The wife of the head of the presidential affairs, Alexander Kolpakov, named by Alexei Navalny as a co-owner of the management company of “Putin’s palace,” earned 68 million rubles in 2014, follows from the declarations of department employees

The Presidential Administration reported on the income of its employees for 2014. Department manager Alexander Kolpakov, who took up his position in May 2014, earned 10.5 million rubles over the past year. He declared four land plots with a total area of 9.9 thousand square meters. m, two residential buildings (258 and 158.9 sq. m.), an apartment of 172.3 sq. m. m, garage, parking space, as well as an outbuilding.

The wife of the property manager, in turn, owns two plots of land (total area - 3.1 thousand sq. m), two houses (total area - 971.5 sq. m) and a garage (she owns a Toyota, Porsche and a motorcycle Ducati). Her total income for 2014 was more than six times higher than her husband’s earnings and amounted to 68.5 million rubles.

“We do not comment on [her income] as [her] personal matter,” official representative of the property manager Viktor Khrekov answered RBC when asked about the origin of Kolpakova’s income.

The Kolpakovs and their minor child own shares in ¾ of the apartment with an area of 167.9 square meters. m. According to an extract from Rosreestr, Alexander Kolpakov, together with Inna, Egor and Anton Kolpakov, own an apartment of 167.9 square meters in equal shares. m in Moscow on Osennaya Street, 4. On this basis, the Alexei Navalny Anti-Corruption Foundation came to the conclusion that it was Kolpakov’s wife who is the co-owner of two companies Investstroy LLC and Investstroy Management LLC (investigation materials are at the disposal of RBC).

These companies are associated with the company Kompleks LLC, which, as follows from SPARK data, has been controlled since July 2013 by the offshore company Savoyan Investments Ltd., registered in the British Virgin Islands. Until June 11, 2013, the owner of Complex LLC was Investstroy LLC, whose co-owners are Inna Kolpakova and Tatyana Kuznetsova in equal shares. Despite the change of owner, the executive body of Kompleks LLC since November 2013 has been LLC Management Company Investstroy, which is owned by the same Kolpakova-Kuznetsova couple, it follows from SPARK information.

As follows from Rosreestr data, this company is the “copyright holder” of a site with an area of 678.6 thousand square meters. m on Cape Idokopas, here in the area of the village of Praskoveevka there is a main residence, a sports complex, helipads, a park alley and other facilities, and its cadastral value is 1.4 billion rubles. The press calls this complex “Putin’s palace.”

Presidential press secretary Dmitry Peskov recently told RBC: “We have already said that the president has nothing to do with the site in Gelendzhik. There’s nothing new here.”

Millionaire employees

Since by the time the declarations were published last year, Kolpakov’s successor, Vladimir Kozhin, who had headed the administrative department for 14 years, moved to the Kremlin to the position of assistant to the president, information about his income for 2013 was not published. In his new position in the Kremlin, he earned 10.7 million rubles in 2014; while working in business management in 2012, his income amounted to 13.4 million rubles.

Among the employees of the department managers, the income is over 10 million rubles. In addition to Kolpakov, six more people declared. The leader among them is the deputy head of the main department of capital construction Oleg Perlin (63.5 million rubles), followed by assistant manager Ivan Serditov (25 million rubles) - in Navalny’s investigation he is mentioned as the former general director of the management company of the complex near Gelendzhik, on the third place - head of department Sergei Shakhmatov (23.6 million rubles). Commenting on the origin of the income of department employees, Khrekov noted that “many new people have come,” some of them had previously worked in business structures.

Before moving to management at the end of last year, Perlin headed the Moscow construction company Mosfundamentstroy-6 and the Construction Management-6 created on its basis (since 2005, SMU-6, currently its general director is Vadim Perlin). Oleg Perlin, according to SPARK data, is also listed as the owner of an 80 percent share of the SMU-6 Invest company (the remaining 20% is owned by Alexey Olegovich Perlin) and several other construction companies. “He sold his share in the business,” says Khrekov.

Serditov also became a department manager last year. “He came almost simultaneously with the manager [Kolpakov], but then left (in October-December 2014, according to SPARK, he headed the Federal State Unitary Enterprise “Enterprise for the supply of products of the Administration of the President of the Russian Federation”), and then returned to the civil service again,” - says Khrekov. Prior to this, for two years Serditov headed the already mentioned LLC “UK Investstroy”. Shakhmatov’s public profile on LinkedIn indicates that he has been working as a department manager since August 2013. During that year, he earned 1.7 million rubles; in the same declaration, he indicated that he owned two plots of land and an apartment; Shakhmatov owned two more apartments jointly with his wife (half share and no allocation of shares). The last apartment has an area of 140.3 sq. m is not mentioned in the 2014 declaration. “Perhaps he sold it,” says a representative of the property manager.
