The leader of the LDPR Vladimir Zhirinovsky proposed the State Duma a year later, in June 2016, to announce a self-dissolution in order to ensure the transfer of elections of the lower house from December to September of the same year. “We, deputies, declare a self -dissolution,” the Russian News Service reports the words of Zhirinovsky, “and the next day the president will issue a decree on holding elections to the State Duma on September 11.”
At the same time, the leader of the LDPR added, there is another way to achieve elections: deputies need to accept the amendment to the legislation that provides that the elections to the State Duma are held on a single voting day.
“We must consult - there is still time - and at the end of the year we will decide,” Zhirinovsky concluded.
He noticed that the idea of postponing elections supports the vast majority of deputies. “As far as I know,“ United Russia ”does not mind,“ fair Russia ”does not object, the Communists have a split, but most will support,” the LDPR leader explained.
For the first time, the media wrote about the possibility of transferring the Duma elections since December 2016 to September on September. Lenta.ru claimed that Zhirinovsky was the first to nominate this idea, and the leader of Fair Russia Sergey Mironov supported it. The meaning of the initiative, according to the publication, is that the transfer of the Duma elections to a single voting day, that is, their combination with regional and municipal elections, will save budget funds.
Meanwhile, RBC described the situation differently. According to this publication, the initiative does not come from the State Duma, but from the presidential administration, where the issue of transferring the Duma elections has been worked out for a long time. It was noted that the purpose of the planned step is to significantly reduce the chances of non -parliamentary opposition. As the experience of recent years showed, in September, with his warm weather, the turnout is low. On the other hand, in the case of the transfer of the Duma elections, election campaigns will be given during summer holidays, which is actually equivalent to their complete absence.
One of the sources of the newspaper also stated that in December 2016, economic problems in the country could be more acute than three months earlier.
