Thermal energy will rise in price the most from July 1

Moscow announced that the increase in utility tariffs from July 1 will correspond to the maximum indexation level of 10%. In the basket of utilities, heat energy will rise in price the most, and cold water supply the least.

Moscow will raise utility tariffs by 10% - the maximum possible value approved by the mayor's office of December 18, 2014. The head of the Moscow Department of Economic Policy, Maxim Reshetnikov, said at a meeting of the presidium of the city government that the average increase in tariffs from July 1 will be lower than the average annual inflation rate, projected at 16.5%.

In the “basket” of housing and communal services, one of the heaviest components - heating - will rise in price by 13% from July 1, cold water supply and sanitation - by 5.9%, hot water supply - by 11.5%, electricity - by 7.5 -13.7% depending on the time of day of consumption, gas - by 7.5%.

Will the authorities force citizens to pay new bills?

Moscow, as the owner, controls resource supply organizations and management companies, the “weight” of which in payments for utilities is about 30%, Maxim Reshetnikov told Kommersant, noting that for these components the increase in tariffs is minimal - for example, the services of Mosvodokanal, controlled by the Moscow government. prices will rise by 5.9%. According to the official, this became possible due to the introduction of fees for connecting new houses to networks, so as not to shift the cost of commissioning new facilities to all citizens.

In parallel, the city will continue the policy of replacing ineffective subsidies to resource supply organizations (when Moscow transfers money directly to suppliers of heat, water, etc.) with targeted subsidies. At the same time, to protect citizens from the problems of the transition period, a new benefit is being introduced - if the total payment for utility services exceeds the comparable payment a year earlier by more than 10%, the city budget will cover the difference. Despite the fact that the Ministry of Economy predicts a decline in real income in Moscow in 2015 by 9.6%, the city government does not expect problems with payment discipline, noting that nominal income growth lags behind the inflation rate, but still remains at the level of 7.5 -7.9%.

The previous time, tariffs within the old borders of Moscow increased by an average of 7% from November 1, 2014, in the Troitsky and Novomoskovsky administrative districts - from July 1, 2014 by an average of 3.5%.
