
The State Autonomous Institution of Culture of the Perm Territory "Memorial Complex of Political Repressions" filed a lawsuit in the Arbitration Court of the region for 1,492,075 rubles 75 kopecks to the autonomous non-profit organization "The Perm-36 Memorial Museum of the History of Political Repressions. This is reported on the Perm-36 website. The budget organization accuses the social activists of a non-summary return of property. The consideration of the claim will be held on May 18.
It is about the former building of the headquarters of the Perm-36 colony, the complex of buildings of which was repaired by the efforts of volunteers and turned into a museum of the same name. In 2009, the staff of the headquarters was transferred to public activists for free use for a period of 5 years. The contract expired in April 2014, while the acceptance certificate was signed in December of the same year.
Meanwhile, even before the expiration of the contract, at the initiative of the governor Viktor Basargin, the GAUK "Memorial Complex of Political Repression" was formed. In May 2014, this structure was headed by the former deputy minister of culture of the region, Natalya Semakova, after which representatives of the Perm-36 ANO were actually deprived of access to the museum.
The new leadership sealed the museum’s cabinets and conducted the inventory of all property. Since then, social activists cannot even achieve access to their own archive.
Lawyers representing the interests of social activists say that the plaintiff abuses the right to apply protection measures from defective property and has a clear intention to cause material damage to the defendant. The headquarters building of the budget structure actually captured a year ago. Meanwhile, she requires a fine with Perm-36 for the untimely return of property.
“It is undoubted for me and for all sound persons that the Ministry of Culture of the Perm Territory uses any methods and techniques to paralyze the activities of our public organization, drive it into debts and grind it into dust,” the director of the Perm -36 ANO Viktor Shmyrov commented on the situation. He emphasized that the lawsuit was filed after the public organization announced the liquidation, as well as after Basargin gave the head of the Ministry of Culture of the region Igor Gladnev an order to resolve economic disputes in an out -of -court order.
Now the debts of ANO "Perm-36" to counterparties, employees and plaintiffs who won the courts amount to over 3 million rubles.
Last month, the regional arbitration was refused by the GAUK "Memorial Complex of Political Repressions" in the arrest of the accounts of ANO "Perm-36" as an interimial extent on the declared lawsuit.
