Incitement and Ukrainian extremism in the struggle for the square

Residents of Izhevsk are fighting point buildings in the city center, defending the square on Lenin Street, on the site of which it is planned to build a shopping center.

The head of the local department of the Progress Party, the editor of the Strizh Internet Gazeta and a member of the board of the Gradsot public organization Timofei Klabukov told the OVD-info that the square was once in the city landscaping zone, but in 2008 he was incomprehensibly removed from this zone and put under construction. In April, residents of the houses neighboring with the square came to the Grads council and reported that they had a construction fence. A popular gathering took place in the square, after which, according to Klabukov, the local police management arrived and promised that in two days there would be neither a fence nor construction in the square. Two days of work were not carried out, but on the third day at four o’clock in the morning, the residents called Klabukov and said that they were driving the equipment for the fence. When Klabukov arrived at the place, there was a representative of the developer and 15 residents, they called the police. The police talked with the representative of the developer and said that he has documents for conducting work, but since he has no right to make noise, he would not cut down anything until eight in the morning. When asked, what will happen after eight in the morning, the police did not really answer. “At eight in the morning, the technique started,” says Klabukov. - Part withstood, broke there inside, there were several pensioners, two people became ill, an ambulance arrived. It came to clashes with the police, a light brawl. The equipment was stopped. After that, the authorities arrived - police officers, the deputy head of the administration. They said that no one will do anything today. ”

It was decided that negotiations should be held until May 17, during which the developer and residents should come to some compromise. Several residents at a special meeting were elected delegates to meet with the developer in the administration building. Clabukov was also delegated, but he was not allowed to meet, moreover, according to him, the residents "set a condition for me not to be taken with them." Klabukov explains this by the fact that he conducts active activity and “all local authorities know him.”

Negotiations came to a standstill. Representatives of the administration refused to take responsibility for the situation with the land: they say, the land was transferred for construction before them, they have nothing to do with it, they say, they even lost the court in a dispute with the developer. According to Klabukov, the administration, when transferring the land to the last, “played on the side of the developer, did everything to build there” - withdrawn a plot from the landscaping zone, allocated a land for rent, although it could have prevented construction. But at the last stage, the developer was not given a building permit, although by law the administration did not have the right to do so, since all the documents were already prepared for this. The developer sued and won. Klabukov suggests that the administration came to relieve themselves of responsibility to the residents.

During the negotiations, the developer proposed planting trees on the site, building a playground. Delegates from residents did not agree to this. Then the developer said that he would still build.

On May 7, residents gathered again. There were proposals to demolish the fence. Klabukov claims that he asked the residents not to do this. Then one of them wrote on the fence “ultimatum !!! Remove the fence until May 8! The square is returned to the city! ”, And on the other hand -“ Soloviev, return the square to the city! ” (This refers to the head of Udmurtia Alexander Solovyov-OTD-info). After that, it was decided to record a video message to the head of Udmurtia. Klabukov made an entry on which residents announced that they demanded to demolish the fence until May 9, otherwise they themselves would take measures.

After that, Klabukov and the head of the Republican branch of the Yabloko party, Mikhail Nazarov, who also participated in the defense of the square, caused a local center of counteracting extremism. “They told me unequivocally that ahead of May 9, and if something begins there, then I am the main organizer, I’ll go through the relevant articles, and Klabukov is a recrecressor. Even the roles were already distributed, ”says Nazarov. “To which I answered: guys, stop the construction, let's solve this issue, because no one is inciting people anywhere, they simply do not want sealing development so that a store appears on the site of the square.” According to Nazarov, representatives of the bodies do not believe that the inhabitants themselves spontaneously go out to protect the square at five in the morning. In their opinion, someone “commands, leads and conducts activities similar to extremism,” says the activist.

Nazarov and Klabukov were allowed to sign the warnings about the inadmissibility of extremist activities and the corresponding calls. “The employee even pinned these warnings publicly on the wall,” said Nazarov.

In addition, Klabukov was also awarded prosecutorial warning. It was said that “conducted by the prosecutor's office of the Oktyabrsky district of Izhevsk, together with the Central Emergency Service of the Ministry of Internal Affairs of the UR (Udmurt Republic-OTD-Info), it was established that on May 9, 2015, during the celebration of the 70th anniversary of the Victory in the Great Patriotic War of the Gr. Klabukov Timofei Nikolaevich can take part in the holding of an extremist action in Izhevsk related to the support of right -winging pronounced organizations operating in Ukraine. ”

“ What they founded on, to be honest, it is incomprehensible,” says Klabukov. - There are no facts at all. I do not maintain any contacts with nationalist forces. We had a demonstration - one blue ball with yellow and a small sign “No War with Ukraine”, 30 by 30 centimeters. I do not think that on this basis we can conclude that I ... " - Klabukov even found it difficult to reproduce the formulation of a prosecutor's warning. “They say to me: you are a instigator, you are a instigator, no one needs this square except two grannies,” the activist retells the words of the EE Center. They considered that since Klabukov at the beginning of the video shot in the square shouts to the residents “Speak!”, So, then, he organizes their actions. According to the employees, it was Klabukov who wrote on the fence. The EE center and the promise of one of the residents to divide in the square of the tents was alerted in the video shift: “I was told that the breakdown of tents is considered extremism after Ukrainian events,” says Klabukov.

“In general, they worry that we will break the holiday for them,” the activist sums up. He said that at the next meeting with the residents, it was decided to “not spoil the holiday”, since the inhabitants themselves can discredit themselves in this way. On May 8, they held a subbotnik in the square, and on May 9 they plan to plant trees next to the fence. The meeting of residents and activists with the developer again took place. The developer again proposed to build a playground, residents again refused and voted against construction (one person abstained). After that, Nazarov says, we managed to consult a meeting with the city administration next week and try to ensure that the administration provides the developer with compensation in the form of a new land plot in another place and reimbursement of expenses. “We will attract the attention of the republican authorities,” says Nazarov.

According to Klabukov, the residents have no complaints about the developer, since the root of the problem does not lie in his actions, but in the transfer of the site from the landscaping zone and transferring it for rent. Residents and activists wrote a statement to the prosecutor’s office with a request to conduct an audit and establish who specifically made these decisions.
