There were partners from Skolkovo, RVC (Russian venture company), ASI (agency of strategic initiatives) and so on. People came up to me, greeted, hugged, drank. Who is “in the subject”, no one has ever said that I stole something or incorrectly, everyone sympathizes, understands, this is an unjust persecution. People who are simply sitting, hard workers from science, ordinary teachers, professors, hear about a lecture for 30 thousand dollars, swear, they say, we don’t even get 30 thousand rubles. You can’t explain to them, there were no lectures, there were no 30 thousand dollars, it is about completely different, it was all invented by the Investigative Committee.

All, of course, scared, began to cover their ass

- Money was issued for the organization of events that took place in the form of performances, lectures, seminars, conferences, round tables, trips, meetings and so on. The investigation pulled out the word "lecture" and hung on it. Everyone understands, a lecture is when the professor appears to the students, but there was no such event. Moreover, this is not a salary, not a fee, this is money for expenses. It was necessary to bring 14 senior leaders of the Massachusetts Institute of Technology and carry them to two dozens of Russian universities. Imagine what costs are needed for scientists from Boston, they are all really cool, bring a business class and ride with them throughout Russia. Twenty universities, in each organize an event, prepare handouts, provide food, hotels, air tickets, connections and so on. I am a deputy, not an employee of the Skolkovo Foundation, I have no right to spend money on the organization, as is usually done; You hand over the receipts to the accounting department, she then pays for everything. The only way to pay me physically - for teaching, as it was suitable for the meaning of the law on the status of a deputy. I paid this money, I spent to organize all this. They signed all the acts. Everything is closed. The task for which all this was done was completed. The Massachusetts Technological Institute came to Russia, in Skolkovo, venture funds were invested in startups. A thousand companies and hundreds of entrepreneurs were accredited in Skolkovo. For what they paid, then they did. No one had any complaints until these investigators appeared. Then everyone, of course, scared, began to cover their ass so that they would also not be put in prison with me. Hundreds of project participants left the country, and now I see them in the Silicon Valley.

- Can you name the name of the person who pressed the button, and all this was spun against you?

- No, I don't know who is the main one.

- -You are not the person who is able to realize today's domestic policy today. They beat you for you, and aimed at someone else. Most often, next to your name, the Kremlin official Vladislav Surkov is mentioned.

- Let's go in order. Firstly, the Investigative Committee opened a criminal case against Vice President Skolkovo Alexei Beltyukov, he was my visa in the fund. Beltyukov allegedly remained the main accused, he is an employee of the fund, I kind of passing as an accomplice, because he did not directly manage the money. They removed the deputy inviolability, gave the go -ahead to initiate a criminal case. This version is simple and bureaucratic. Another more complicated, I consider it more likely. The murder of Nemtsov highlighted the deepest conflict between the civilian and power wing of the Kremlin, but I am convinced that the conflict did not arise between Kadyrov and the FSB, but, roughly speaking, between the "party of the world" in Ukraine and the "party of war" in Ukraine. There is Vladislav Yuryevich Surkov, the main in Ukraine, he represents the "party of the world", his position is that no Ukraine should be touched, the government is weak and helpless, it will fail, there will be the third Maidan, it will be demolished. And so, until there is a government that will strive to agree with Russia.

- Now about the "party of war."

- The “Party of War” understands that the Ukrainian government is weak, but that any other will also be anti -Russian, and do not wait, it is necessary to expand the territories of the so -called “Donetsk and Lugansk People’s Republics”, or maybe also to break through the corridor into the Crimea and so on. They have budgets related to military operations, they have a direct interest to go on the offensive.

- What is your role in this situation?

-I believe that the murder of Nemtsov was ordered by the “party of war” and was fulfilled by this group in the name of dumping this crime at Ukrainians or Khodorkovsky, they say, the threat of Russia comes from behind the hill, heroically expose this conspiracy, increase its influence before Putin and hold its agenda. The "Party of the World" in the person of Vladislav Yuryevich, soberly assessing the situation, realized that the case of tobacco was ahead of the lead, hinting to Comrade Kadyrov so that the head of Chechnya shifted the emphasis on himself. Kadyrov did as it should, he received the order.

There is no complaint against Putin that he killed Nemtsov or the FSB did it, but there is another emphasis, he cannot put things in order with Kadyrov. - Why is the "party of war" the murder of Nemtsov?

- This is a purely “power story”, they take on an investigation, respectively, show who is to blame, completely change the alignment of forces within the administration in their favor. Moreover, in the "Party of War", unlike the "Party of the World", there is a presidential candidate, or rather, even two candidates: Shoigu (Minister of Defense of Russia) and Ivanov (head of the Presidential Administration). Shoigu is simply popular. He is a wonderful presidential candidate, and at any moment this whole company of security forces, which is holding around a group of oligrahs like Timchenko, Rotenbergs and so on, closer to the 18th year’s elections-can tell the president: “Vova, we need to solve something with the sanctions, look, everything is clear, let's consider the option with the successor.”

- No, I do not maintain relations with anyone. I talked with Surkov for a very long time, the last time I was in Russia. There is absolutely nothing to talk about with him, the position of both the "party of the world" and the position of the "party of war" is equally disgusting to me.

-In the "case of Skolkovo" today is you connecting something with Surkov? Can we say that you are defending in this case?

- Well, how to say? .. When this case was excited against the leaders of Skolkovo, no one hid that it was a blow to Surkov, I was a convenient whiting boy here, and a boy for whipping Surkov, it can be compromised through me. I was really invited to testify to Surkov, I refused. Publicly said that I was asked to testify to Surkov.

- I have no relationship with him. He is a soldier of the army, for me absolutely hostile.

- Why did you want to return in May?

- I do not want to be an emigrant. I am a Russian deputy. I have responsibilities, after all. I represent Novosibirsk. There is my homeland, there are my children and parents.

- Maybe you are condensing paints? Why do you exclude the fact that you can be pursued by your position in the Crimea? You are the only one who in the Duma a year ago did not support the law on the accession to Russia of Crimea and Sevastopol.

- With the senior Gudkov (Gennady), the situation was different, a special attitude towards him, he is a traitor in their eyes, a former security officer who crossed the side of the opponents of the Kremlin. It was an element of corporate revenge, plus they really believed that a person was engaged in a business as a deputy of the Duma. In my case, they knew that I had no business, there was no espionage, all this was visible several times when the Skolkovo business arose, roughly speaking, incorrect behavior on my part, they checked and came to the conclusion that I was the one who is engaged in pure policy.

- Why did you leave Russia in the middle of last year?

The head of Crimea Aksyonov said that you tried to enter the peninsula yesterday, you were drowned in the Kerch Strait, you were dumped from a ferry by car and you were not going to go there?” - the journalists ask. “I'm going, on the 14th, a parliamentary meeting,” I answer. And before that, people from the administration of the president and the Duma called me:

- Who was the conversation with?

- Employees of the Presidential Administration and the Duma faction, which is in touch with the administration. You, like, think. I say, if you say, I may not come. “You must come, there are deputies, this is a common meeting, but you think” - these are the semi -items. -Yes, in San Jose, in Silicon Valley. The next day, another article comes out, the same Izvestia, they have a leak from the bailiffs, that I am closing the entrance and all the accounts are arrested that measures are being taken. I call the reception room to Moscow, the bailiffs. The bailiffs do not confirm, but they say that the person who conducts my business, on vacation, returns in September, then there will be something official, we know nothing, did nothing. At the same time, a credit card stops working for me. I’m calling the bank, the bank says that we came from the bailiffs to freeze everything. It was August 10. Journalists call me. I tell them, now I will not go to Russia. If these restrictions are imposed, I do not know what will happen next, there is no money, the cards do not work, there is nothing to buy a ticket for. I will wait, I will not come back until the situation clears up. Closer to the end of August, I was officially confirmed that the entrance was closed, the exit was closed, the border crossing was closed.

- You cannot, according to the law, do not let you into the country. You are a citizen of Russia.

- There were no precedents. The decision is officially formulated as a ban on crossing the state border, and in the Constitution there is a norm that prohibits the Russian citizen not to let in, but the law on the state border also has the norm on the ban on the intersection, that is, they have the right. I did not want to check it. And most importantly - there is no money to check it, to ride. I consulted with lawyers, they said that in principle this was possible, they may not let him into the country.
