Ex-Penza City Duma deputy Oleg Tyugaev is wanted again

The Investigation Department of the Investigative Committee of the Investigative Committee for the Penza Region has once again put former deputy of the Penza City Duma Oleg Tyugaev on the wanted list. Law enforcement agencies have resumed the criminal investigation against him. He is again accused of fraud on a particularly large scale. The case was dismissed in September last year due to the fact that the arbitration proved that Mr. Tyugaev was refunding VAT legally. Then the ex-parliamentarian was found in Italy, but was never extradited to the Russian Federation.

Former deputy of the Penza City Duma Oleg Tyugaev has been put on the wanted list again. As Kommersant was told by the Investigative Committee of the Russian Federation, this is due to the renewal of a criminal case against him for fraud. The case is being handled by the investigative authorities of the Investigative Committee of the Penza Region. In addition to Mr. Tyugaev, law enforcement agencies are also looking for his alleged accomplice, the former director of Kazan Premier LLC Oleg Mironov. The Investigative Committee reported that both were charged under Part 4, Art. 159 of the Criminal Code of the Russian Federation (“Fraud”).

As Kommersant wrote, on August 31 last year, the investigative department of the RF Investigative Committee for the Volga Federal District issued a resolution to terminate the criminal case against the parliamentarian. Then the arbitration court recognized that the companies to which Mr. Tyugaev was related refunded VAT legally. However, six months later, Penza investigators decided to reopen the case.

Initially, a criminal case against Oleg Tugaev was initiated in January 2012 on the fact of illegal receipt of VAT of the Penza LLC Lizinkom, which he headed (the company was liquidated in December 2011; most recently, according to kartoteka.ru , the sole founder and general director was Evgeniy Tugaev . - “Ъ”). According to the investigation, Oleg Tyugaev created an organized criminal group that operated from 2009 to 2012. Businessmen misled the tax authorities, receiving VAT refunds from the federal budget on behalf of various legal entities, although no real transactions were carried out. Among the fictitious transactions is the acquisition of two Yak-42 aircraft, which, according to an early version of the investigation, allowed the group members to steal from the budget more than 17 million rubles in 2010 and more than 27 million rubles in 2012. Circumstances related to other facts, allegedly illegal VAT refunds in particularly large amounts (at least 23 million rubles) and the involvement of Oleg Tyugaev in this, were also checked. The total amount of damage caused to the state exceeds 67 million rubles. Let us note that during the period in which, as the investigation believes, Mr. Tyugaev committed crimes, he was a member of the board of directors of ZAO Saratov Aviation Plant, which produced Yak-42 aircraft.

Immediately after the initiation of the criminal case, Oleg Tyugaev left Russia and was soon put on the international wanted list. The court chose a preventive measure in absentia in the form of detention. Penza security forces contacted Interpol, and on June 28, 2013, the wanted man was identified and detained by Italian law enforcement agencies in the city of Pistoia. For more than a year, Mr. Tyugaev could not be extradited to Russia. At the time of termination of the criminal case, he had not been extradited.

While abroad, Oleg Tyugaev filed a complaint with the Center for Public Procedures “Business against Corruption”, created by the association of entrepreneurs “Business Russia”. The letter stated that he was neither the founder nor the director of the companies that were refunding VAT. “In recent years, as a deputy of the Penza City Duma, I have not been active in business, concentrating on deputy work,” wrote Oleg Tyugaev.

According to open sources, Mr. Tyugaev is the founder or co-founder of 11 existing commercial enterprises, including Stagecoach Transport Company LLC and Stagecoach Corporation LLC, which worked as a city road carrier in Penza. At the end of last year, the antimonopoly service of the Penza region suspected private carriers of a cartel conspiracy to bankrupt the municipal enterprise Penza Passenger Transportation. However, to date the suspicions have not been confirmed.

“Currently, a set of investigative actions and operational-search measures are being carried out in the criminal case, aimed at searching for and detaining the accused. In addition, measures are being taken to compensate for the damage caused,” the Investigative Committee told Kommersant.
