The stamp on registration has become an obstacle to the Donbass refugees for normal life in Russia

"We have nothing but hands!" - Refugees from Ukraine literally beg the head of Pskov to give them any ruin, where at least there are walls. They are ready to repair emergency housing at their own expense, if only then you can register there. Without this bureaucratic formality - registration for three years - the former residents of Donbass in Russia have no future.

"We turned to the authorities, because we were told: at the point of temporary stay you until August, and then - that's it!" - explains one of the refugees, Tatyana Shvets .

The arrangement of these people is a sensitive topic for the authorities, so the head of the city not only responded to the call, but also brought a whole delegation from representatives of the migration service, the employment center and the State Committee for Labor. However, the refugees did not hear anything new: their problem cannot be solved at the regional or municipal level.

At the Sports Hotel, fifty Ukrainians who left the conflict zone in the Donbass are registered today at the Sports Hotel. Families took out children, elderly parents and are now counting on Russian citizenship.

Having received temporary asylum, the former residents of Donbass become participants in the program for the resettlement of compatriots and then must obtain a temporary residence permit. But for this, it is necessary to present a temporary registration for a period of three years to the migration service, and not only put a stamp, but also live at the specified address. It would seem a simple condition, but unreal: the Pskovites are still alive with the memory of Soviet registration, which gave ownership of the dwelling.

“Nobody wants to register me with two young children,” says Svetlana Lukyanova . -They say: you are refugees, how can we give you registration, what if you sue something with us?

The family of Natalia H. was lucky: the husband found a good job, and the housekeeper issued a three -year registration with the child, but this is an exception to the rules.

“We were looking for an apartment for two months,” says Natalya, “they called dozens of ads, but when it came to registration ... We were just lucky, but this luck hit the pocket: because the person registered us, we“ thanked it, ”says Natalya.

60-year-old Tatyana Cherevataya took out thirteen of her loved ones from the Lugansk region to Novoshakhtinsk. Half reached her to Pskov. Here she got a job as a janitor for 10 thousand rubles, her son got a job in a construction company. They were also lucky: there was a person who rented his room in the hostel for free, only pay for light and water, but without registration: the room is municipal. And again lucky:

“I walked around the city, I was looking for where I could,” says Tatyana. - And the person repaired the car on the street. "Hello". - "Hello". I say: you will not tell me ... He turned out to be a believer, conscientious, kind, helped a lot, but when re -registration was needed, he was asked: did it live with you? In the house management, so far “humanly” they closed their eyes to the employee without registration. But Tatyana does not have to count on registration of temporary residence and Russian passport.

She shares her salary of the janitor with her daughter’s family, in which the son-in-law, two grandchildren and a 75-year-old mother-in-law. They rent housing in another house, again without registration. The daughter works for eight thousand, the son -in -law is interrupted by part -time jobs. They survive that they were naughty with the truth and indirects to the social dining room, where the homeless are fed in Pskov. From there, Tatyana wears them dinners.

The other Tatyana - Shvets - left Debaltsev even before the "boiler" . At the Pskov Employment Center, she found a maid of a maid in eight thousand, sometimes he is working on in the kitchen. Her son entered a budget place at the University of Pskov, he is paid a scholarship and give out food coupons. Tatyana is afraid to leave the point of temporary residence - to live on eight thousand, renting housing and spending on food, it is impossible.

- Here you say: we ourselves live by eight thousand and rent housing! - Tatyana argues in absentia with the Pskov officials of the Federal Migration Service. -But you are at home! I lived 10 hryvnias per week at home. I had a normal house, I lived like an ordinary person: a refrigerator, a TV, a "wall". And here I had to buy - here - three spoons!

The poverty that Russians overcome at the expense of family resources and gardens, for forced immigrants, is insurmountable. However, refugees from Ukraine have another resource - their own willingness to arrange their lives:

“I’m a janitor, I walk the streets, I see-there are empty houses, still they are solid,” says Tatyana Chervataya. - We would remove everything with our own hands, do everything ... We could pay the state for apartments, even if these apartments would not be ours, but official ones.

According to the law, the authorities do not have the right to give emergency premises for housing, which officials have repeatedly talked to refugees. However, the idea for the forces in need of the dilapidated houses, many of which, historical monuments, interested the head of the city. Ivan Tsetsersky promised to think about this proposal, provided that voluntary consent to independent repair of emergency housing will be documented:

“For us, it would also be a help that to hide a sin,” said the mayor of Pskov. - On the one hand, the law really obliges us to give you comfortable housing. It is more difficult to understand with the uncontrollable: one will understand what they give, and the other will decide that this is a mockery.
