“The best thing to do with the idea of a global license is to bury it and forget it. The idea is technically unrealizable, quite crazy and, of course, dangerous,” the deputy minister believes.

At the end of February, Volin already spoke out against the introduction of this tax, calling the concept of Internet collection “vicious.” “A bad idea cannot have good execution. Therefore, the concept itself is flawed,” he said then.

The idea of an “Internet tax” was put forward in 2014 by the Russian Union of Rights Holders (RUP), whose board is headed by director Nikita Mikhalkov . By December, the proposed concept received negative reviews from Internet providers, copyright holders and relevant departments. Only the Ministry of Culture, which developed the corresponding bill, supported the idea of introducing an Internet tax.
