President Vladimir Putin signed a decree “On some issues of information security of the Russian Federation”, which involves the creation of the state segment of the Internet.

According to the document published on the official portal of legal information, the Internet segment under the jurisdiction of the Federal Security Service (FSO) should be transformed into the Russian State segment of the Internet. At the same time, several state bodies are required to connect to the “large” Internet and post information in it only through this segment.
These state bodies include: the administration of the President of the Russian Federation, the apparatus of the Government of the Russian Federation, the Investigative Committee of the Russian Federation, the executive authorities of the Russian Federation and the executive authorities of the constituent entities of the Russian Federation. Until December 31, 2017, they must connect their information systems and networks to the state committee.
It is recommended that the Federation Council, State Duma, judicial authorities and prosecutor’s bodies be made.
The publicity will be created by organizing encrypted networks designed to protect information from unauthorized access and ensuring its integrity. The FSO will determine the conditions and procedure for connecting to the Internet state committee, as well as engage in its organization and ensure its performance.
