
The Government of the Russian Federation approved a plan for the implementation of the concept of development of additional education of children for 2015-2020. The corresponding order is published on the website of the Cabinet.

The document is dated April 24. He was prepared by the Ministry of Education and Science together with the Ministry of Culture and the Ministry of Sports in order to implement the "May decrees" of the President, follows from the text of the site.
According to the presidential decree, by 2020, at least 75% of children aged five to 18 years are supposed to be covered by additional education. At the same time, as of December 1, 2014, the coverage of the additional education of children aged five to 18 is 64%, the government notes.
The current order of the government is aimed at developing the system of additional education of children, expanding the spectrum of educational programs, developing personnel potential, expanding the participation of a non-state sector in the provision of additional education services, the introduction of public-private partnership mechanisms, as well as modernizing the structure, content and technologies of additional education of children, is explained on the Cabinet's website.
The plan is aimed at achieving the main goals of the concept: ensuring the child’s rights to development, personal self -determination and self -realization, expanding the possibilities to satisfy the various interests of children and their families in the field of additional education, and the development of the innovative potential of the state.
The plan includes 48 measures in eight areas, including: improving the regulatory regulation of the system of additional education of children, increasing the availability of quality services, developing infrastructure and public-private partnerships in the system of additional education.
Moreover, the number of measures provided for by the plan was expanded. In March, it was reported that the complex of measures provides for 27 measures in three directions, the website of the Ministry of Education and Science indicates.
The plan also provides a system of measures to improve the financial and economic mechanisms of development of the system of additional education, including amendments to the legislation of Russia. In particular, it is planned to add the addition of budget classification codes in order to allocate expenses for additional education of children and establish unified approaches to determining the financial funds provided for in the budgets of the budget system for the implementation of additional general educational programs.
The implementation of the plan will improve the quality and accessibility of additional education for each child; update the content of additional education of children in accordance with their interests, as well as the needs of the family and society; modernize the infrastructure of additional education of children; To develop the personnel potential of the system of additional education of children, according to the government.
The Ministry of Finance warned: it will not give additional money for the implementation of the concept

In turn, the Minister of Education of the Russian Federation Dmitry Livanov promised that additional budget money for the implementation of the concept would not be required.
