 20% of the area is allocated for offices, retail, catering and consumer services.

After the transition to a tax on the cadastral value of retail and office real estate, there were requests from organizations on whose territory production was created, warehouses were located and research activities were carried out, and a small area was occupied by retail and office premises, head of the economic policy department Maxim Reshetnikov reported through the press service . The appeals were analyzed and decided to amend the law, he explains. Potentially, according to Reshetnikov, at least 100 real estate properties will be able to receive the benefit. The department representative found it difficult to say how much their owners would save on tax.

The benefit period is five years. It will be possible to use it from January 1, 2015. According to Reshetnikov, in order to take advantage of the benefit in 2015, the organization must contact the State Real Estate Inspectorate before June 15. Her act will be the main document confirming the validity of the application of the benefit.

The city law on the transition to a tax on retail and office real estate based on its cadastral value was adopted at the end of 2013. The list of objects was compiled according to two main criteria - the type of permitted use of the land plot and the actual use of the object itself. In total, as of 2015, this list included 1,687 objects. Previously, the mayor's office reported that the budget in 2014 would receive an additional 12–14 billion rubles. This year the tax rate will increase from 0.9% to 1.2%, and by 2018 - to 2%.

This is better than nothing, comments Opora representative Alexey Nebolsin on the measure proposed by Moscow. According to him, Opora asked the Moscow authorities to maintain last year’s rate for all property owners – 0.9% of the cadastral value. “During the crisis, the tax increased by a third, this places a burden on the shoulders of business,” explains Nebolsin.
