In Russian political reality, a unique event takes place: a young theoretic at the peak of a scientific career not only returned from a foreign university to Russia, but is also going to participate in the elections to the Legislative Assembly of the Kaluga Region.
Andrei Zazakin, an employee of the Institute of Theoretical and Experimental Physics, not only a co -founder, but also one of the most active participants in the Dissernet community, struggling with false dissertations and undeserved scientists. So, more recently, with the direct participation of Zayakin, a doctoral degree, the former speaker of the Moscow City Duma Vladimir Platonov lost . And now Andrei Zazakin is nominated to participate in preliminary elections (primaries), following which the democratic coalition will form an electoral list in the Legislative Assembly in the Kaluga Region.
In a conversation with the scientific observer of Radio, Liberty explained why the physicist to go to public policy, shared his opinion on the persecution of the Dynasty Foundation and told what he wanted to work in the Kaluga region as a deputy.
- The current young scientist goes to public policy in modern Russia. It seems to be a unique case?

- Unfortunately, yes. In fact, it is very sad. I would like to have more such people. I, of course, feel like a white crow, completely not a typical representative in the circle of people with whom I now communicate, conditionally call them a democratic public, although I do not really like this term, as strictly not defined. But ceteris paribus, which is governed by physicists and mathematicians, I like much more than the country ruled by gas sellers.
Enlightenment is not compatible with this regime
- But most physicists and mathematicians prefer to engage in physics and mathematics, and not politics.
- That's right. I also prefer to engage in physics and mathematics. But I believe that in the current historical situation, I am obliged to get a little distracted from the classes that I love and invest a certain number of my mental strength and skills in what philosophers call public good. It seems to me that if a certain number of physicists and mathematicians joined me, we would have a completely different country, in which, by the way, the activities of physicists and mathematicians would be possible. The current political system is arranged in such a way that it devours all the best, the most beautiful that we have. We have just observed the destruction of the excellent dynasty fund amazing in our monstrous obscurantism. The Dynasty Foundation has been engaged in almost 15 years by finances fundamental research in Russia, provides scholarships for students, graduate students, young scientists, publishes books. And we see that the Dynasty Foundation is not compatible with the current dominant regime. Enlightenment is not compatible with this regime. With this regime, technological progress is not compatible.
To make smartphones and computers here, there should be zimin and the Dynasty Foundation
Since this regime is not compatible with technological progress, Russia as a power is not compatible with it. Why are the United States so effective? First of all, they technologically ahead of the rest of the world, and not at all because America subordinated someone to something or extended her evil tentacles somewhere. I want Russia to be more effective than America. But for this, here they should make their high -quality smartphones and computers. And in order to make smartphones and computers here, there must be Zimin, the Dynasty Foundation. Here should be the opportunity for people to engage in science instead of fighting officials and their own directorate. Therefore, we are forced to, having failed to break this bureaucratic bureaucratic wall with the help of letters, appeals, statements of private citizens, go to public policy, so that, using the status of a deputy, using the status, maybe the leader of a municipal association, the head of the executive branch, etc., so that in the status of the executive or legislative power to demand from the inveterate officials who are rolled up in the status Asphalt the last sprouts of something reasonable in the country, so that they roll out this asphalt back and allow the reasonable to grow and develop as it is prescribed by the laws of common sense.
The coming to the policy of people with such education as mine would greatly improve the situation
- From your words you can understand that physicists and mathematics are the best candidates for the management of the country. But world experience, it seems, does not really confirm this.
- My judgment on the fact that in the current Russian political sphere there are not enough physicists and mathematicians, purely situational. Although a typical German politician is very often a benign representative of the academic environment, in particular, as the same chancellor Merkel, who is a physicist in his first and basic education. But there is no universal law. I believe that in the current situation, coming to the Russian policy of people with such education as mine would greatly improve the situation.
Illiterate “effective” managers strangle institute
- You worked for a long time abroad and only recently returned to Moscow?
- Yes, I worked abroad for a long time, at universities in Germany, Italy and Spain, and simultaneously continued to monitor what is happening in Russian science, in the development of its relations with the authorities. I carefully watched, we will call it this, the confiscation reform of the Academy of Sciences, but I was largely prompted by the story with the Institute of Theoretical and Experimental Physics, with which I remained affiliated all the time. I came to Moscow, talked with colleagues from there, participated in seminars, and it was painful for me to watch as illiterate “effective” managers strangling this wonderful institution.
- In parallel, did you participate in the base of the Dissernet community, which is engaged in the exposure of fake scientific degrees?
- Yes. And I worked on this project from abroad, mainly remotely oversaw the preparation of statements about the deprivation of a degree.

- And they returned to continue this work already in the field?
- In general, yes. I went here realizing that I would spend a lot of time on the “disserte”, in Russia I have the opportunity not only to prepare documents, but also to fully accompany them, to speak at the dissertation and expert councils, and so on. I see the fierce resistance of the “disgusting mafia”, which is extremely not like that we deprive them of this feeder, and I feel absolute moral satisfaction from participating in this struggle. At the same time, I could continue to continue my purely scientific career abroad, change some more universities or extend the contract in Spain. But I lived for several years for my pleasure - and this is the main thing that gives a person a science - and decided that I could now live for others.
It is wrong to think that all officials are vile corrupt creatures
- After returning to Russia, you managed to participate in the lobbying of bills related to the contesting of scientific degrees?
- Yes, and now for me this is the most important side of the activity in the Dissernet project. Work on bills and by -laws is a logical continuation of our activities. We see how our complaints are unfairly considered, we must somehow act. And for this we begin to constructively interact with state bodies. By the way, it is wrong to think that all officials are as one - vile corrupt creatures, no, there are a lot of reasonable people among them. For example, many in the Ministry of Education and Science, including Minister Dmitry Livanov, director of the Department of Inessa Shishkanov, completely unequivocally support our struggle with false dissertations, agree that these Augi stables should be cleared. And in this regard, I, as an assistant to the deputy of the State Duma Dmitry Gudkov, was preparing one law that involved the abolition of the statute of limitations for challenging illegally awarded academic degrees.

- What is the fate of this document?
- He was shamefully rejected by the Duma. It is shameful because the deputies did not even dare to vote directly against him. As a result, one faction simply did not vote, despite the fact that the other three, 179 voices, supported the project. The deputies referred to defects in the text of the bill, by the way, they really were there. We have prepared a completely new option, and he is now under consideration by the State Duma Committee on Science, we know that there is a desire to support it.
-All this gave you a certain political experience and, presumably, any connections?
- Of course. I worked and work as an assistant Dmitry Gudkov, communicate with some deputies of regional parliaments. In addition, not only me, but the whole of Dissernet has developed contacts with representatives of the Ministry of Education and Science. Of course, two years of lobbying work in connection with the activities of Dissernet, and not only with it, I was taught a lot.
- Is the nomination your own initiative?
- This is my personal initiative, which was supported by the “disserter” . I think that other statements of some groups of influence and speakers from the academic community, with whom I maintain good relations with whom we have common views on the situation in the country, on the situation in the Academy of Sciences, will follow.
My task is to explain to the Kalugans how, being a Varangian, I can do something to protect their interests
- Why did you choose the Kaluga region? After all, elections to legislative assemblies will also be held in the Kostroma region and Novosibirsk.
-I think of my program as a thematic, aimed at protecting the interests of the scientific and educational community, and the percentage of the audience to which it is addressed is the highest in the Kaluga region, primarily at the expense of the science of Obninsk, many residents of which work in institutes and enterprises of Rosatom. Oddly enough, this percentage is even higher than in Novosibirsk. In addition, working in Novosibirsk is logistics and financially difficult, it is very easy to get from Moscow, where I live now, and for trips to Novosibirsk, I already had to have significant financial resources in advance, in front of the primaries, which are not now. Well, the Kostroma region is a very nice region to me, but thematically it is not close to my profile, there was no point in going there. So my next task is to explain to the Kalugans how, being, in general, a Varangian, I can do something to protect their interests, primarily for employees of the scientific and educational sphere, for the high-tech industry.
Almost anything can be recognized as non -targeted expenditure
- How is your campaign financed?
- I finance trips from my own pocket, and as for the interviews to inform the voters, I am still leading it on the Internet, financial investments are not needed for this. For the future, I created a Yandex-wallet, as lawyers explained to me, this is a legal way to get donations, however, it is necessary that transfers are made with a note “for unlimited goals”. Such a strange wording is needed because now there are very stringent frames, any misuse of funds can become a reason for all kinds of unpleasant trials, and almost any reason can be recognized as non -targeted spending. Generally speaking, crowdfunding is not my element, I try to approach it very carefully, and still accuracy was expressed in the fact that I just did nothing in this direction. Now, probably, it will have to. There are a lot of small expenses for seemingly minor things.
Our nuts are so twisted that many types of activity associated with astronautics are almost impossible
- What topics do you want to work on in the Kaluga region besides protecting the interests of scientists?
- In my scientific agenda there is a item from which it is easy to throw the bridge to the state of industry and business. This is what can be called deregulation. The fact is that my lobbying activity was not limited to issues related to academic degrees. For the past six months, I have been engaged in establishing interaction between some Russian private companies and our lawmakers. It seems to me that I have succeeded, and this was expressed in writing a bill on the abolition of licensing in certain types of space activity. The fact is that all over the world, primarily in the USA, private cosmonautics is now rapidly developing. If we look at the structure of American legislative acts that regulate space activities, you will see that the launch and landing of spacecraft is adjusted very rigidly, but the development of both the devices themselves and scientific devices does not require a special NASA license. Our nuts are so twisted that many types of activity related to astronautics are almost impossible. There are completely meaningless restrictions that bring to space activity the manufacture of almost any screw for the spacecraft. In order to get rid of them, a bill was prepared, which must be submitted to the State Duma in the near future.
Their only function is to kill any reasonable activity in the root
Working on this document, I understood a lot of important things. Namely, that in different technical and quasi -vehicles there are warders who do not create any surplus product, do not make contributions to the national economy. Their only function is to kill any reasonable activity in Russia in the root. Because they require the application of any standards, GOSTS of 1955 or 1960 to commercial activity, which lives in its own, by objective scientific, technical and market laws. The fight against this system is a huge field for activity. The burden of meaningless licenses, certificates, the burden of meaningless inspections lies very difficult on any high -tech activities in Russia. And this is one of the points of my agenda, which I want to imagine not so much theoretical scientists as practices, engineers, businessmen, entrepreneurs. In this direction, I am going to work, I know how to act, and I am already acting.
This is an evil that does not even realize that it is evil
- And yet your main election base is scientists. Can you find a common language with them? So you just praised Dmitry Livanov, but many criticize him sharply.
- From the fact that I support Minister Livanov in his struggle against plagiarism, it does not follow at all that I support the rest of his activities. In particular, the story with the reform of the Academy of Sciences seems to me completely going beyond the limits of good and evil. As I said, this reform was absolutely confiscated. A fantastic in its bureaucratic stupidity, uncontrollability and inability to control the fan was created. It is clear to me that this agency Fano is a kind of evil, and, unfortunately, this is evil, which does not even realize that it is evil. Therefore, we will deal with this, we will find out what and how can be done here. However, this does not directly concern my Kaluga voters, since just there the institutions of the Russian Academy of Sciences are represented quite weakly, mainly the structures of Rosatom. In any case, we will find a common language with scientists, I am completely ready for this.
I have more interesting classes in life
- How far does your political ambitions extend?
- If I suddenly, waking up tomorrow, will see that Russia, or rather, its political regime, has reconciled with the civilized world, canceled the food sanctions imposed on itself, recognized the elections to the State Duma in 2011 due to massive falsifications that restrictive barriers were shot for the participation of democratic forces in the elections, I will simply close the door and leave. I have more interesting classes in life. And to shift the pieces of paper, to pick them up in different folders, to pronounce the same obvious evidence ten times a day - this is not at all what I was striving for in life. But now I see that I have to do this. And I have to go forward. Being a realist, I do not expect that one of the events that I said about will happen right tomorrow. Therefore, of course, I assume that I will participate, at least in the primaries for elections to the State Duma in 2016, and I hope to apply myself there if voters want to choose me there. But so far it would be too early and wrong to say that I am participating in the 2016 campaign. I'll see how this campaign will go.
