
Gazprombank will receive financial support for the system for charging a fee with trucks weighing over 12 tons. The bank’s application was approved by the interdepartmental commission, which selects projects, Vedomosti reported with reference to the Deputy Minister of Economic Development of Nikolai Podguzov.
This system should be created and maintained by RT-Invest Transport Systems-a joint venture of the son of Arkady Rotenberg Igor and the RT-Invest investment fund (25.01% at Rostec). Gazprombank will finance the project: it will provide RTITS with 27 billion rubles.
Then the bank applied for participation in the project financing support program and asks about 20 billion rubles. This is the maximum limit of the program for one project.
The bank's application was considered at the next meeting of the interdepartmental commission, which selects projects for this program. Around the system of charge from heavy trucks, a dispute flared up: the Minister of Economic Development Alexei Ulyukaev spoke out against the meeting.
Participation in the program will allow Gazprombank to receive preferential refinancing at the Central Bank at a rate of 9%to finance the project on the conditions acceptable for its financial model.
Under the terms of the concession agreement, the state will not invest at the stage of creating the system - all the money should find all the money. But when the system works, Rosavtodor will pay RTITs 10.6 billion rubles annually to provide the concessionaire with the return of investments and cover the cost of operation.
But all RTITs raised from the trucks will be transferred to the Federal Road Fund, the forecast of revenues - about 50 billion rubles a year.
The project financing program has been operating since last fall. By the end of January 2015, the Interdepartmental Commission approved the participation of ten banks in it - Promsvyazbank, Gazprombank, Bank of Moscow, FC Opening, “International Investment Bank”, Eurasian Development Bank, Sberbank, Rosselkhozbank, Alfa -Bank and VTB. Under the terms of the program, banks receive money from the Central Bank at 9% per annum and transfer it to companies that sell investment projects no more than 11.5%, i.e. 3.5% lower than the current key rate of the Central Bank.
