At the same time, according to the ISS, not only Internet providers, but also the organizers of the distribution of information should be responsible for the distributed information. For this definition, Internet sites or bloggers with a daily audience of more than 3 thousand unique visitors fall under this definition.

“It is the organizer of the dissemination of information that should be responsible for its content, since he can be either a person creating information (site) and editing it or a person who receives the rights to storage, search and distribution (site, Internet cinema, social network, search engine, hosting provider,” the document says.

In August, the executive director of the organization Denis Davydov proposed to introduce two -level filtration of the Internet content in Russia - through lists of prohibited sites of Roskomnadzor and a system of intellectual recognition of dangerous content. According to him, League experts prepared the technical justification of the project. The real -time system will determine the contents of the page requested by the user. She herself evaluates the content and determines the category to which the information belongs. Pages with prohibited information will be blocked automatically.

In early December, it was reported that the State Duma intends to adopt a law on the mandatory filtering of the Internet content at the providers level . "The promotion of the amendments clearly shows a tough administrative pressure, including from the assistant to President Igor Schegolev. In his interests, they are an early adoption, if possible before the New Year," the source said.
