The end justifies special equipment

The government introduced a draft law into the State Duma, which significantly expands the possibilities of applying forces and special equipment to prisoners. It is reported by RBC.

As noted, the document doubles the list of situations that allow violence against prisoners. According to the bill, it will be possible to beat them with any violations of the content regime and "other unlawful actions that disorganize the activities of the" colony or pre -trial detention center. According to the current norms, the use of force is permissible only in case of malicious disobedience or resistance from the prisoner - in the new bill the word "malicious" is absent.

It is especially stipulated that the jailers are not responsible for the harm caused by weapons or special equipment, if they were applied "on the grounds and in the manner established by this Law."

The current norms are prescribed in case of violence to cause prisoners as little harm as possible, while the new bill only limits the possibilities of using special equipment. It forbids the FSINESS to beat the convicts with rubber sticks on the head, neck, stomach, genitals, as well as in the clavicle area and the field of the heart projection. In addition, it is not allowed to use waterlets at minus temperature.

Additional guarantees of personal security for armed jailers are provided. If the FSINovets with naked firearms delays the prisoner and demands not to approach him at a certain distance, and the ZEK does not fulfill this requirement, the bill allows the jailer to shoot.

As stated in the explanatory note, the bill was prepared in order to implement the concept of the development of the penal system until 2020, which the government approved almost 5 years ago.
